DETECTION OF THE SPECIFICITY OF PUBLIC REPRODUCTION OF THE AMUR REGION WITH THE HELP OF THE COBB – DOUGLAS PRODUCTION FUNCTION
Construction of the Cobb – Douglas production function taking into account the factor “innovations and information” (on the example of the economy of the Amur region) has been considered. The adequacy of the obtained production function to the initial data has been checked using Fisher`s criterion. An analysis of the constructed production function using the indicators of average and marginal resource efficiency, elasticity of output, depending on resource consumption has been carried out. It has been revealed, that labor is the most stable factor during the study period. In the Amur Region in 2000-2017 labor-saving (intensive) gross regional product growth is observed. However, this indicator increased more slowly than factors, that is, the average costs calculated per 1 unit of output are growing and there is a diminishing effect on the scale of production
Floating export duties as a tool for state regulation of the Russian grain market
Since mid-2021, Russia has applied floating export duty (damper) as a mechanism for state regulation of grain market. The results of the study have showed that introduction of damper as an instrument of state regulation of the Russian grain market has only exacerbated the problems associated with the growing volatility of grain prices and their increasing dependence on the global market environment. In addition, the mechanism of redistributing funds received by the state from export duties and allocated to grain producers in the form of subsidies remains opaque and incomprehensible. The transition from dollar to rubles in duty calculations has shown the viability of this method, hence the current practice is worth continuing in order to make the mechanism for distributing subsidies to grain producers from export duties received completely transparent and understandable. Thus, the operation of grain damper is economically justified only if the state is ready to support the grain market in proportion to this sector contribution to the national economy development

The manifestations and consequences of the search for new impulses of the socio-economic development of the Russian Far East, confirming the invariability of the course towards the creation of new development institutions have been considered. The management decisions made in terms of their economic efficiency and implementation prospects have been evaluated. The actions of the transfer of the «capital» of the Far East from Khabarovsk to Vladivostok, the development of a national program for the development of the Far East until 2025 and for the future until 2035, as well as the expansion of the Far Eastern Federal District through the annexation of the Trans-Baikal Territory and the Republic of Buryatia, have been considered in detail
Digital technologies: drivers of economic growth during COVID-19 pandemic
The article examines the drivers of economic growth in a difficult epidemiological situation. The problems of economic activity during this period are identified. It was revealed that cloud technologies, digital platforms and blockchain technologies can act as the main drivers of the growth of the pandemic economy. A comparative analysis of the level of development of digitalization processes in the Russian economy in comparison with other countries is presented. The main problems and threats to the development of the digitalization process in Russia are noted. It has been established that the digital economy in Russia is in its infancy – the main direction is the acquisition of equipment (computer and communication technology). Despite the measures taken by the state to launch digitalization processes in the domestic economy, Russian companies lag far behind foreign competitors in terms of the degree of implementation and use of digital technologies in their activities. In the current situation, it is necessary to continue state support for such areas as import substitution, the export of domestic digital products, and the creation of equal operating conditions for all IT companies
Metals from the ritual site of Shaitanskoye Ozero II (Sverdlovsk Oblast, Russia) [Metales del yacimiento ritual de Shaitanskoye Ozero II (provincia de Sverdlovsk Oblast, Rusia)]
The present article describes materials from the ritual site of Shaitanskoye Ozero II, Sverdlovsk Oblast. Few excavations carried out at the site measuring less than 240 sq. m in size, yielded more than 160 bronze artifacts: utensils, weapons, rolled copper ornaments, and abundant smelting and casting waste. Apart from Seima-Turbino (celts and laminar knives) and Eurasian types (daggers with cast hilts, truncated knives with guards, fluted bracelets and rings), several metal artifacts were revealed manufactured in the style of the Samus-Kizhirovo tradition. Bronze artifacts, stone knives and scrapers, and numerous arrowheads are accompanied by ceramics of the Koptyaki type. Metals use mainly a copper-tin alloy. This assemblage is shown to be relevant to the local tradition of metalworking, which, in this particular region, was comparatively ancient having been left uninterrupted by the rapid migrations of the Seima-Turbino people. In addition, the assemblage indicates the sources from which post-Seima artifacts reached the Alakul people. These artifacts may also have been linked with a large metalworking center located in the Middle Urals
Development of the Russian Far East and the Arctic: demographic aspect
The article considers the geostrategic territories of the Russian Far East and the Arctic. The paper emphasizes the need to ensure the accelerated socio-economic development of these territories in order to preserve and strengthen the positions of Russia as an energy and mineral-raw superpower. In the course of analyzing the demographic situation, the authors identified the main reasons for the migration movement of the population, and also assessed the impact of the demographic situation on the socio-economic development of the Russian Far East and the Arctic. The study established that the attraction of labor resources to the extractive industry would quickly increase the gross regional product from the use of the existing resource and energy base of the macro region. The use of the natural resource potential of the Far East and the Arctic will strengthen the status of Russia in the international arena as an energy and mineral-raw superpower
Analysis of the russian market derivative financial instruments
The Russian market of derivative financial instruments (hereinafter referred to as derivatives) has been analyzed. Differentiation of the derivatives market have been carried out both by derivatives and by participants. The main leaders have been identified both in the futures and options market as a whole in the derivatives market and in the segments. According to the results of the analysis carried out on the basis of the Moscow Exchange data, the preferential development of index and currency instruments have been revealed, which makes investment companies active in the derivatives market. There is an increase in the volume of commodity derivatives. In general, the Russian derivatives market is characterized by a narrow set of both derivatives and underlying assets, which significantly reduces the range of risks for which hedging is possible in the financial market

Simultaneous measurement of atmospheric temperature, humidity, and aerosol extinction and backscatter coefficients by a combined vibrational-pure-rotational Raman lidar
Implementation of the pure-rotational Raman (PRR) lidar method for simultaneous measurement of atmospheric temperature, humidity, and aerosol extinction and backscatter coefficients is reported. The isolation of two wavelength domains of the PRR spectrum and the suppression of the elastically scattered light is carried out by a double-grating polychromator. Experiments involving elastic backscatter from dense clouds and a solid target confirm the high level of suppression of the elastic light in the corresponding acquisition channels of the two selected PRR domains. Calibration of the temperature channel was done both by comparison with an experimentally verified atmospheric temperature model profile and by inter-comparison with radiosondes. Night-time temperature profiles with high vertical resolution were obtained up to the lower stratosphere.
