    Performance of the LHCb High Level Trigger in 2012

    The trigger system of the LHCb experiment is discussed in this paper and its performance is evaluated on a dataset recorded during the 2012 run of the LHC. The main purpose of the LHCb trigger system is to separate heavy flavour signals from the light quark background.     Broadcasting Convolutional Network for Visual Relational Reasoning

    In this paper, we propose the Broadcasting Convolutional Network (BCN) that extracts key object features from the global field of an entire input image and recognizes their relationship with local features. BCN is a simple network module that collects effective spatial features, embeds location information and broadcasts them to the entire feature maps. We further introduce the Multi-Relational Network (multiRN) that improves the existing Relation Network (RN) by utilizing the BCN module. In pixel-based relation reasoning problems, with the help of BCN, multiRN extends the concept of `pairwise relations' in conventional RNs to `multiwise relations' by relating each object with multiple objects at once. This yields in O(n) complexity for n objects, which is a vast computational gain from RNs that take O(n^2). Through experiments, multiRN has achieved a state-of-the-art performance on CLEVR dataset, which proves the usability of BCN on relation reasoning problems.Comment: Accepted paper at ECCV 2018. 24 page

    TARGET POSE ESTIMATION VIA DEEP LEARNING FOR MILITARY SYSTEMS

    Target pose estimation and aimpoint selection is crucial in direct energy weapon systems, as it allows the system to point to a specific and strategic area of the target. However, it is a challenging task because a dedicated attitude sensor is required. Motivated by new emerging deep learning capabilities, the present work proposes a deep learning model to estimate a target spacecraft attitude in terms of Euler angles. Data for the deep learning model were experimentally generated from 3D UAV models, incorporating effects such as atmospheric backgrounds and turbulence. The targets pose was derived from the training, validation, and prediction of 2D keypoints. With a keypoint detection model it is possible to detect interest points in an image, which allows us to estimate pose, angles, and dimensions of the target in question. Utilizing a weak-perspective direct linear transformation algorithm, the pose of a 3D object with respect to a camera from 3D to 2D correspondences could be determined. Additionally, from this correspondence, an aimpoint, mimicking laser tracking could be determined on the target. This work evaluates these methods and their accuracy against experimentally generated data with simulated real-world environments.Outstanding ThesisEnsign, United States NavyApproved for public release.     Collective institutional entrepreneurship and contestations in wind energy in India

    With 19550 MW installed in 2013, India is considered a success story in terms of net installed capacity of wind power. Few existing studies on wind energy in India have highlighted the important role of institutions, and most lack a detailed account of how influential institutions came about through the work of advocacy groups, or tend to focus on short time periods. This paper uses the notion of collective institutional entrepreneurship to analyse institutionalisation of wind energy in India across three time periods (1985–1995, 1995-2003, and 2003-2013). The analysis shows that wind power development in India was driven by efforts of collective institutional entrepreneurs using two aggregated strategies, i.e. (1) creation of supportive techno-economic and socio-political networks; (2) creation of an indigenous innovation infrastructure. The paper highlights setbacks, controversies, contestations and tensions between various actor groups in collective institutional entrepreneurship and argues that actions must be taken for inclusion of actors who have been marginalized in the process

    Does Tax Policy Affect Executive Compensation? Evidence from Postwar Tax Reforms

    http://www.sciencedirect.com/science/journal/aip/00472727The trends in executive pay and labor income tax rates since the 1940s suggest a high elasticity of taxable income with respect to tax policy. By contrast, the level and structure of executive compensation have been largely unresponsive to tax incentives since the 1980s. However, the relative tax advantage of different forms of pay was small during this period. Using a sample of top executives in large firms from 1946 to 2005, we also find a small short run response of salaries, qualified stock options, and bonuses paid after retirement to changes in tax rates on labor income--even though tax rates were significantly higher and more heterogeneous across individuals in the first several decades following WWII. We explore several potential explanations for the conflicting impressions given by the long-run and short-run correlations between taxes and pay, including changes in social norms and concerns about pay equality

    In the last few years the Pichia pastoris expression system has been gaining more and more interest for the expression of recombinant proteins. Many groups have employed fermentation technology in their investigations because the system is fairly easy to scale up and suitable for the production in the milligram to gram range. A large number of heterologous proteins from different sources has been expressed, but the fermentation process technology has been investigated to a lesser extent. A large number of fermentations are carried out in standard bioreactors that may be insufficiently equipped to meet the demands of high-cell-density fermentations of methylotrophic yeasts. In particular, the lack of on-line methanol analysis leads to fermentation protocols that may impair the optimal expression of the desired products. We have used a commercially available methanol sensor to investigate in detail the effects of supplementary glycerol feeding while maintaining a constant methanol concentration during the induction of a Mut+ strain of Pichia pastoris. Specific glycerol feed rates in the range of 38-4.2 mg × g(exp -1) × h(exp -1) (mg glycerol per gram fresh weight per hour) were investigated. Expression of the recombinant scFv antibody fragment was only observed at specific feed rates below 6 mg × g(exp -1) × h(exp -1). At low specific feed rates, growth was even lower than with methanol as the sole carbon source and the harvest expression level of the scFv was only half of that found in the control fermentation. These results show that glycerol inhibits expression driven by the AOX1 promoter even at extremely limited availability and demonstrate the benefits of on-line methanol control in Pichia fermentation research

    Implementation of the partograph in India's JSY cash transfer programme for facility births: a mixed methods study in Madhya Pradesh province

    Objectives To study implementation of partograph use to monitor labour in facilities providing the JSY (Janani Suraksha Yojana) cash transfer programme for facility births in India by determining (1) adherence to partograph use, (2) staff abilities at partograph use and (3) staff responsiveness to the policy on partograph use. Design A mixed methods study using Carroll's framework for implementation fidelity. Methods include (1) obstetric case record review, (2) a vignette-based survey among nurse midwives and (3) interviews with staff. Setting Routine use of the partograph is recommended to monitor progress of labour in most low-and middle-income countries (LMICs), including India, although currently available evidence in this regard is insufficient. This study was conducted in the context of the highly successful JSY programme in three districts of Madhya Pradesh province. Participants 73 different level JSY programme facilities participated in the record review, 233 nurse midwives at these facilities participated in the vignette survey and a total of 11 doctors and midwives participated in the interviews. Results The partograph was used in 6% of the 1466 records reviewed. The staff obtained a median score of 1.08 (maximum of 10) at competence in plotting a partograph. Three themes emerged from the qualitative data: (1) partographs are used rarely and retrospectively; (2) training does not support correct use of the partograph; and (3) partographs can be useful but are not feasible. Conclusions Implementation fidelity of partograph use in the JSY programme is low. Successful implementation of the partograph can result in improved quality of care in the JSY programme only if potential moderators to its adherence, such as training, supervision, staff ‘buy in’ and practice environment are addressed so that staff find a conducive practice environment in which to use the partograph and women find it beneficial to present early in labour
