    With 282,00 members in 1945, 683,000 in 1985, and 375,000 members in 1994, trade unions have been the single most significant mass institution in New Zealand society throughout the post-war era. They remain, therefore, the best organisations in a position to give voice to workers' industrial and political concerns at workplace and national levels. This chapter considers the continued relevance of trade unions and their strengths and limitations, both theoretically and in practice. The chapter starts with a theoretical discussion of the role of unions as organising institutions and of union officials as bargaining agents who are both part of the labour movement but also separate from the working class. The second section turns to the practice of New Zealand unionism since 1945. Particular attention is paid to the political strategies pursued by employers and union officials, culminating in an analysis of the industrial and political paralysis which has gripped the leadership of the Council of Trade Unions (CTU) since its foundation in 1987

    Medium-term performance and maintenance of SUDS:a case-study of Hopwood Park Motorway Service Area, UK

    One of the main barriers to implementing SUDS is concern about performance and maintenance costs since there are few well-documented case-studies. This paper summarizes studies conducted between 2000 and 2008 of the performance and maintenance of four SUDS management trains constructed in 1999 at the Hopwood Park Motorway Service Area, central England. Assessments were made of the wildlife value and sedimentation in the SUDS ponds, the hydraulic performance of the coach park management train, water quality in all management trains, and soil/sediment composition in the grass filter strip, interceptor and ponds. Maintenance procedures and costs were also reviewed. Results demonstrate the benefits of a management train approach over individual SUDS units for flow attenuation, water treatment, spillage containment and maintenance. Peak flows, pond sediment depth and contaminant concentrations in sediment and water decreased through the coach park management train. Of the 2007 annual landscape budget of £15,000 for the whole site, the maintenance costs for SUDS only accounted for £2,500 compared to £4,000 for conventional drainage structures. Furthermore, since sediment has been attenuated in the management trains, the cost of sediment removal after the recommended period of three years was only £554 and, if the design is not compromised, less frequent removal will be required in future

    "Building back better": seeking an equitable return to sport-for-development in the wake of COVID-19

    The COVID-19 pandemic affected sport programming by restricting in-person activities. Concurrently, global outcry for racial justice for Black and racialized communities promoted calls-to-action to assess equitable practices in sport, including Sport for Development (SfD). This study critically examined SfD ‘return to play’ programming to include perspectives from racialized persons’ lived experiences. We present findings based on data collected from MLSE Foundation’s Change the Game (CtG) research, which explored questions of sport inequity to ‘build back better’. Outcomes further SfD discourses challenging (potentially) harmful structures affecting participants, including under reported effects of racialization. The study used a mixed-method methodology with quantitative analysis of survey data, and thematic analysis of personal experience within an anti-racist, anti-oppressive, and decolonial conceptual framework

    Rigidity analysis of HIV-1 protease

    We present a rigidity analysis on a large number of X-ray crystal structures of the enzyme HIV-1 protease using the 'pebble game' algorithm of the software FIRST. We find that although the rigidity profile remains similar across a comprehensive set of high resolution structures, the profile changes significantly in the presence of an inhibitor. Our study shows that the action of the inhibitors is to restrict the flexibility of the beta-hairpin flaps which allow access to the active site. The results are discussed in the context of full molecular dynamics simulations as well as data from NMR experiments.Comment: 4 pages, 3 figures.     Evaluation of WRF-Chem simulated meteorology and aerosols over northern India during the severe pollution episode of 2016

    We use a state-of-the-art regional chemistry transport model (WRF-Chem v4.2.1) to simulate particulate air pollution over northern India during September–November 2016. This period includes a severe air pollution episode marked by exceedingly high levels of hourly PM2.5 (particulate matter having an aerodynamic diameter ≤ 2.5 µm) during 30 October to 7 November, particularly over the wider Indo-Gangetic Plain (IGP). We provide a comprehensive evaluation of simulated seasonal meteorology (nudged by ERA5 reanalysis products) and aerosol chemistry (PM2.5 and its black carbon (BC) component) using a range of ground-based, satellite and reanalysis products, with a focus on the November 2016 haze episode. We find the daily and diurnal features in simulated surface temperature show the best agreement followed by relative humidity, with the largest discrepancies being an overestimate of night-time wind speeds (up to 1.5 m s−1) confirmed by both ground and radiosonde observations. Upper-air meteorology comparisons with radiosonde observations show excellent model skill in reproducing the vertical temperature gradient (r&gt;0.9). We evaluate modelled PM2.5 at 20 observation sites across the IGP including eight in Delhi and compare simulated aerosol optical depth (AOD) with data from four AERONET sites. We also compare our model aerosol results with MERRA-2 reanalysis aerosol fields and MODIS satellite AOD. We find that the model captures many features of the observed aerosol distributions but tends to overestimate PM2.5 during September (by a factor of 2) due to too much dust, and underestimate peak PM2.5 during the severe episode. Delhi experiences some of the highest daily mean PM2.5 concentrations within the study region, with dominant components nitrate (∼25 %), dust (∼25 %), secondary organic aerosols (∼20 %) and ammonium (∼10 %). Modelled PM2.5 and BC spatially correlate well with MERRA-2 products across the whole domain. High AOD at 550nm across the IGP is also well predicted by the model relative to MODIS satellite (r≥0.8) and ground-based AERONET observations (r≥0.7), except during September. Overall, the model realistically captures the seasonal and spatial variations of meteorology and ambient pollution over northern India. However, the observed underestimations in pollutant concentrations likely come from a combination of underestimated emissions, too much night-time dispersion, and some missing or poorly represented aerosol chemistry processes. Nevertheless, we find the model is sufficiently accurate to be a useful tool for exploring the sources and processes that control PM2.5 levels during severe pollution episodes.</p

