    Data was discussed from several different terrains in which CO2-rich fluid inclusions occur despite parageneses that predict the presence of H2O-rich fluids. CO2-rich fluid inclusions, some having densities appropriate for peak-metamorphic conditions, were found in greenschists, amphibolites, migmatites, and hydrated granulites. The author suggested that there may be a common process that leads to CO2-rich secondary inclusions in metamorphic rocks

    In this Essay, Attorney Hollister reflects on more than thirty years of involvement with eminent domain in Connecticut, primarily representing property owners. He asserts that Kelo was correctly decided, but notes that the exercise of eminent domain is ripe for misuse, and thus property owners require advocacy and judicial oversight to protect their rights. He summarizes Connecticut eminent domain procedure and analyzes the General Assembly’s 2007 Kelo-inspired amendments. The Essay then explains the importance in Connecticut of conducting a separate state law analysis of property owner rights when challenging eminent domain, particularly with regard to the “necessity” of the taking.     OBJECTIVE: To quantify the effects of a thermostatic control system in social (public) housing on the prevalence of dangerous (>60°C) water temperatures and on fuel consumption. DESIGN: Pair-matched double-blind cluster randomised controlled trial. SETTING: Social housing in a deprived inner-London borough. PARTICIPANTS: 150 households recruited as clusters from 22 social housing estates. Four small estates were combined into two clusters (resulting in a total of 10 pairs of clusters). INTERVENTION: Social housing estate boiler houses were randomised to a thermostatic control sterilisation programme (heating water to 65°C during 00:00-06:00 h and to 50°C from 06:00 to 00:00 h daily) or to standard control (constant temperature 65°C). MAIN OUTCOME MEASURES: Water temperature over 60°C ('dangerous') after running taps for 1 min and daily fuel consumption (cubic feet of gas). RESULTS: 10 clusters (80 households) were allocated to the sterilisation programme and 10 clusters (70 households) to control, of which 73 and 67 households, respectively, were analysed. Prevalence of dangerous (>60°C) hot water temperatures at 1 min was significantly reduced with the sterilisation programme (mean of cluster prevalence 1% in sterilisation programme group vs 34% in control group; absolute difference 33%, 95% CI 12% to 54%; p=0.006). Prevalence of high (>55°C) hot water temperatures at 1 min was significantly reduced (31% sterilisation vs 59% control; absolute difference 28%, 95% CI 9% to 47%; p=0.009). Gas consumption per day reduced more in the control group than in the sterilisation programme group, although not statistically significantly (p=0.125). CONCLUSIONS: The thermostatic control with daily sterilisation was effective in capping hot water temperatures and therefore reduced scald risk. Although expected to save energy, fuel consumption was increased relative to the control group. Trial registration ClinicalTrials.gov ID: NCT00874692

    Identification of generic study areas for the disposal of low level radioactive waste : western North Atlantic Ocean

    There is a growing need to effectively dispose of the low level radioactive waste presently accumulating in the United States. It may be decided to "dump" radioactive contamination products onto the deep sea floor (within 200 miles of the U.S.) in accordance with present IAEA guidelines (see Appendix A) for ocean dumping of low level waste; in the event of such a decision suitable areas must be identified and carefully studied to determine the subsequent influence of the waste on the environment. Using the site suitability criteria mentioned above we have identified two areas of possible use for low level waste disposal, one north of Puerto Rico and one east of Cape Hatteras, as deserving further study. The following report describes the relevant physical and geological characteristics of these two areas that may be important in considering a dumping operation. We have also made some recommendations for confirmatory research. The Hatteras Abyssal Plain, lying close to the 200 mile limit, appears to be a viable region for the focus of future research efforts.Prepared for the Sandia Laboratories

    Cross-border trading in the stocks of multinational companies is the code word for the ability of all companies worldwide to be able to sell their securities in the markets of all countries. In a cross-border trading environment, the world\u27s investment resources would be freely available to companies in all countries and capital would be allocated in an optimal fashion. One of the primary barriers to cross-border trading is the requirement that the financial statements of the companies being traded in the securities markets of a particular country be compatible. With comparable financial statements, multinational companies would be able to access capital markets worldwide without being required to create different financial statements that conform to the accounting requirements of different countries. Investors would be better able to compare the financial statements of all companies and would have the tools to make better investment decisions. The world\u27s supply of capital would be allocated with more efficiency so that the cost of capital would decline
