    Speech, Service and Sex: The Limits of First Amendment Protection of Sexual Expression in the Military

    Since the close of the Gulf War, the United States\u27s military organs have endured the exposure of a rash of sex-related scandals. These embarrassments have run the gamut from alarming charges of abuse of power in integrated training environments to the sensationalized, adultery-related discharge of the Air Force\u27s first female bomber pilot. In response, Congress has reconsidered the vexing issues presented by recently adopted policies that have changed the roles of gender and sexual preference in the military. Lawmakers have entertained a wide variety of suggested remedies. At one extreme, Representative Barney Frank proposed lifting entirely the existing ban on sexual relations within the ranks. Yet, in the same debate, self-described feminists, noted sociologists, and policymakers alike urged rethinking the wisdom of integrated military units. No one doubts the authority of Congress to regulate military affairs. The long-standing tradition of countenancing restrictions on individual liberties in the military context seems bound for collision with the present social and political climate that places a high value on personal rights, especially regarding sex

    Corn yield traits were conducted again in 1951 by the Agronomy department of the South Dakota State College Experiment Station to supply farmers with information on popular hybrids what are planted extensively in the various agricultural areas of the state. The information obtained in the 1951 yield tests reflects the relative performing abilities of different hybrids in a col season. Throughout the season, temperatures averaged several degrees below normal, while moisture was generally excessive. This resulted in a corn crop that was soft and immature. The results are presented in the tables which follow

Frontiers in Marine Science, 7, (2020): 42, doi:10.3389/fmars.2020.00042.The Phoenix Islands Protected Area, in the central Pacific waters of the Republic of Kiribati, is a model for large marine protected area (MPA) development and maintenance, but baseline records of the protected biodiversity in its largest environment, the deep sea (>200 m), have not yet been determined. In general, the equatorial central Pacific lacks biogeographic perspective on deep-sea benthic communities compared to more well-studied regions of the North and South Pacific Ocean. In 2017, explorations by the NOAA ship Okeanos Explorer and R/V Falkor were among the first to document the diversity and distribution of deep-water benthic megafauna on numerous seamounts, islands, shallow coral reef banks, and atolls in the region. Here, we present baseline deep-sea coral species distribution and community assembly patterns within the Scleractinia, Octocorallia, Antipatharia, and Zoantharia with respect to different seafloor features and abiotic environmental variables across bathyal depths (200–2500 m). Remotely operated vehicle (ROV) transects were performed on 17 features throughout the Phoenix Islands and Tokelau Ridge Seamounts resulting in the observation of 12,828 deep-water corals and 167 identifiable morphospecies. Anthozoan assemblages were largely octocoral-dominated consisting of 78% of all observations with seamounts having a greater number of observed morphospecies compared to other feature types. Overlying water masses were observed to have significant effects on community assembly across bathyal depths. Revised species inventories further suggest that the protected area it is an area of biogeographic overlap for Pacific deep-water corals, containing species observed across bathyal provinces in the North Pacific, Southwest Pacific, and Western Pacific. These results underscore significant geographic and environmental complexity associated with deep-sea coral communities that remain in under-characterized in the equatorial central Pacific, but also highlight the additional efforts that need to be brought forth to effectively establish baseline ecological metrics in data deficient bathyal provinces.Funding for this work was provided by NOAA Office of Ocean Exploration and Research (Grant No. NA17OAR0110083) to RR, EC, TS, and David Gruber

    Corn yield trials were conducted in 1952 by the Agronomy Department of the South Dakota Experiment Station to supply farmers with up to date information on popular hybrids which are planted extensively in the various agricultural areas of the state. The information obtained from the 1952 yield trials reflects the relative performing ability of the hybrids in a season having a deficiency of moisture during the later part. Temperatures for the season averaged close to normal, or slightly above, throughout the state. However, in most areas there was a deficiency of moisture the later part of the growing season. This deficiency of moisture, plus a warm late fall, resulted in well matured corn of low moisture content for most areas. The results are presented in the tables which follow

    Current and Potential Treatments for Reducing Campylobacter Colonization in Animal Hosts and Disease in Humans

    Campylobacter jejuni is the leading cause of bacteria-derived gastroenteritis worldwide. In the developed world, Campylobacter is usually acquired by consuming undercooked poultry, while in the developing world it is often obtained through drinking contaminated water. Once consumed, the bacteria adhere to the intestinal epithelium or mucus layer, causing toxin-mediated inhibition of fluid reabsorption from the intestine and invasion-induced inflammation and diarrhea. Traditionally, severe or prolonged cases of campylobacteriosis have been treated with antibiotics; however, overuse of these antibiotics has led to the emergence of antibiotic-resistant strains. As the incidence of antibiotic resistance, emergence of post-infectious diseases, and economic burden associated with Campylobacter increases, it is becoming urgent that novel treatments are developed to reduce Campylobacter numbers in commercial poultry and campylobacteriosis in humans. The purpose of this review is to provide the current status of present and proposed treatments to combat Campylobacter infection in humans and colonization in animal reservoirs. These treatments include anti- Campylobacter compounds, probiotics, bacteriophage, vaccines, and anti -Campylobacter bacteriocins, all of which may be successful at reducing the incidence of campylobacteriosis in humans and/or colonization loads in poultry. In addition to reviewing treatments, we will also address several proposed targets that may be used in future development of novel anti- Campylobacter treatments

