    How Far Does Economic Theory Explain Competitive Nonlinear Pricing in Practice?

    Liberalisation of the British electricity market, in which previously monopolised regional markets were exposed to large-scale entry, is used to test the propositions of several recent theoretical papers on oligopolistic nonlinear pricing. Consistent with those theories, each oligopolist offered a single two-part electricity tariff, and a lump sum discount to consumers who purchased both electricity and gas. However, inconsistent with those theories, firms’ two-part tariffs are heterogeneous in ways that cannot be attributed to cost. We establish a series of stylised facts about the nature of these asymmetries between firms and use them to confront established theory

    Background: Patient and Public involvement (PPI) in health care occupies a central place in Western democracies. In England, this theme has been continuously prominent since the introduction of market reforms in the early 1990s. The health care reforms implemented by the current Coalition Government are making primary care practitioners the main commissioners of health care services in the National Health Service, and a duty is placed on them to involve the public in commissioning decisions and strategies. Since implementation of PPI initiatives in primary care commissioning is not new, we asked how likely it is that the new reforms will make a difference. We scanned the main literature related to primary care-led commissioning and found little evidence of effective PPI thus far. We suggest that unless the scope and intended objectives of PPI are clarified and appropriate resources are devoted to it, PPI will continue to remain empty rhetoric and box ticking. Aim: To examine the effect of previous PPI initiatives on health care commissioning and draw lessons for future development. Method: We scanned the literature reporting on previous PPI initiatives in primary careled commissioning since the introduction of the internal market in 1991. In particular, we looked for specific contexts, methods and outcomes of such initiatives. Findings: 1. PPI in commissioning has been constantly encouraged by policy makers in England. 2. Research shows limited evidence of effective methods and outcomes so far. 3. Constant reconfi- guration of health care structures has had a negative impact on PPI. 4. The new structures look hardly better poised to bring about effective public and patient involvement

    For almost twenty years, Nevada has been the fastest growing state in the country. Much of this growth is due to numerous immigrant and retiree families moving in every day, creating unique challenges to the state. On the other hand, Nevada ’s families, like families in the rest of the United States , are changing in predictable ways. Over the last century, families have become smaller and more diverse. Today, families are not only smaller, but they move more often, have more family members living into old age, enjoy better health, and have more education and wealth than has been true throughout history. There is also more equality across gender, race and income than was true in the past. However, despite the many changes and improvements that have benefited the majority of Nevada families, some negative aspects of earlier trends continue, and new challenges to the least advantaged of Nevada families and children loom on the horizon

    An investigation into the unusual linkage isomerization and nitrite reduction activity of a novel tris(2-pyridyl) copper complex

    The copper-containing nitrite reductases (CuNIRs) are a class of enzymes that mediate the reduction of nitrite to nitric oxide in biological systems. Metal–ligand complexes that reproduce the salient features of the active site of CuNIRs are therefore of fundamental interest, both for elucidating the possible mode of action of the enzymes and for developing biomimetic catalysts for nitrite reduction. Herein, we describe the synthesis and characterization of a new tris(2-pyridyl) copper complex ([Cu1(NO2)2]) that binds two molecules of nitrite, and displays all three of the common binding modes for NO2−, with one nitrite bound in an asymmetric quasi-bidentate κ2-ONO manner and the other bound in a monodentate fashion with a linkage isomerism between the κ1-ONO and κ1-NO2 binding modes. We use density functional theory to help rationalize the presence of all three of these linkage isomers in one compound, before assessing the redox activity of [Cu1(NO2)2]. These latter studies show that the complex is not a competent nitrite reduction electrocatalyst in non-aqueous solvent, even in the presence of additional proton donors, a finding which may have implications for the design of biomimetic catalysts for nitrite reduction

    Heuristic solutions to the target identifiability problem in directional sensor networks

    Existing algorithms for orienting sensors in directional sensor networks have primarily concerned themselves with the problem of maximizing the number of covered targets, assuming that target identification is a non-issue. Such an assumption however, does not hold true in all situations. In this paper, heuristic algorithms for choosing active sensors and orienting them with the goal of balancing coverage and identifiability are presented. The performance of the algorithms are verified via extensive simulations, and shown to confer increased target identifiability compared to algorithms originally designed to simply maximize the number of targets covered

    We compute ku^*(K(Z/p,2)) and ku_*(K(Z/p,2)), the connective KU-cohomology and connective KU-homology groups of the mod-p Eilenberg-MacLane space K(Z/p,2), using the Adams spectral sequence. We obtain a striking interaction between h_0-extensions and exotic extensions. The mod-p connective KU-cohomology groups, computed elsewhere, are needed in order to establish higher differentials and exotic extensions in the integral groups

During the course of discovery, the plaintiff serves discovery requests, including a request for data that has been deleted from the company’s electronic records but may still be contained within the company’s backup systems. The search for this data is time consuming and expensive. Discoverable materials may be found in the company’s backup system, but does that possibility justify the lost productivity and expense to restore the material

    We introduce a new method for location recovery from pair-wise directions that leverages an efficient convex program that comes with exact recovery guarantees, even in the presence of adversarial outliers. When pairwise directions represent scaled relative positions between pairs of views (estimated for instance with epipolar geometry) our method can be used for location recovery, that is the determination of relative pose up to a single unknown scale. For this task, our method yields performance comparable to the state-of-the-art with an order of magnitude speed-up. Our proposed numerical framework is flexible in that it accommodates other approaches to location recovery and can be used to speed up other methods. These properties are demonstrated by extensively testing against state-of-the-art methods for location recovery on 13 large, irregular collections of images of real scenes in addition to simulated data with ground truth