    Chemical climatology: a case study for ozone

    In 1872 Scottish chemist Robert Angus Smith established the basis of ‘chemical climatology’ explicitly designed to assess the human health impact of the ‘man-made climates’ in cities. Since then usage of chemical climatology has been sporadic. However with large volumes of atmospheric composition datasets available from campaign measurements, monitoring and modelling, as well as pollutant impact studies, an updated framework based on Angus Smith’s principles would be useful as a resource for both scientists and policy makers. Through analogy with the use of the term climate in other areas (e.g. meteorological or political) a modern chemical climatology framework is described, highlighting impact-focused principles. To derive the chemical climatology the impact of atmospheric composition is first identified (e.g. damage to human health) The impact is linked to the state of atmospheric composition in time and space (e.g. ozone concentrations in the UK 1990 -2010). Finally the drivers of the state are assessed (e.g. emissions, chemical background, chemical precursors, meteorology). Two chemical climates are presented: O3-human health and ozone-vegetation. The chemical climates are derived from measurements at the two UK European Monitoring and Evaluation Programme (EMEP) monitoring ‘supersites’: Auchencorth Moss and Harwell. The impacts of O3 on human health and on vegetation are assessed using the SOMO35 and AOT40 metrics respectively. Drivers of significant spatial variation in these impacts across the UK, and temporal changes at Harwell between 1990 and 2011 are discussed, as well as the relative importance of hemispheric, regional and local O3 chemical processing and its precursors. The individual site assessments are placed in regional context through the statistical evaluation of O3 variation across Europe. The chemical climatology framework allows integration of individual scientific studies focussing on specific processes within the impact-state and driver space into a synthesised and more general understanding. This approach provides opportunities for developing understanding of multiple impacts are considered for each chemical component allow identification of common drivers of impacts, and potentially holistically considered mitigation strategies

    The effects of arthritis gloves on hand pain in people with rheumatoid or inflammatory arthritis : a randomised controlled trial (A-GLOVES TRIAL)

    Background: Arthritis (compression) gloves are commonly provided to people with rheumatoid arthritis (RA) and undifferentiated inflammatory arthritis (IA) in the UK health service. These apply pressure and warmth to relieve hand pain, stiffness and improve hand function. A systematic review identified little evidence to support their use.[1] Objectives: This randomised controlled trial tested effectiveness and cost-effectiveness of mid-finger length compression (intervention) gloves (20% Lycra: commonest glove model provided) with control gloves (i.e. oedema gloves: 11% Lycra: fitted at least one size too big) in people with RA and IA. Methods: Both gloves, which had similar thermal qualities although the control gloves did not provide compression, were provided by rheumatology occupational therapists, following training.[2] Participants were also given brief advice on hand exercise and joint protection. Adults with RA/IA and persistent hand pain were randomised 1:1 to the two glove types, stratified by disease modifying anti-rheumatic drug (DMARD) change in previous 12 weeks. The primary outcome was dominant hand pain on activity Visual Analogue Scale (VAS:0–10); other outcomes included night hand pain, hand stiffness (both 0–10 VAS); Measure of Activity Performance Hand (MAP-HAND: 0–3). Multiple linear regression was undertaken to estimate the effect of group allocation on hand pain during activity, adjusting for the stratification variable and baseline values. Cost-effectiveness used individual patient level costs (intervention plus healthcare utilisation) and health benefit data (EQ-5D) to calculate costs and QALYs. Results: 206 participants were randomised (103 to each glove type): median age 59 years [IQR 51,67]; women:166 (81%); mean disease duration: 8.2 (SD 9.5) years; employed:76 (37%); right hand dominant:185 (90%). Of these, 163 (79%) completed 12 week follow-up questionnaires. Both groups reported similar adherence to glove wear (mean 5.2 days/week). At 12 w, hand pain scores in both groups similarly improved: the between-groups mean difference of 0.1 was not statistically significant (95% CI: −0.47 to 0.67; p=0.72). There were no significant differences between groups on any measures, with both groups improving similarly between baseline and 12 w. 73% in both groups considered gloves beneficial. Intervention gloves had higher costs (£552 (SD £464); control £391 (SD £543) but comparable benefits to control gloves. Intervention gloves would cost £83 700 to gain one QALY and were not likely to be cost-effective. Conclusions: Compression (intervention) and loose-fitting arthritis (control) gloves had similar effects on hand pain, stiffness and function. Therefore, compression is not the ‘active ingredient’ in arthritis gloves. Loose fitting gloves providing warmth were perceived as equally effective by participants.     Global sensitivities of reactive N and S gas and particle concentrations and deposition to precursor emissions reductions

