    Coolant side heat transfer with rotation. Task 3 report: Application of computational fluid dynamics

    An experimental and analytical program was conducted to investigate heat transfer and pressure losses in rotating multipass passages with configurations and dimensions typical of modern turbine blades. The objective of this program is the development and verification of improved analysis methods that will form the basis for a design system that will produce turbine components with improved durability. As part of this overall program, a technique is developed for computational fluid dynamics. The specific objectives were to: select a baseline CFD computer code, assess the limitations of the baseline code, modify the baseline code for rotational effects, verify the modified code against benchmark experiments in the literature, and to identify shortcomings in the code as revealed by the verification. The Pratt and Whitney 3D-TEACH CFD code was selected as the vehicle for this program. The code was modified to account for rotating internal flows, and these modifications were evaluated for flow characteristics of those expected in the application. Results can make a useful contribution to blade internal cooling

    The effects of changes in the order of verbal labels and numerical values on children's scores on attitude and rating scales

    Research with adults has shown that variations in verbal labels and numerical scale values on rating scales can affect the responses given. However, few studies have been conducted with children. The study aimed to examine potential differences in childrenā€™s responses to Likert-type rating scales according to their anchor points and scale direction, and to see whether or not such differences were stable over time. 130 British children, aged 9 to 11, completed six sets of Likert-type rating scales, presented in four different ways varying the position of positive labels and numerical values. The results showed, both initially and 8-12 weeks later, that presenting a positive label or a high score on the left of a scale led to significantly higher mean scores than did the other variations. These findings indicate that different arrangements of rating scales can produce different results which has clear implications for the administration of scales with children

    Public sector commissioning and the third sector: Old wine in new bottles?

    Public sector commissioning has risen rapidly to prominence as the central mechanism for the ā€˜purchaseā€™ of services in an increasingly mixed economy of public services in the UK and this has wide-ranging consequences for non-state actors including those in the third sector. Academic consideration of commissioning has been rather fragmented, concerned with particular service fields or sectors. This paper provides an overview, with a focus on the relationship between the state and the third sector. The paper begins by questioning whether commissioning is really ā€˜newā€™ or a continuation of exist- ing trends around procurement and contracting and whether it constitutes a genuinely transformative relationship between the state and third sector. It considers some core debates about the likely impact of commissioning on the third sector and its relationship with the state. In doing so, the paper advances two main arguments: that commissioning remains highly fragmented in policy and practice, between different localities and scales of government; and that there is a tension within commissioning policy between the ā€˜rhetoricā€™ of the ā€˜full cycleā€™ approach based on needs assessment and planning, and what appears to be an emerging reality of resource-constrained, large-scale and Payment by Results-based contracting. These raise real concerns for organizational and service quality outcomes

    Biofortified Maize Improves Selenium Status of Women and Children in a Rural Community in Malawi: Results of the Addressing Hidden Hunger With Agronomy Randomized Controlled Trial

    Background: Selenium deficiency is widespread in the Malawi population. The selenium concentration in maize, the staple food crop of Malawi, can be increased by applying selenium-enriched fertilizers. It is unknown whether this strategy, called agronomic biofortification, is effective at alleviating selenium deficiency. Objectives: The aim of the Addressing Hidden Hunger with Agronomy (AHHA) trial was to determine whether consumption of maize flour, agronomically-biofortified with selenium, affected the serum selenium concentrations of women, and children in a rural community setting. Design: An individually-randomized, double-blind placebo-controlled trial wasconducted in rural Malawi. Participants were randomly allocated in a 1:1 ratio to receive either intervention maize flour biofortified with selenium through application of selenium fertilizer, or control maize flour not biofortified with selenium. Participant households received enough flour to meet the typical consumption of all household members (330 g capitaāˆ’1 dayāˆ’1) for a period of 8 weeks. Baseline and endline serum selenium concentration (the primary outcome) was measured by inductively coupled plasma mass spectrometry (ICP-MS). Results: One woman of reproductive age (WRA) and one school-aged child (SAC) from each of 180 households were recruited and households were randomized to each group. The baseline demographic and socioeconomic status of participants were well-balanced between arms. No serious adverse events were reported. In the intervention arm, mean (standard deviation) serum selenium concentration increased over the intervention period from 57.6 (17.0) Ī¼g Lāˆ’1 (n = 88) to 107.9 (16.4) Ī¼g Lāˆ’1 (n = 88) among WRA and from 46.4 (14.8) Ī¼g Lāˆ’1 (n = 86) to 97.1 (16.0) Ī¼g Lāˆ’1 (n = 88) among SAC. There was no evidence of change in serum selenium concentration in the control groups Conclusion: Consumption of maize flour biofortified through application of selenium-enriched fertilizer increased selenium status in this community providing strong proof of principle that agronomic biofortification could be an effective approach to address selenium deficiency in Malawi and similar settings.     Micronutrient deficiencies including selenium (Se) are widespread in Malawi and potentially underlie a substantial disease burden, particularly among poorer and marginalised populations. Concentrations of Se in staple cereal crops can be increased through application of Se fertilisers ā€“ a process known as agronomic biofortification (agro-biofortification) ā€“ and this may contribute to alleviating deficiencies.     Implementation of COVID-19 Preventive Measures and Staff Well-Being in a Sample of English Schools 2020-2021.

    BACKGROUND: We examined fidelity and feasibility of implementation of COVID-19 preventive measures in schools, and explored associations between adherence to these measures and staff well-being, to inform policy on sustainable implementation and staff wellbeing. METHODS: Surveys were conducted across 128 schools in England with 107 headteachers and 2698 staff-members with reference to autumn term 2020, examining school-level implementation of preventive measures, adherence, and teacher burnout (response rates for headteacher and staff surveys were 84% and 59%, respectively). RESULTS: The median number of measures implemented in primary and secondary schools was 33 (range 23-41), and 32 (range 22-40), respectively; most measures presented challenges. No differences were found regarding number of measures implemented by school-level socio-economic disadvantage. High adherence was reported for staff wearing face-coverings, staff regularly washing their hands, (secondary only) desks facing forwards, and (primary only) increased cleaning of surfaces and student hand-washing. Adherence to most measures was reported as higher in primary than secondary schools. Over half of school leaders and 42% (517/1234) of other teaching staff suffered from high emotional exhaustion. Higher teacher-reported school-wide adherence with measures was consistently associated with lower burnout for leaders and other teaching staff. CONCLUSIONS: Findings indicate a tremendous effort in implementing preventive measures and an urgent need to support investments in improving teacher wellbeing
