Optimisation model for industrial complex competitiveness: A path to sustainable innovation process

Business entities of all forms and origin face the necessity to foster new management approaches in order to promote its excellence. Sustainability is a key issue for organisations nowadays as they increasingly acknowledge that their practices have social and/or environmental consequences. Multi-stakeholder systems such as industrial complexes/clusters seek to raise competitiveness by integrating new innovative business models and appropriate responsibility in various fields of operations. These managerial technologies require a novel outlook at the optimisation model of the numerous competitive forces and its evaluation. In light of this, it is imperative that new methodologies and frameworks to facilitate the understanding of sustainability concepts in the business environment are to be developed as innovation approach. The framework suggested in the paper helps to outline guidelines on evaluating the nature and process of innovative and sustainable competitive strategy considering many indicators influencing industrial complexes and its environment. Sme`s perception of social responsibility in the Sverdlovsk region

The stability and quality of life largely depend on the competent sustainable co-development system that unites government, business and society. Nowadays the society calls for not only advanced economic results, but also for significant advances in social values. Awareness of the importance of business in the social sphere is mostly described by the concept of corporate social responsibility. Nowadays large companies both in Russia and abroad are actively implementing the principles of social responsibility. However, corporate responsibility in small-sized enterprises is still a highly controversial issue. The relevance of the research topic is determined by the need to find a balance between the growing public interest and social, environmental and economic opportunities that small businesses can provide to their employees, customers, suppliers, and other stakeholders. The absence of sufficient research of socially responsible enterprises in Russia makes the study of current interest, especially amid the crisis. The article presents the results of a study evaluating the perception of social responsibility by stakeholders. In the study, management relations in the sphere of social responsibility of small businesses are reviewed and formalized. The authors attempted to develop a general model of perception and effectiveness of the social responsibility of small business in Sverdlovsk region. The findings are based on a survey of students, as future relevant stakeholders, and on in-depth interviews conducted with representatives of small-sized businesses. The implications of the study for management are based on the terms of implementation of social responsibility principles by small businesses. More specifically, this research offers concrete recommendations for business leaders and managers.Стабильность и качество жизни во многом зависит от грамотной системы устойчивого соразвития власти, бизнеса и гражданского общества. На современном этапе общество ожидает от организаций не столько высоких экономических результатов, но также существенных достижений в решении социальных задач общества. Осознание зрелости бизнеса в социальной сфере традиционно описывается понятием корпоративной социальной ответственности. Современные крупные компании как зарубежные, так и российские активно внедряют в бизнес-процессы принципы корпоративной социальной ответственности: активно участвуют в социальной жизни общества, внешних и внутренних стейкхолдеров, занимаются экологическими проблемами. Однако до сих пор малоизученным вопросом остается практика применения социальной ответственности в малом бизнесе. Значимость такого направления исследования определена необходимостью поиска баланса между растущими интересами общества и теми социальными, экологическими и экономическими возможностями, которые могут дать предприятия малого бизнеса работникам, клиентам, поставщикам и другим заинтересованным сторонам. Недостаточная изученность мотивов социальной ответственности малого бизнеса в России предопределяет высокую актуальность исследования, особенно в период кризиса. В статье представлены результаты исследования оценки восприятия социальной ответственности выборкой наиболее значимых заинтересованных сторон. В рамках исследования изучены и формализованы управленческие отношения в сфере социальной ответственности малого бизнеса. Авторами предпринята попытка формализовать взаимосвязь и разработать обобщенную модель восприятия и результативности социальной ответственности малого бизнеса Свердловской области, выявляя ключевые индикаторы результативности. Результаты основаны на анкетировании выборки студентов крупнейших вузов города Екатеринбурга как будущих значимых стейкхолдеров, а также на основании глубинных интервью, проведенных с представителями малого бизнеса Свердловской области. Практическая значимость результатов исследования заключается в формализации подходов к условиям реализации принципов социальной ответственности субъектами малого бизнеса. В частности, с управленческой точки зрения настоящее исследование предлагает конкретные рекомендации для руководителей бизнеса

Potencial parlamentario para garantizar la seguridad del Estado: experiencia constitucional de los países de la era postsoviética

The article presents the author’s analysis of the constitutional acts of the countries of the post-Soviet space in order to consolidate in them the catalog of powers of parliaments in the field of state security. The study revealed two constitutional approaches reflecting the catalog of powers of parliaments in ensuring the security of the state: the parliament acts as a body with the prerogative of introducing exclusive regimes in the state, declaring war and concluding peace; the parliament acts as a body that legalizes decrees of the head of state or government on security issues.El artículo presenta el análisis del autor de los actos constitucionales de los países del espacio postsoviético para consolidar en ellos el catálogo de poderes de los parlamentos en el campo de la seguridad del estado. El estudio reveló dos enfoques constitucionales que reflejan el catálogo de poderes de los parlamentos para garantizar la seguridad del estado: el actúa como un órgano con la prerrogativa de introducir regímenes exclusivos en el estado, declarar la guerra y concluir la paz; el parlamento actúa como un organismo que legaliza los decretos del jefe de estado o gobierno sobre cuestiones de seguridad

The role of universities in the Smart City innovation: Multistakeholder integration and engagement perspectives

During the past decades cities may have finally shaped the demand for “smart” and sustainable innovations calling for deep stakeholders' integration and engagement within Smart City Projects (SCPs). In this context, Universities are often involved with different tasks, but their stakeholder engagement and integrator role is still unclear. This paper aims to fulfill this gap on the role of Universities in SCPs utilising bottom-up collected quantitative and qualitative data. We found positive trend in University integrator role applying a mixed two-step methodology based on online survey of University students and interviews with decision-making stakeholders involved in SCPs (business, state, entrepreneurs and academia) in Italy and Russia. Our findings suggest significant new insights useful to reapply the mediating role of Universities and to highlight some newly arising opportunities in stakeholder engagement. At the same time, we propose related practical implications in the field of entrepreneurship and innovation defining further directions under the lens of multistakeholder management. © 2018 Elsevier Inc
