Karan, and how other courts should adopt its holding of allowing all reasonably certain and calculable benefits to be considered in determining partial takings just compensation. Furthermore, it addresses the impact that the decision will have on environmental takings and its importance to the future of both property and environmental law

    This Ain’t Your Papa’s Allocation Formula! Team-Based Approaches to Monograph Collections Budgets

    In 2009, the University of Guelph (UG) Library’s Organizational Renewal Initiative created new strategic teams to replace its existing liaison-based service model. The five new teams were charged with the delivery of service clusters (traditional and emerging) in alignment with the University’s academic mission. The new Information Resources (IR) team of specialist librarians and professional staff are charged with deepening their skills and engagement within specified team objectives/accountabilities, collection development, management, and assessment. The team-based ethos of the new IR Team has reshaped how the institution allocates, budgets, and orients its work for monographic collections. Factors which have shaped UG’s unique approach to this core team activity include increased consortial licensing, evolving publishing trends, the growth of multi-institutional research teams and discipline clusters within the University, evolving research and teaching modalities, an increased focus on accountability, and the demise of formal university governance bodies. Monograph budgeting has shifted from departmental budget allocations to broader, cross-institutional allocations in response to resource format changes and shifting strategic priorities. A paradigm shift from allocation metrics towards post hoc adjustments based on curricular need and efficiency is described. Time-series linked examples of current UG Monograph budget structures illustrate this budgetary evolution, and external systems and tools to actively manage monographs budgeting and expenditure processes will be discussed. Strategies from a Selector’s point of view and that of the Team Head to adapt, change, guide, and modify budgeting practices also are analyzed. Two significant challenges to the team-based process (monitoring expenditures and improving stakeholder communications) are identified

    A novel method of non-clinical dispatch is associated with a higher rate of critical Helicopter Emergency Medical Service intervention

    Background - Helicopter Emergency Medical Services (HEMS) are a scarce resource that can provide advanced emergency medical care to unwell or injured patients. Accurate tasking of HEMS is required to incidents where advanced pre-hospital clinical care is needed. We sought to evaluate any association between non-clinically trained dispatchers, following a bespoke algorithm, compared with HEMS paramedic dispatchers with respect to incidents requiring a critical HEMS intervention. Methods - Retrospective analysis of prospectively collected data from two 12-month periods was performed (Period one: 1st April 2014 – 1st April 2015; Period two: 1st April 2016 – 1st April 2017). Period 1 was a Paramedic-led dispatch process. Period 2 was a non-clinical HEMS dispatcher assisted by a bespoke algorithm. Kent, Surrey & Sussex HEMS (KSS HEMS) is tasked to approximately 2500 cases annually and operates 24/7 across south-east England. The primary outcome measure was incidence of a HEMS intervention.Results - A total of 4703 incidents were included; 2510 in period one and 2184 in period two. Variation in tasking was reduced by introducing non-clinical dispatchers. There was no difference in median time from 999 call to HEMS activation between period one and two (period one; median 7 min (IQR 4–17) vs period two; median 7 min (IQR 4–18). Non-clinical dispatch improved accuracy of HEMS tasking to a mission where a critical care intervention was required (OR 1.25, 95% CI 1.04–1.51, p = 0.02).Conclusion - The introduction of non-clinical, HEMS-specific dispatch, aided by a bespoke algorithm improved accuracy of HEMS tasking. Further research is warranted to explore where this model could be effective in other HEMS services.Peer reviewedFinal Published versio

    Associative / Dissociative Cognitive Strategies in Sustained Physical Activity: Literature Review and Proposal for a Mindfulness-Based Conceptual Model

    We reviewed and summarize the extant literature on associative/dissociative cognitive strategies used by athletes and others in circumstances necessitating periods of sustained attention. This review covers studies published since a prior publication by Masters and Ogles (1998), and, in keeping with their approach, offers a methodological critique of the literature. We conclude that the distinction between associative and dissociative strategies has outlived its usefulness since initially proposed in an earlier era of ground-breaking research by Morgan and Pollock (1977) that was influenced to some extent by psychodynamic thinking. In recent years there has been an evolutionary shift in concepts of sustained attention toward mindfulness—moment-by-moment attention—that has had a significant impact on conceptual models and clinical practice in diverse areas including stress management, psychotherapy, and athletic performance. We propose that future research on cognitive activity in sustained performance settings be embedded in a mindfulness-based conceptual model

