    MERCADOS INFORMALES Y CESIONES DE AGUA DE RIEGO EN LA COMUNIDAD VALENCIANA

    [ES] A inicios de la pasada década la legislación española de aguas incorporó diversos cambios normativos para permitir la realización de cesiones e intercambios de recursos hídricos entre concesionarios y usuarios, con el ánimo de flexibilizar la asignación de recursos y mejorar su aprovechamiento, particularmente en contextos de escasez. Sin embargo, como ya han apuntado diversos autores, con anterioridad a estos cambios legales ya existían fórmulas de cesión e intercambio de recursos entre usuarios, más o menos formales. El objetivo del presente trabajo es analizar las cesiones e intercambios de aguas que han tenido lugar en la Comunidad Valenciana en las últimas décadas. Los resultados demuestran que los intercambios de derechos entre usuarios pueden resultar eficaces para resolver problemas locales de escasez.     The Conference Irrigation, Society and Landscape, celebrated in Valencia on September the 25th, 26th and 27th of 2014, brought together numerous researchers and professionals interested in traditional irrigation, in order to discuss and reflect on the past, present and future of these natural and cultural systems. The Conference analyzed the historical evolution of irrigation, considering technological, agronomic, social and institutional aspects. The present and potential values of irrigation systems as cultural landscapes were also considered. In addition, the Conference contributed to the analysis of the challenging processes of urbanization and modernization, and the strategies oriented to strengthen the socioeconomic viability and the preservation of these systems. The Conference was conceived to pay homage to Thomas F.     El catálogo de zonas húmedas de la Comunidad Valenciana. Aspectos metodológicos

    [ES] A finales de 1999 la Generalitat Valenciana inició la elaboración de un catálogo de humedales, con el fin de identificar aquellas zonas litorales e interiores que merecían protección legal según lo estipulado por la ley autonómica 11/94 de espacios naturales. Ante la falta de un modelo metodológico que se ajustara a este caso, se optó por diseñar una estrategia específica de evaluación de los humedales valencianos. Se trataba de aplicar un procedimiento de trabajo de base científica que proporcionara criterios y valores objetivos, adaptado a las especificidades naturales y culturales de los humedales valencianos y al contexto legal generado por la citada ley.     Institutional and management implications of drip irrigation introduction in collective irrigation systems in Spain

    [EN] This work focuses on the transformation occurred with the shift from surface to drip irrigation, looking at three collective irrigation systems in Valencia (Spain). The extension of drip irrigation over areas previously irrigated by systems of gravity channels entails a process of change and transformation ofinstitutions and organizations managing irrigation. We analyze the main management changes occurred and how farmers adapt to the new technology. In order to assess these changes, interviews were conducted with farmers and managers of Water User Associations. Drip irrigation implementation policies result in unforeseen consequences, paradoxes and challenges for collective drip irrigation management. In the three cases, drip irrigation and automation has contributed to the centralization of decision-making. Besides, farmers and managers have also developed irrigation and fertigation strategies to adapt to the new technology.
