    Studying Ethnic Disparities in Sentencing: The Importance of Refining Ethnic Minority Measures

    Ethnic and racial disparities in sentencing receive considerable scholarly inquiry. Much of this research, though, is limited to black/white or black/white/Hispanic comparisons in the United States. This study examines ethnic disparities in more detail by comparing imprisonment decisions for several understudied (specific) ethnic minority groups, such as Surinamese and Moroccan suspects. Moreover, this study addresses the fundamental issue about how distinct immigrant generations are sanctioned and whether this is a marker of stratification. This broadens our insight in the role of ethnicity as a sentencing factor, since the distinct ethnic groups and immigrant generations differ in their level of economic and social integration in the Dutch society. Three different datasets are analyzed to assess ethnic disparities in sentencing in the Netherlands, allowing us to take other sentencing factors, such as criminal history, offense characteristics, and personal circumstances, into account. These three data sources include data on different suspect populations because they are collected at different stages of the criminal proceedings. Results suggest that there are first-generation and second-generation ethnic disparities in imprisonment decisions in all datasets, even after controlling in detail for other sentencing factors.Criminal Justice: Legitimacy, accountability, and effectivit

    Exodus is an organization aimed at assisting prisoners at their transition to society. In the Exodus halfway houses participants receive help in finding a house and a job, in improving relationships with family and friends and in giving meaning to life. This study uses a quasi-experimental design to investigate whether participating in the Exodus program reduces reoffending: the observed reoffending rate is compared to the reoffending rate that was predicted based on characteristics of the participants. The findings show that two years after leaving Exodus, 46.5% of the participants reoffended. This is 4.1 percent point less than the total population of former prisoners and 4.6 percent point less than the predicted reoffending rate.Criminal Justice: Legitimacy, accountability, and effectivit

    Expert Elicitation on Wind Farm Control

    Wind farm control is an active and growing field of research in which the control actions of individual turbines in a farm are coordinated, accounting for inter-turbine aerodynamic interaction, to improve the overall performance of the wind farm and to reduce costs. The primary objectives of wind farm control include increasing power production, reducing turbine loads, and providing electricity grid support services. Additional objectives include improving reliability or reducing external impacts to the environment and communities. In 2019, a European research project (FarmConners) was started with the main goal of providing an overview of the state-of-the-art in wind farm control, identifying consensus of research findings, data sets, and best practices, providing a summary of the main research challenges, and establishing a roadmap on how to address these challenges. Complementary to the FarmConners project, an IEA Wind Topical Expert Meeting (TEM) and two rounds of surveys among experts were performed. From these events we can clearly identify an interest in more public validation campaigns. Additionally, a deeper understanding of the mechanical loads and the uncertainties concerning the effectiveness of wind farm control are considered two major research gaps

    Course and prognosis of recovery for chronic non-specific low back pain: design, therapy program and baseline data of a prospective cohort study

    Background: There has been increasing focus on factors predicting the development of chronic musculoskeletal disorders. For patients already experiencing chronic non-specific low back pain it is also relevant to investigate which prognostic factors predict recovery. We present the design of a cohort study that aims to determine the course and prognostic factors for recovery in patients with chronic non-specific low back pain. Methods/Design. All participating patients were recruited (Jan 2003-Dec 2008) from the same rehabilitation centre and were evaluated by means of (postal) questionnaires and physical examinations at baseline, during the 2-month therapy program, and at 5 and 12 months after start of therapy. The therapy protocol at the rehabilitation centre used a bio-psychosocial approach to stimulate patients to adopt adequate (movement) behaviour aimed at physical and functional recovery. The program is part of regular care and consists of 16 sessions of 3 hours each, over an 8-week period (in total 48 hours), followed by a 3-month self-management program. The primary outcomes are low back pain intensity, disability, quality of life, patient's global perceived effect of recovery, and participation in work. Baseline characteristics include information on socio-demographics, low back pain, employment status, and additional clinical items status such as fatigue, duration of activities, and fear of kinesiophobia. Prognostic variables are determined for recovery at short-term (5 months) and long-term (12 months) follow-up after start of therapy. Discussion. In a routine clinical setting it is important to provide patients suffering from chronic non-specific low back pain with adequate information about the prognosis of their complaint

    Long-term research challenges in wind energy – a research agenda by the European Academy of Wind Energy