    Navy Acquisition via leasing: policy, politics, and polemics with the Maritime Prepositioned Ships

    In recent months, leasing has been prominent in the press in connection with the Air Force's ill-fated attempt to obtain the use of Boeing re-fueling tankers without buying them. Gone from memory is the early 1980's controversial Navy leasing program of Maritime Pre-positioned Ships that had a different result. This paper presents an analysis of the various issues and parties to the very creative and innovative financing on behalf of the Navy's Military Sealift Command. Still in existence today, the 1983 contracts for thirteen TAKX ships were valued at approximately $2.6 billion. While the decision is often framed as a lease versus purchase choice, the facts indicate that the option to purchase was not seen as viable at the time. In hindsight, the TAKX leasing program was successful and cost effective, despite the whirlwind of political commentary and intrigue and the dueling quantitative analyses surrounding it. However, as an unintended (or, perhaps, intended) consequence, laws and policies have since been changed so that leasing is no longer viable for financing military assets. The case presented here considers altering existing laws and regulations to once again permit leasing of military resources.Approved for public release; distribution is unlimited

    Corpus-Based Approaches to Figurative Language: Metaphor and Austerity

    Austerity is a by-product of the ongoing financial crisis. As Kitson et al (2001) explain, what was a \u201cNICE\u201d (\u2018non-inflationary consistent expansion\u2019) economy has turned \u201cVILE\u201d (\u2018volatile inflation, little expansion\u2019), and the economic and social fall-out is now becoming visible. Unemployment, redundancy, inflation, recession, insecurity, and poverty all loom, causing governments, businesses and individuals to reevaluate their priorities. A changing world changes attitudes, and the earliest manifestations of such change can often be found in figurative language. Political rhetoric attempts to sweeten the bitter pill that nations have no choice but to swallow; all are invited to share the pain, make sacrifices for the common good, and weather the storm. But more sinister undertones can also be perceived. In times of social and financial dire straits, scapegoats are sought and mercilessly pursued in the press. The elderly, unemployed, and disabled are under fire for \u201csponging off the state\u201d; and as jobs become scarcer and the tax bill rises, migrant populations and asylum seekers are viewed with increasing suspicion and resentment. Calls for a \u201cbig society\u201d fall on deaf ears. Society, it seems, is shrinking as self-preservation takes hold. Austerity is a timely area of study: although austerity measures have been implemented in the past, most of the contributions here address the current political and economic situation, which means that some of the studies reported are work in progress while others look at particular \u201cwindows\u201d of language output from the recent past. Whichever their focus, the papers presented here feature up-to-the-minute research into the metaphors being used to comment upon our current socioeconomic situation. The picture of austerity that emerges from these snapshots is a complex one, and one which is likely to be developed further and more widely in the coming future

    Ancient DNA techniques : applications for deep-water corals

The definitive version was published in Bulletin of Marine Science 81 (2007): 351-359.The potential applications of ancient DNA (aDNA) techniques have been realized relatively recently, and have been revolutionized by the advent of pCR techniques in the mid 1980s. Although these techniques have been proven valuable in ancient specimens of up to 100,000 yrs old, their use in the marine realm has been largely limited to mammals and fish. Using modifications of techniques developed for skeletons of whales and mammals, we have produced a method for extracting and amplifying aDNA from sub-fossil (not embedded in rock) deep-water corals that has been successful in yielding 351 base pairs of the ITS2 region in sub-fossil Desmophyllum dianthus (Esper, 1794) and Lophelia pertusa (Linnaeus, 1758). The comparison of DNA sequences from fossil and live specimens resulted in clustering by species, demonstrating the validity of this new aDNA method. Sub-fossil scler-actinian corals are readily dated using U-series techniques, and so the abundance of directly-dateable skeletons in the world's oceans, provides an extremely useful archive for investigating the interactions of environmental pressures (in particular ocean circulation, climate change) on the past distribution, and the evolution of deep-water corals across the globe.Support for this project was provided by National Science Foundation grants OCE 0096373 (JFA), OCE 0095331 (Daniel Scheirer, USGS), OCE 0136871 [D.     Piloting a holistic information culture program: The experience of CETYS Universidad system of libraries

    This article presents the staff, structure, methods and preliminary results from the pilot of a holistic information literacy program developed in the System of Libraries of CETYS Universidad in Mexico. ‘Information Culture Development’ (ICD) is driven by action research (AR) and the concept of information culture (IC), comprised of information literacy (IL), digital literacy (DL), and research competences. ICD aims at developing these competences and supporting reflection and improvement upon university practices related to curriculum, teaching, and research. ICD’s initiatives and products were divided into four axes: a) curriculum and learning support, b) information and digital literacies development, c) research and scientific communication support, and d) evaluation and communication of results. ICD’s pilot involved workshops and activities framed within an AR perspective and a mixed methods approach. Preliminary results determine the success of activities with academics and students regarding their strengths and weaknesses in IC-related competencies
