Flaw growth behavior in thick welded plates of 2219-T87 aluminum at room and cryogenic temperatures
Axial load fatigue and fracture tests were conducted on thick welded plates of 2219-T87 aluminum alloy to determine the tensile strength properties and the flaw growth behavior in electron beam, gas metal arc, and pulse current gas tungsten arc welds for plates 6.35 centimeters (2.5 in.) thick. The tests were conducted in room temperature air and in liquid nitrogen environments. Specimens were tested in both the as-welded and the aged after welding conditions. The experimental crack growth rate were correlated with theoretical crack growth rate predictions for semielliptical surface flaws

X-ray total mass estimate for the nearby relaxed cluster A3571
We constrain the total mass distribution in the cluster A3571, combining
spatially resolved ASCA temperature data with ROSAT imaging data with the
assumption that the cluster is in hydrostatic equilibrium. The total mass
within r_500 (1.7/h_50 Mpc) is M_500 = 7.8[+1.4,-2.2] 10^14/ h_50 Msun at 90%
confidence, 1.1 times smaller than the isothermal estimate. The Navarro, Frenk
& White ``universal profile'' is a good description of the dark matter density
distribution in A3571. The gas density profile is shallower than the dark
matter profile, scaling as r^{-2.1} at large radii, leading to a monotonically
increasing gas mass fraction with radius. Within r_500 the gas mass fraction
reaches a value of f_gas = 0.19[+0.06,-0.03] h_50^{-3/2} (90% confidence
errors). Assuming that this value of f_gas is a lower limit for the the
universal value of the baryon fraction, we estimate the 90% confidence upper
limit of the cosmological matter density to be Omega_m < 0.4.Comment: 10 pages, 4 figures, accepted by Ap
Direct constraints on the dark matter self-interaction cross-section from the merging galaxy cluster 1E0657-56
We compare new maps of the hot gas, dark matter, and galaxies for 1E0657-56,
a cluster with a rare, high-velocity merger occurring nearly in the plane of
the sky. The X-ray observations reveal a bullet-like gas subcluster just
exiting the collision site. A prominent bow shock gives an estimate of the
subcluster velocity, 4500 km/s, which lies mostly in the plane of the sky. The
optical image shows that the gas lags behind the subcluster galaxies. The
weak-lensing mass map reveals a dark matter clump lying ahead of the
collisional gas bullet, but coincident with the effectively collisionless
galaxies. From these observations, one can directly estimate the cross-section
of the dark matter self-interaction. That the dark matter is not fluid-like is
seen directly in the X-ray -- lensing mass overlay; more quantitative limits
can be derived from three simple independent arguments. The most sensitive
constraint, sigma/m<1 cm^2/g, comes from the consistency of the subcluster
mass-to-light ratio with the main cluster (and universal) value, which rules
out a significant mass loss due to dark matter particle collisions. This limit
excludes most of the 0.5-5 cm^2/g interval proposed to explain the flat mass
profiles in galaxies. Our result is only an order-of-magnitude estimate which
involves a number of simplifying, but always conservative, assumptions;
stronger constraints may be derived using hydrodynamic simulations of this

The cluster M-T relation from temperature profiles observed with ASCA and ROSAT
We calibrate the galaxy cluster mass - temperature relation using the
temperature profiles of intracluster gas observed with ASCA (for hot clusters)
and ROSAT (for cool groups). Our sample consists of apparently relaxed clusters
for which the total masses are derived assuming hydrostatic equilibrium. The
sample provides data on cluster X-ray emission-weighted cooling flow-corrected
temperatures and total masses up to r_1000. The resulting M-T scaling in the
1-10 keV temperature range is M_1000 = (1.23 +- 0.20)/h_50 10^15 Msun (T/10
keV)^{1.79 +- 0.14} with 90% confidence errors, or significantly (99.99%
confidence) steeper than the self-similar relation M propto T^{3/2}. For any
given temperature, our measured mass values are significantly smaller compared
to the simulation results of Evrard et al. (1996) that are frequently used for
mass-temperature scaling. The higher-temperature subsample (kT > 4 keV) is
consistent with M propto T^{3/2}, allowing the possibility that the
self-similar scaling breaks down at low temperatures, perhaps due to heating by
supernovae that is more important for low-temperature groups and galaxies as

Could international compulsory licensing reconcile tiered pricing of pharmaceuticals with the right to health?
BACKGROUND: The heads of the Global Fund and the GAVI Alliance have recently promoted the idea of an international tiered pricing framework for medicines, despite objections from civil society groups who fear that this would reduce the leeway for compulsory licenses and generic competition. This paper explores the extent to which an international tiered pricing framework and the present leeway for compulsory licensing can be reconciled, using the perspective of the right to health as defined in international human rights law. DISCUSSION: We explore the practical feasibility of an international tiered pricing and compulsory licensing framework governed by the World Health Organization. We use two simple benchmarks to compare the relative affordability of medicines for governments - average income and burden of disease - to illustrate how voluntary tiered pricing practice fails to make medicines affordable enough for low and middle income countries (if compared with the financial burden of the same medicines for high income countries), and when and where international compulsory licenses should be issued in order to allow governments to comply with their obligations to realize the right to health. An international tiered pricing and compulsory licensing framework based on average income and burden of disease could ease the tension between governments' human rights obligation to provide medicines and governments' trade obligation to comply with the Agreement on Trade-Related Aspects of Intellectual Property Rights

Complex diffuse radio emission in the merging PLANCK ESZ cluster Abell 3411
We present VLA radio and Chandra X-ray observations of the merging galaxy
cluster Abell 3411. For the cluster, we find an overall temperature of 6.4 keV
and an X-ray luminosity of 2.8 x 10^{44} erg s^{-1} between 0.5 and 2.0 keV.
The Chandra observation reveals the cluster to be undergoing a merger event.
The VLA observations show the presence of large-scale diffuse emission in the
central region of the cluster, which we classify as a 0.9 Mpc size radio halo.
In addition, a complex region of diffuse, polarized emission is found in the
southeastern outskirts of the cluster, along the projected merger axis of the
system. We classify this region of diffuse emission as a radio relic. The total
extent of this radio relic is 1.9 Mpc. For the combined emission in the cluster
region, we find a radio spectral index of -1.0 \pm 0.1 between 74 MHz and 1.4
GHz. The morphology of the radio relic is peculiar, as the relic is broken up
into five fragments. This suggests that the shock responsible for the relic has
been broken up due to interaction with a large-scale galaxy filament connected
to the cluster or other substructures in the ICM. Alternatively, the complex
morphology reflects the presence of electrons in fossil radio bubbles that are