    The reduction of fine particles (PM2.5) and reactive N (Nr) and S (Sr) species is a key objective for air pollution control policies because of their major adverse effects on human health, ecosystem diversity, and climate. The sensitivity of global and regional Nr, Sr, and PM2.5 to 20 % and 40 % individual and collective reductions in anthropogenic emissions of NH3, NOx, and SOx (with respect to a 2015 baseline) is investigated using the EMEP MSC-W atmospheric chemistry transport model with WRF meteorology. Regional comparisons reveal that the individual emissions reduction has multiple co-benefits and small disbenefits on different species, and those effects are highly geographically variable. Reductions in NH3 emissions are effective at decreasing NH3 concentrations and deposition but much less so for NH4+. A 40 % NH3 emissions reduction decreases regional average NH3 concentrations by 47&ndash;49 %, while sensitivities of NH4+ concentrations decrease in the order Euro_Medi (Europe and Mediterranean, 18 %), East Asia (15 %), North America (12 %), and South Asia (4 %), reflecting the increasing regional ammonia-richness. A disbenefit is the increased SO2 concentrations in these regions (10&ndash;16 % for 40 % NH3 emissions reductions) because reduced NH3 levels decrease SO2 deposition by altering atmospheric acidity. The 40 % NOx emissions reductions decrease NOx concentrations in East Asia by 45 %, Euro_Medi and North America by ~38 %, and South Asia by 22 %, whilst decreases in fine NO3- are regionally reversed, which is related to enhanced O3 levels in East Asia (and also, but by less, in Euro_Medi), and decreased O3 levels in South Asia (and also, but by less, in North America). Consequently, the oxidation of NOx to NO3- and of SO2 to SO42- is enhanced in East Asia but decreased in South Asia, which in East Asia causes a more effective decrease in NOx and SO2 but a less effective decrease in NO3- and even an increase in SO42-; in South Asia it causes a less effective decrease in NOx and an increase in SO2 but a more effective decrease in NO3- and SO42-. For regional policy making, it is thus important to reduce NH3, NOx and SOx emissions together and/or go for stronger reductions to minimise such adverse effects in East Asia and Euro_Medi. Reductions in SOx emissions are slightly more effective for SO2 than SO42-. A disbenefit is that SOx emissions reductions increase NH3 total deposition and ecosystem eutrophication (~12 % increase for 40 % emissions reduction). PM2.5 mitigation in South Asia is most sensitive to 40 % SOx reduction (3.10 &mu;g m-3, 10 %) and least sensitive to NH3 reduction (0.29 &mu;g m-3, 1 %), which is because South Asia is so ammonia-rich that reducing NH3 has little impact. The most effective measure for North America is reducing NOx emissions with an 8 % (0.63 &mu;g m-3) decrease in PM2.5 in response to a 40 % reduction. In Euro_Medi, the sensitivities of PM2.5 to 40 % individual emissions reductions range 5&ndash;8 % (0.55&ndash;0.82 &mu;g m-3). In the UK and Scandinavia PM2.5 is more sensitive to NH3, in central Europe it is more sensitive to NOx, while in the Mediterranean it is more sensitive to SOx. In East Asia, reductions in SOx, NOx and NH3 emissions are almost equally effective with PM2.5 sensitivities to 40 % reductions of 7&ndash;8 % (1.89&ndash;2.33 &mu;g m-3). Due to the varying contributions of SIA, PM2.5 sensitivities to 40 % collective reductions in all 3 precursors decrease in the order East Asia (20 %), Euro_Medi and North America (17 %), South Asia (13 %). The geographically-varying non-linear chemical responses of Nr, Sr, and PM2.5 to emissions reductions revealed by this work show the importance of both prioritising emissions strategies in different regions and combining several precursor reductions together to maximise the policy effectiveness.</p
