Un análisis de la política de ciencia y tecnología en México (2001-2006)

El presente artículo parte de los enunciados de política de ciencia y tecnología en nuestro país establecidos en el Programa Especial de Ciencia y Tecnología PECyT (2001-2006). Pretende llevar a cabo un análisis del nivel de instrumentación de esos enunciados. Revisa, de manera central, tres dimensiones: el financiamiento a estas actividades donde resalta la inversión total en ciencia y tecnología; el porcentaje del PIB que el gobierno destina a estas actividades; y el porcentaje del mismo PIB para investigación y desarrollo. Un elemento que resulta central para el impulso a este sector es la formación de recursos humanos, donde sobresale la promoción a los estudios de posgrado y la consolidación del Sistema Nacional de Investigadores (SNI). Fortalecer un sector de ciencia y tecnología tiene como finalidad central mejorar la competitividad de un país o región, nuestra preocupación se enfoca en revisar la productividad de los investigadores mexicanos; el comportamiento del índice internacional de competitividad y el papel que ocupa México en este aspecto, por último, se hace una revisión de la balanza de pagos tecnológica de nuestro país

The Mexican Ecological Conscience: A Predictive Model

Recently, the number of Mexicans who buy sustainable products has been increasing, which has led to sustainable trade. Therefore, the objective of this study is to determine which variables have a greater effect on Mexicans’ intention to buy green products, their ecological awareness, or moral obligation, and, in turn, to determine the degree to which moral obligation is affected by ecological awareness. A sample of 690 Mexicans was obtained, and a PLS–SEM model was applied for data analysis. The results confirmed that both a moral obligation and ecological awareness explain the intention to purchase green products, with ecological awareness contributing the most to the intention. Furthermore, the findings showed that moral obligation is affected by ecological awareness. The originality of the article is that it contributes to the consumer behavior literature by providing an insight for companies that manufacture sustainable products to understand and promote environmentally conscious consumer behavior. However, there are some limitations that can be addressed in future research

Un análisis de la política de ciencia y tecnología en México

This paper, based upon the policy statements in science and technology in our country which are established in the Special Program of Science and Technology, PECyT (2001-2006), carries out an analysis of the instrumentation levels on these statements. It reviews, in a central way, three dimensions which are: the financing for these activities emphasizing in the total investment in science and technology, the percentage of the GDP that the government destines to these activities and the percentage of the same GDP for researching and development. The main element for the impulse of this sector is the training on human resources, where it emphasizes the promotion to the graduate studies and the consolidation of the National System of Researchers (SNI).
