âAlbania: âŹ1â or the story of âbig policies, small outcomesâ: how Albania constructs and engages its diaspora
Since the fall of the communist regime in the early 1990s, Albania has experienced one of the most significant emigrations in the world as a share of its population. By 2010 almost half of its resident population was estimated to be living abroad â primarily in neighbouring Greece and Italy, but also in the UK and North America. This chapter discusses the emergence and establishment of the Albanian diaspora, its temporal and geographical diversity, and not least its involvement with Albania itself. Albaniaâs policymaking and key institutions are considered, with a focus on matters of citizenship; voting rights; the debate on migration and development; and not least the complex ways in which kin-state minority policies â related to ethnic Albanians living in Kosovo, Montenegro, southern Serbia, Macedonia and Greece â are interwoven with Albaniaâs emigration policies

Electrical resistance and mechanical strength of LHC busbar cable splices as a function of intercable contact length
The electrical resistance of LHC main busbar cable splices without busbar Cu stabiliser at 4.3 K has been measured as a function of intercable overlap length with two independent methods. Splice resistances of 3 n⊠and 10 n⊠correspond to a cable overlap length of approximately 14 mm and 3 mm, respectively. The tensile strength at 4.3 K of these splices exceeds 2 kN (10 nâŠ) and 3 kN (3 nâŠ). The comparison of direct resistance measurement results (FRESCA and LHC) with resistance values calculated from the current decay constant of test loops show that over the resistance range 0.3-10 nâŠ, the inductance of the test loops is about 310 nH, about 1.9 times the value that has been assumed so far

Final development and test preparation of the first 3.7 m long Nb3Sn quadrupole by LARP
The test of the first LARP (LHC Accelerator Research Program) Long Quadrupole is a significant milestone toward the development of Nb3Sn quadrupoles for LHC (Large Hadron Collider) Luminosity Upgrades. These 3.7-m long magnets, scaled from the 1-m long Technological Quadrupoles, are used to develop our capabilities to fabricate and assemble Nb3Sn coils and structures with lengths comparable to accelerator magnet dimensions. The long quadruples have a target gradient of 200 T/m in a 90-mm aperture. Pre-stress and support are provided by an Al-shell-based structure pre-loaded using bladders and keys. The coils were fabricated at BNL and FNAL, the hell-based structure was designed and assembled at LBNL, the test is performed at FNAL. In this paper we present the final steps of the development of the first model (LQS01), several upgrades to the test facility, the test results of witness cables, and the short sample limit © 2006 IEEE
