    Ethiopia’s accession to world trade organization and the implications to its financial sector policies1

    Ethiopia’s Accession to World Trade Organization (WTO) has a number of implications to existing economic and financial sector polices of the country. Assessing major areas of possible policy amendments and reversals is critically important in the financial sector for the accession process as well as its aftermath. This paper attempted to deal with this issue based on qualitative policy analysis. It is found that a comparative analysis of the existing financial sector policies vis‐à‐vis the principles and practices of WTO suggests that there are different policies in the financial sector system that are incompatible with requirements of the General Agreement on Trade in Services ( GATS) and the practices in trade negotiations. One of such incompatibility is related to the existing policy that prohibits the participation of foreign financial institutions in the domestic financial market. It is submitted that the way forward for Ethiopia is gradual and selective liberalization of the financial sector that may balance protection of social and economic policy objectives on the one hand and integrating the financial sector to the ever expanding global financial market rather than complete closure of the sector from international competition. In addition to this, since accession to WTO and undertaking any commitment in the service sector under GATS require the existence of transparent financial laws and regulations, effective judicial system and strong financial regulatory organ including the need to revisit the existing restriction in international payments, there is compelling need to make the necessary policy amendments in the financial sector regulatory framework.Key Words: GATS, WTO, Liberalization, Accession, Financial Sector, NB

    Enset‐based agricultural systems in Ethiopia: A systematic review of production trends, agronomy, processing and the wider food security applications of a neglected banana relative

    Enset (Ensete ventricosum (Welw.) Cheesman) is the major starch staple of the Ethiopian Highlands, where its unique attributes enhance the food security of approximately 20 million people and have earned it the title “The Tree Against Hunger”. Yet enset‐based agriculture is virtually unknown outside of its narrow zone of cultivation, despite growing wild across much of East and Southern Africa. Here, we review historical production data to show that the area of land under enset production in Ethiopia has reportedly increased 46% in two decades, whilst yield increased 12‐fold over the same period, making enset the second most produced crop species in Ethiopia—though we critically evaluate potential issues with these data. Furthermore, we address a major challenge in the development and wider cultivation of enset, by reviewing and synthesizing the complex and fragmented agronomic and ethnobotanic knowledge associated with this species; including farming systems, processing methods, products, medicinal uses and cultural importance. Finally, we provide a framework to improve the quality, consistency and comparability of data collected across culturally diverse enset‐based agricultural systems to enhanced sustainable use of this neglected starch staple. In conclusion, we discuss the challenges and opportunities for enset cultivation beyond its restricted distribution, and the regional food security potential it could afford smallholders elsewhere in Southern and East Africa

    Mehlich 3 as an indicator of grain nutrient concentration for five cereals in sub-Saharan Africa

    Context or Problem: Soil testing for available nutrients is an important tool to determine fertilizer rates, however many standard methods test the availability of a single nutrient only. In contrast, Mehlich 3 (M3) is a multi-element test for predicting crop yield responses to the addition of macro and micronutrients. However, the M3 test has rarely been validated against crop nutrient concentrations, which limits its application for dietary improvement studies in sub-Saharan Africa. Objective or Research Question: The primary objective was to test how well the M3 nutrient concentrations corresponds to grain nutrient concentrations as an indicator of plant nutrient status and grain quality. A secondary objective was to compare the performance of the M3 test with other extraction tests. Methods: This study used 1096 paired soil and crop samples of five cereals: maize, rice, sorghum, teff and wheat, covering a broad range of soil types and soil properties in Ethiopia and Malawi (e.g., pH 4.5 - 8.8; Olsen P < 1 - 280 ppm). The samples were selected from a larger collection based on “high” or “low” grain nutrient concentrations in the crop, and the respective soil available nutrients were measured with M3 and other extraction tests: CaCl2 (P, K, Mg, Mn), Ca(NO3)2 (K and Mg), Olsen P, sequential extraction (S), and DTPA (Mn, Fe and Zn). Results: The M3 concentrations followed the trend of the “high” and “low” grain concentrations in nearly all nutrients and crops, and this was statistically significant in teff and wheat for all nutrients. The results were best for macronutrients, and slightly less good for micronutrients, probably because the concentration of micronutrients in the selected soil samples was generally quite low. Compared to the other multi-element extractant (CaCl2), the M3 test corresponded better to grain concentrations of K and Mg, and equally well to Olsen P, sequential extraction (S), and DTPA predictions of P, S, Zn and Fe, respectively. M3 extracted much greater concentrations than the other tests, and this was more pronounced in alkaline soils. Conclusions: Given that the M3 test corresponded well to grain nutrient concentrations across a range of soils and crops in sub-Saharan Africa (SSA), we conclude that it can be considered a universal test for plant nutrients. We also proposed thresholds for M3 values, defining below optimum, optimum and above optimum soil fertility status. Implications or Significance: These results validate the use of the M3 test to assess soil fertility and develop fertilizer recommendations for improved produce quality to enhance diets in SSA