    The European Academy of Wind Energy (eawe), representing universities and institutes with a significant wind energy programme in 14 countries, has discussed the long-term research challenges in wind energy. In contrast to research agendas addressing short- to medium-term research activities, this eawe document takes a longer-term perspective, addressing the scientific knowledge base that is required to develop wind energy beyond the applications of today and tomorrow. In other words, this long-term research agenda is driven by problems and curiosity, addressing basic research and fundamental knowledge in 11 research areas, ranging from physics and design to environmental and societal aspects. Because of the very nature of this initiative, this document does not intend to be permanent or complete. It shows the vision of the experts of the eawe, but other views may be possible. We sincerely hope that it will spur an even more intensive discussion worldwide within the wind energy community

    Changes in the flexion-relaxation response induced by hip extensor and erector spinae muscle fatigue

    <p>Abstract</p> <p>Background</p> <p>The flexion-relaxation phenomenon (FRP) is defined by reduced lumbar erector spinae (ES) muscle myoelectric activity during full trunk flexion. The objectives of this study were to quantify the effect of hip and back extensor muscle fatigue on FRP parameters and lumbopelvic kinematics.</p> <p>Methods</p> <p>Twenty-seven healthy adults performed flexion-extension tasks under 4 different experimental conditions: no fatigue/no load, no fatigue/load, fatigue/no load, and fatigue/load. Total flexion angle corresponding to the onset and cessation of myoelectric silence, hip flexion angle, lumbar flexion angle and maximal trunk flexion angle were compared across different experimental conditions by 2 × 2 (Load × Fatigue) repeated-measures ANOVA.</p> <p>Results</p> <p>The angle corresponding to the ES onset of myoelectric silence was reduced after the fatigue task, and loading the spine decreased the lumbar contribution to motion compared to the hip during both flexion and extension. A relative increment of lumbar spine motion compared to pelvic motion was also observed in fatigue conditions.</p> <p>Conclusions</p> <p>Previous results suggested that ES muscles, in a state of fatigue, are unable to provide sufficient segmental stabilization. The present findings indicate that, changes in lumbar-stabilizing mechanisms in the presence of muscle fatigue seem to be caused by modulation of lumbopelvic kinematics.</p

    Major bleeding during negative pressure wound/V.A.C.® - therapy for postsurgical deep sternal wound infection - a critical appraisal

    Negative-pressure wound therapy, commercially known as vacuum-assisted closure (V.A.C.®) therapy, has become one of the most popular (and efficacious) interim (prior to flap reconstruction) or definite methods of managing deep sternal wound infection. Complications such as profuse bleeding, which may occur during negative-pressure therapy but not necessarily due to it, are often attributed to a single factor and reported as such. However, despite the wealth of clinical experience internationally available, information regarding certain simple considerations is still lacking. Garnering information on all the factors that could possibly influence the outcome has become more difficult due to a (fortunate) decrease in the incidence of deep sternal wound infection. If more insight is to be gained from fewer clinical cases, then various potentially confounding factors should be fully disclosed before complications can be attributed to the technique itself or improvements to negative-pressure wound therapy for deep sternal wound infection can be accepted as evidence-based and the guidelines for its use adapted. The authors propose the adoption of a simple checklist in such cases

    Altered muscular activation during prone hip extension in women with and without low back pain

    <p>Abstract</p> <p>Background</p> <p>Altered movement pattern has been associated with the development of low back pain (LBP). The purpose of this study was to investigate the activity pattern of the ipsilateral erector spinae (IES) and contralateral erectorspinae (CES), gluteus maximus (GM) and hamstring (HAM) muscles during prone hip extension (PHE) test in women with and without LBP. A cross-sectional non-experimental design was used.</p> <p>Methods</p> <p>Convenience sample of 20 female participated in the study. Subjects were categorized into two groups: with LBP (n = 10) and without LBP (n = 10). The electromyography (EMG) signal amplitude of the tested muscles during PHE (normalized to maximum voluntary electrical activity (MVE)) was measured in the dominant lower extremity in all subjects.</p> <p>Results</p> <p>Statistical analysis revealed greater normalized EMG signal amplitude in women with LBP compared to non-LBP women. There was significant difference in EMG activity of the IES (P = 0.03) and CES (P = 0.03) between two groups. However, no significant difference was found in EMG signals of the GM (P = 0.11) and HAM (P = 0.14) among two groups.</p> <p>Conclusion</p> <p>The findings of this study demonstrated altered activation pattern of the lumbo-pelvic muscles during PHE in the women with chronic LBP. This information is important for investigators using PHE as either an evaluation tool or a rehabilitation exercise.</p
