Assessment-Sales Ratio (ASR), which is the ratio between NJOP (assessment) of the Market Value, will be used to analyze the performance of NJOP determination, and to test the level of assessment and the level of equity. Assessment performance can be expressed as good performance if it meets the following criteria:a. the level of assessment is approaching 100% of the market value, not over-assessment nor under-assessment.b. the variability of Coefficient of Dispersion (COD) and Coefficient of Variation (COV) are not exceeded 20% and 25%.c. the level of equity is independent, not progressive nor regressive. This study aims to analyze the performance of NJOP (the Tax Object Sales Value) determination, looking for solution for poor performance as well as propose an appropriate model for measuring the tax potential loss in the Jakarta Greater Area (Jabodetabek).Based on testing the level of assessment, 13 cities / municipalities across the Jakarta Greater Area (Jabodetabek) are proven by performance of under-assessment, with a central tendency ranged from 0.610 to 0.888. The variability performance of COD, only in 4 (four) municipalities / cities was below 20%, as did the variability of COV only in 4 (four) municipalities / cities was below 25%, whereas the others exceeded that limit. Testing the level of equity proved that in the NJOP determination, 9 cities/municipalities performing regressive, a city performing progressive, and only in 3 municipalities/cities performing independent. For municipalities / cities which are underperforming (poor) need improvement or correction through reappraisal, reassessment or simply by NJOP adjustment.  With the proposed model, the potential loss of property tax (PBB P2) in 2012 is estimated to Rp1.384 billion or 24.3% of the tax potential which should be at Rp5.698 billion. 14.6% of the tax potential has been lost as a consequence of the application of mass appraisal, while 9.7% of tax potential is lost due to poor performance, including the potential loss due to the opening of the rent-seeking opportunities

Optimisation of the acousto optic signal detection for biomedical applications

Near infrared light has been widely used to probe human tissue oxygenation non-invasively. However the highly scattering nature of tissue limits light penetration depths and optical measurement is more sensitive to optical changes in the superficial region (SFR) of tissue. It is proposed that the penetration depth and the localisation of the optical measurement can be improved by the Acousto-Optic (AO) method. The AO method tags diffuse photons in an optically tissue mimicking medium by using focused ultrasound waves. Generally it is believed that the region probed by the AO method is decided by the position of the focused ultrasound region (FUR). Therefore the AO method can potentially improve the penetration depth and reduce the susceptibility in the SFR of the optical measurement by relocating the FUR to deeper region in tissue. The spatial sensitivity of the AO measurement is mapped and compared to the spatial sensitivity of the optical measurement experimentally. The AO method can monitor absorption and scattering changes in deeper regions than the optical measurement. The AO method is less affected by the optical changes in the SFR. The most sensitive region probed by the AO method can be relocated by re-positioning the FUR. But it does not always coincide with the FUR. The AO spatial sensitivity depends on the overlap of the FUR and the photon path distribution. This overlap region affects the AO signal differently for absorption and scattering changes. Thus, concurrent monitoring of absorption and scattering changes require careful positioning of the FUR. Finally, it is also demonstrated that the pulsed-wave ultrasound can be used with the AO method in a cylindrical geometry. An optimal optodes’ positions for the AO signal detection can be predicted experimentally for a given location of the FUR within a cylindrical geometry

Bogor City Government with the approval of the parliament has been managing and implementing the property tax since the beginning of 2013. In order to keep the establishment of the assessment accurately and fairly, it is necessary to do assessment-sales ratio study. Ratio study results on home transactions in 2011 and 2012 showed that the assessment performance (Sales Value of Tax Object/SVTO performance) decreased.Assessment rate was below the sales price and decreased from a median of 0.930 (2011) to 0.848 (2012), while the variability of COD was 7.08 percent (2011) and became wider to 18.10 percent (2012), the assessment was more under-assessment with the z-value of 17.114 (2011) to 23.746 (2012), and the assessment was more regressive with the t-value of -1.987 (2011) to -3.644 (2012). Ratio study results of all property groups (kecamatan/sub-districts) in 2012 showed that the central tendency (median) ranged from 0.77 to 0.94, and the variability was (COD) between 14 percent and 21 percent.Testing assessment of all property groups (kecamatan) in the Bogor City in 2012 proved that the level of assessment in six property groups was under 100 percent, while two of the six property groups were regressive and a property group was progressive. To keep the assessment performance in each property group be uniform and fair, as well as to increase the potential tax, it is necessary to do a survey and valuation activities in order to make the assessment (SVTO) set to be more accurate and equity/fair. Since there is limited time, human resources and fund, it is necessary to set a priority for assessment corrective action; such as assessment adjustment, reassessment, reappraisal and possibility to review the land value zone and the building cost table

. The purpose of this study is to examine the relationships between variables in predicting the actual use of innovation services. The variables in this study include resistance to change, perceived value, attitude towards innovation services, the intention to use the innovation services, and innovative personality. Data collection techniques in this study conducted by questionnaire with non-probability sampling method. The number of respondents was 212 respondents. Data was then analyzed by Structural Equation Modeling (SEM). Results showed that three out of five hypotheses are supported. Those hypotheses include the intention of a significant predictor of the use of innovation services. Intention itself is also influenced by the attitude towards innovation services. The perceived value is a significant predictor of the attitude towards innovation services. However, the results showed that the resistance to change and innovative personality is not a significant predictor of the intention to use the innovation services. This study also provides research limitations and suggestions for further research

Aplikasi Virtual Character Untuk Simulasi Virtual Map Pada Gedung P Lantai 2 UK. Petra

Development and competition in Indonesian University is extremely tight. Petra Christian University is also a University\u27s with long-standing and well known to many people in Indonesia. Prospective students would like to see more clearly the shape, structure and atmosphere held at the University. Thus someone created a virtual map for Petra Christian University building by using a Head-Mounted Display Oculus Rift to display a simulation of the map Petra Christian University building. But the virtual map that has been created earlier is simply an empty simulation maps that contain only furniture - furniture and does not contain a virtual character, so that the simulation does not have any college atmosphere. So it was decided to implement a virtual character in a map that looks like a real simulation using a rule-based system. In the development of prior research program conducted every object in the form of the building, so hopefully the results obtained could resemble its original state. Giving materials to the models at the Unity are expected match the colors of the original state. Giving collision features intended to make the user cannot penetrate what as original state. Results on this program, the position and shape of character object in the building resemble the original state that existed at Petra Christian University. Time constraints in making become a major factor, so it\u27s cannot make the character more in detail. The whole room and the character of the building P 2nd floor has been made, there are only a few sections still incomplete, example on the large staircase of the building P and other small parts. Disadvantages of this program require computer high specification enough to run the program. This is because the resulting resolution on this program can be fairly large
