Transformasi Gagasan Masyarakat Kewargaan (Civil Society) Melalui Reformasi Pendidikan Kewarganegaraan di Indonesia (Studi Pengembangan Kebijakan Pendidikan Kewarganegaraan pada Jenjang Pendidikan Dasar dan Menengah Era Reformasi) RINGKASAN DISERTASI
Gerakan reformasi politik nasional Indonesia pasca-1998 telah membuka peluang perbaikan kehidupan berbangsa dan bernegara di segala bidang. Di bidang pendidikan nasional, gagasan masyarakat kewargaan (civil society) memiliki arti penting dalam pembaharuan pendidikan kewarganegaraan yang sejalan dengan sistem politik demokratis. Penelitian ini dilakukan untuk menggali dan melacak seluruh proses dan produk pengembangan kurikulum pendidikan kewarganegaraan. Tujuan penelitian ini ialah untuk menemukan upaya kebijakan pendidikan nasional di Indonesia mentransformasikan gagasan masyarakat kewargaan melalui kebijakan pengembangan pendidikan kewarganegaraan pada jenjang pendidikan dasar dan menengah era reformasi. Pengumpulan data menggunakan teknik wawancara dan dokumenter. Wawancara dilakukan terhadap sejumlah informan yang terlibat dalam proses pembuatan kebijakan pendidikan, terutama pendidikan kewarganegaraan. Kajian dokumenter dilakukan terhadap sumber-sumber primer maupun sekunder. Temuan penelitian menunjukkan bahwa: (1) gerakan reformasi telah mempengaruhi gagasan konstruksi masyarakat kewargaan; (2) penyusunan karakter masyarakat kewargaan melalui reformasi pendidikan kewarganegaraan menunjukkan bahwa kebijakan pendidikan sama sekali tidak bisa dipisahkan dari lingkungan politik yang melatarinya, sehingga kebijakan pendidikan kewarganegaraan di Indonesia pun sangat kuat dipengaruhi oleh nilai-nilai dari sistem politik yang tengah berlangsung; (3) transformasi gagasan masyarakat kewargaan demokratis yang dijabarkan dalam reformasi pendidikan kewarganegaraan pada jenjang pendidikan dasar dan menengah menekankan kepada pembentukan kompetensi kewarganegaraan demokratis
The Transformation of Civil Society Ideas Through Civic Education Reform in Indonesia (Study on Developing the Civic Education Policy at the Elementary and Secondary Education Levels in Reform Era).
Post-1998 reform movement in Indonesian has brought some implications toward all living aspects of the country. One of those is education sector. Shaping civil society through civic education is one of education reform, even that effort should face some constraints, especially in constructing the policies, methodologies, and practices. Therefore, this research is conducted in order to explore and track the whole process and product of the civic education curriculum development. The purpose of this research is find out the process and product of national education policies in the era of reformation to transform the idea of civil society through civic education reform for elementary and secondary education. In finding the data, this research is applying interview technique to some important informants involving in the policies-making process and documentary exploration technique. The findings of this research are as follows: (1) the idea of civil society construction has been influenced by the reformation movement; (2) in constructing the character of civil society has been influenced by political circumstances, and; (3) transformation of democratic civil society is manifested into civic education

This paper presents the preliminary study on civic education into the national educational policy during reform era since 1998 in Indonesia. Reform movement has impact to change signification toward national educational reform too. Civic education entered the changing paradigm to build good citizens. The old paradigm of civic education nuanced strongest to serve the political regime hegemonics. Civic education has been reduced as well as value or character education an sich. The politics of education in the new era shifted the paradigm of civic education into the standarization according to democratic citizenship education norms. Reforming civic education has directed how the teachers who have competencies to transform the democratic values democratically
