    Developing electronic participation framework for public policy formulation in Malaysia

    Electronic participation (e-participation) is a research domain that focuses on the development of information and communication technology (ICT) to support participation in a nation‟s governance processes. One of the problems in implementing this process in Malaysia is the lack of participation from its citizens in providing inputs to be used in the nation‟s public policy formulation processes. In addition, there is a lack of research on e-participation and framework that supports the public policy formulation. Therefore, in this study, the researcher attempts to look at how the public can involve and play their part in the process of drafting the nation‟s public policies by utilizing the information technology mechanism. The main objective of this study is to develop a framework for the implementation of e�participation in the public policy formulation processes. To achieve this objective, the public‟s levels of perception and satisfaction with the current Government‟s e�participation initiatives in the public policy formulation and implementation process are identified. Questionnaires, interviews, observations, and analysis of relevant documents were the methods used in this study. Actor Network Theory (ANT) from the socio-technological perspective was applied in this study in order to analyze the development of the e-participation framework. The proposed e-participation framework was then assessed using the Delphi Method to seek the consensus from the experts appointed. As a result, the e-participation framework for public participation in Malaysia was successfully developed. This e-participation framework enables people to jointly contribute towards the formulation of public policy. From the theoretical perspective, the framework implies that ANT provides a strong foundation for policy making process of aligning the heterogeneous nature of public participation. In practice, the ICT tools for public participation will hopefully enable a wider participation in contributing to a democratic practice.     Soft set theory based decision support system for mining electronic government dataset

    Electronic government (e-gov) is applied to support performance and create more efficient and effective public services. Grouping data in soft-set theory can be considered as a decision-making technique for determining the maturity level of e-government use. So far, the uncertainty of the data obtained through the questionnaire has not been maximally used as an appropriate reference for the government in determining the direction of future e-gov development policy. This study presents the maximum attribute relative (MAR) based on soft set theory to classify attribute options. The results show that facilitation conditions (FC) are the highest variable in influencing people to use e-government, followed by performance expectancy (PE) and system quality (SQ). The results provide useful information for decision makers to make policies about their citizens and potentially provide recommendations on how to design and develop e-government systems in improving public services

E-government also could be applied on the legislative and judicative to improve internal efficiency of democratic governance. Furthermore, comprehensive analysis base on the bibliometric technic on various resources has been chosen to guide this work.  Several dependent variables such as information quality, trust, and system quality also considered relevant were integrated with the unified theory of acceptance and use of technology (UTAUT) constructs as examining variables affecting the adoption of e-government. Most public policy formulate by certain group of expertise but the feedback from citizen still lacking. The research embraces the socio-technical research paradigm and uses an Actor-Network Theory (ANT) as the theoretical foundation to explore the mutual interaction between all the actors.The proposed e-participation framework has been validated using Delphi Method and evaluated by experts is shown to be workable and practical

    Utilization of waste as a constituent ingredient for enhancing thermal performance of bricks – a review paper

    In view of the environmental regulations, practitioners have been inclined to use bricks with higher insulation capability, however with minimal attention to sustainable material composition, let alone waste material. From a research perspective, in the wake of the growing concerns for the environment, the use of waste material to develop bricks which can exhibit suitable characteristics attributed to the material composition has been on the rise. However, the extant literature on utilization of waste materials for brick mix design has neglected to provide detailed literature review on the influence of waste materials on the thermal performance of bricks. Methods: This paper provides detailed review of research conducted on thermal properties of bricks produced from various types of waste. Influence of the method of manufacturing and type of waste on thermal performance of bricks is discussed. A sustainability selection criteria format is provided to assist optimal decision making in considering alternative sustainable waste material. Use of e-mail, as well as short messaging services, are also used in this system to facilitate the affairs of the power of affiliation. To achieve that objective, developers use a prototype method to develop and improve as a key to this system's revolt. In conclusion, this system reduces data filing on paper to be recorded using a computerized system. System developers use Adobe Dreamweaver and MYSQL applications and other applications like Adobe Photoshop to develop this system
