Costs and benefits of the cap reform

    Get PDF
This working paper presents a cost-benefit analysis of the reform of the Common Aqricultural policy (CAP) considering both its effects on farmers in the European Community (EC) and on farmers in third countries. The new questions raised by the Uruguay round of the GATT (General Aqreement on Tariffs and Tax) and the start up of the sinqle Market in Europe are considered in order to examine the possible effects on agricultural income with special reference to family farms in the south of Europe. In the case of Spain, data are presented for possible effects of restructuring work occasioned by the reform

    Hybrid SGP4 orbit propagator

Two-Line Elements (TLEs) continue to be the sole public source of orbiter observations. The accuracy of TLE propagations through the Simplified General Perturbations-4 (SGP4) software decreases dramatically as the propagation horizon increases, and thus the period of validity of TLEs is very limited. As a result, TLEs are gradually becoming insufficient for the growing demands of Space Situational Awareness (SSA). We propose a technique, based on the hybrid propagation methodology, aimed at extending TLE validity with minimal changes to the current TLE-SGP4 system in a non-intrusive way. It requires that the institution in possession of the osculating elements distributes hybrid TLEs, HTLEs, which encapsulate the standard TLE and the model of its propagation error. The validity extension can be accomplished when the end user processes HTLEs through the hybrid SGP4 propagator, HSGP4, which comprises the standard SGP4 and an error corrector.Comment: 18 pages, 4 figure

Beyond Ethnicity: Toward a Critique of the Hegemonic Discipline E. San Juan, Jr.

    Get PDF
With the current vogue of multiculturalism and cultural diversity requirements as panacea for systemic problems, scholars and teachers of Ethnic Studies need to reassess the principles and goals of their discipline. Los Angeles 1992, among other developments, has exposed the serious inadequacies of old paradigms. A review of the racialized history of Asians in U.S. society, a narrative of oppression and opposition now mystified by the model minority myth, allows us to grasp the flaws of the liberal pluralist focus on culture divorced from the political and economic contexts of unequal power relations. Ultimately, for whom is Ethnic Studies designed? By historicizing identity politics and validating the genealogy of resistance, we in the field of Ethnic Studies can refuse to be mere apologists for the status quo and revitalize the critical and emancipatory thrust of Ethnic Studies, a thrust inseparable from the struggle of people of color against white supremacy

From Chinatown to Gunga Din Highway: Notes on Frank Chin\u27s Writing Strategy

    Get PDF
Exploring Frank Chin\u27s work, particularly in his latest novel Gunga Din Highway, the essay endeavors to re-situate ethnic writing in the historical specificity of its inscription in the United States as a racial polity. This cognitive remapping of the literary field as reconfigured by multiculturalist liberalism may be accomplished by examining Chin\u27s cultural politics. Chin\u27s mode of strategic writing interrogates the modelminority myth and the premises of cultural nationalism. While it rejects the pluralist resolution of the traditional conflicts in the Chinese diaspora, Chin\u27s satiric impulse proposes a defamiliarization of Asian American common sense adequate to provoke a revaluation of the presumed conjunction of ethnicities, cultures, and nationalities in the current counter-terrorist milieu

HEOSAT: A mean elements orbit propagator program for Highly Elliptical Orbits

The algorithms used in the construction of a semi-analytical propagator for the long-term propagation of Highly Elliptical Orbits (HEO) are described. The software propagates mean elements and include the main gravitational and non-gravitational effects that may affect common HEO orbits, as, for instance, geostationary transfer orbits or Molniya orbits. Comparisons with numerical integration show that it provides good results even in extreme orbital configurations, as the case of SymbolX.Comment: 18 pages, 5 figure

Regional and farm specialisation in Spanish agriculture before and after integration in the European Union

In this paper, we study the evolution of agricultural product specialisation at farm and county level from 1979 to 1997 in Spain, thus covering all the stages of the gradual implementation of the Common Agricultural Policy. We use a multiproduct version of Theil and Finizza's index of segregation that allows us to decompose farm product specialisation into county specialisation with respect to the national level, i.e., the usual measure of regional specialisation, and farm specialisation within counties. Our results confirm the importance of increasing regional specialisation but also highlight that trends of farm specialisation within counties have varied across large agricultural areas. In particular, regions more specialised in export-oriented products seem to have speeded regional specialisation