    Spindle Checkpoint Protein Dynamics at Kinetochores in Living Cells

    BACKGROUND: To test current models for how unattached and untense kinetochores prevent Cdc20 activation of the anaphase-promoting complex/cyclosome (APC/C) throughout the spindle and the cytoplasm, we used GFP fusions and live-cell imaging to quantify the abundance and dynamics of spindle checkpoint proteins Mad1, Mad2, Bub1, BubR1, Mps1, and Cdc20 at kinetochores during mitosis in living PtK2 cells. RESULTS: Unattached kinetochores in prometaphase bound on average only a small fraction (estimated at 500-5000 molecules) of the total cellular pool of each spindle checkpoint protein. Measurements of fluorescence recovery after photobleaching (FRAP) showed that GFP-Cdc20 and GFP-BubR1 exhibit biphasic exponential kinetics at unattached kinetochores, with approximately 50% displaying very fast kinetics (t1/2 of approximately 1-3 s) and approximately 50% displaying slower kinetics similar to the single exponential kinetics of GFP-Mad2 and GFP-Bub3 (t1/2 of 21-23 s). The slower phase of GFP-Cdc20 likely represents complex formation with Mad2 since it was tension insensitive and, unlike the fast phase, it was absent at metaphase kinetochores that lack Mad2 but retain Cdc20 and was absent at unattached prometaphase kinetochores for the Cdc20 derivative GFP-Cdc20delta1-167, which lacks the major Mad2 binding domain but retains kinetochore localization. GFP-Mps1 exhibited single exponential kinetics at unattached kinetochores with a t1/2 of approximately 10 s, whereas most GFP-Mad1 and GFP-Bub1 were much more stable components. CONCLUSIONS: Our data support catalytic models of checkpoint activation where Mad1 and Bub1 are mainly resident, Mad2 free of Mad1, BubR1 and Bub3 free of Bub1, Cdc20, and Mps1 dynamically exchange as part of the diffuse wait-anaphase signal; and Mad2 interacts with Cdc20 at unattached kinetochores

    An Evaluation of U.S. National Wildlife Refuge Planning for Off-Road Vehicle Use

    Off-road vehicles (hereafter, ORVs) rank high among public-land management challenges because they are popular, often impair environmental conditions, and may cause conflicts with other recreational users. Unit-level planning for federal lands increasingly translates broad, system-wide objectives, such as maintenance of ecological integrity, into place-based limitations on ORV use to minimize and mitigate adverse impacts on wildlife. We reviewed 176 planning documents covering 313 National Wildlife Refuges (hereafter, Refuges) to understand how planning supports or undermines ORV recreation management. These plans offer an important perspective on ORV management because the Refuges are a large, diverse system of conservation lands where recreation may be permitted only where it is compatible with wildlife protection. Of the plans we evaluated, 24% mentioned ORV use and 12% prescribed some action related to ORVs. The most common prescriptions banned ORV use or limited it to mobility-impaired hunters. Many plans lacked clarity or documentation of analysis in discussing ORV recreation. When analyses grouped ORV use with other activities, such as hunting or other modes of transportation, they often failed to consider the characteristic effects of ORV use. Regardless of how ORV use was categorized, evaluation of its effects seldom considered the full range of environmental impacts documented in the scientific literature. Published research recommends many best practices for managing ORV use and impacts. Though some are habitat specific, five general best-practice categories highlight where planning connects with and diverges from common recommendations. Other land management agencies offer helpful models for implementing these practices in planning. We suggest that public land managers employ tools from each of the five categories: policy formation and public participation, spatial and temporal route planning, permitting, monitoring, and enforcement. The plan prescriptions we examined were strongest in their efforts at route planning. Refuge prescriptions have the most room to improve in detailing how they can work with neighbors and external stakeholders in formulating ORV-use rules

    This talk will describe recent developments at the NASA Center for Climate Simulation, which is funded by NASAs Science Mission Directorate, and supports the specialized data storage and computational needs of weather, ocean, and climate researchers, as well as astrophysicists, heliophysicists, and planetary scientists. To meet requirements for higher-resolution, higher-fidelity simulations, the NCCS augments its High Performance Computing (HPC) and storage retrieval environment. As the petabytes of model and observational data grow, the NCCS is broadening data services offerings and deploying and expanding virtualization resources for high performance analytics