    Spatial prediction of the concentration of selenium (Se) in grain across part of Amhara Region, Ethiopia

    Grain and soil were sampled across a large part of Amhara, Ethiopia in a study motivated by prior evidence of selenium (Se) deficiency in the Region's population. The grain samples (teff, Eragrostis tef, and wheat, Triticum aestivum) were analysed for concentration of Se and the soils were analysed for various properties, including Se concentration measured in different extractants. Predictive models for concentration of Se in the respective grains were developed, and the predicted values, along with observed concentrations in the two grains were represented by a multivariate linear mixed model in which selected covariates, derived from remote sensor observations and a digital elevation model, were included as fixed effects. In all modelling steps the selection of predictors was done using false discovery rate control, to avoid over-fitting, and using an α-investment procedure to maximize the statistical power to detect significant relationships by ordering the tests in a sequence based on scientific understanding of the underlying processes likely to control Se concentration in grain. Cross-validation indicated that uncertainties in the empirical best linear unbiased predictions of the Se concentration in both grains were well-characterized by the prediction error variances obtained from the model. The predictions were displayed as maps, and their uncertainty was characterized by computing the probability that the true concentration of Se in grain would be such that a standard serving would not provide the recommended daily allowance of Se. The spatial variation of grain Se was substantial, concentrations in wheat and teff differed but showed the same broad spatial pattern. Such information could be used to target effective interventions to address Se deficiency, and the general procedure used for mapping could be applied to other micronutrients and crops in similar settings

    Biofortified Maize Improves Selenium Status of Women and Children in a Rural Community in Malawi: Results of the Addressing Hidden Hunger With Agronomy Randomized Controlled Trial

    Background: Selenium deficiency is widespread in the Malawi population. The selenium concentration in maize, the staple food crop of Malawi, can be increased by applying selenium-enriched fertilizers. It is unknown whether this strategy, called agronomic biofortification, is effective at alleviating selenium deficiency. Objectives: The aim of the Addressing Hidden Hunger with Agronomy (AHHA) trial was to determine whether consumption of maize flour, agronomically-biofortified with selenium, affected the serum selenium concentrations of women, and children in a rural community setting. Design: An individually-randomized, double-blind placebo-controlled trial wasconducted in rural Malawi. Participants were randomly allocated in a 1:1 ratio to receive either intervention maize flour biofortified with selenium through application of selenium fertilizer, or control maize flour not biofortified with selenium. Participant households received enough flour to meet the typical consumption of all household members (330 g capita−1 day−1) for a period of 8 weeks. Baseline and endline serum selenium concentration (the primary outcome) was measured by inductively coupled plasma mass spectrometry (ICP-MS). Results: One woman of reproductive age (WRA) and one school-aged child (SAC) from each of 180 households were recruited and households were randomized to each group. The baseline demographic and socioeconomic status of participants were well-balanced between arms. No serious adverse events were reported. In the intervention arm, mean (standard deviation) serum selenium concentration increased over the intervention period from 57.6 (17.0) μg L−1 (n = 88) to 107.9 (16.4) μg L−1 (n = 88) among WRA and from 46.4 (14.8) μg L−1 (n = 86) to 97.1 (16.0) μg L−1 (n = 88) among SAC. There was no evidence of change in serum selenium concentration in the control groups Conclusion: Consumption of maize flour biofortified through application of selenium-enriched fertilizer increased selenium status in this community providing strong proof of principle that agronomic biofortification could be an effective approach to address selenium deficiency in Malawi and similar settings.     Iron deficiency was not the major cause of anemia in rural women of reproductive age in Sidama zone, southern Ethiopia: A cross-sectional study

    Background Anemia, which has many etiologies, is a moderate/severe public health problem in young children and women of reproductive age in many developing countries. The aim of this study was to investigate prevalence of iron deficiency, anemia, and iron deficiency anemia using multiple biomarkers and to evaluate their association with food insecurity and food consumption patterns in non-pregnant women from a rural area of southern Ethiopia. Methods A cross-sectional study was conducted in 202 rural women of reproductive age in southern Ethiopia. Anthropometrics and socio-demographic data were collected. A venipuncture blood sample was analyzed for hemoglobin (Hb) and for biomarkers of iron status. Biomarkers were skewed and were log transformed before analysis. Mean, median, Pearson\u27s correlations and ordinary least-squares regressions were calculated. Results Median (IQR) Hb was 138 (127, 151) g/L. Based on an altitude-adjusted (1708 m) cutoff of 125 g/L for Hb, 21.3% were anemic. Plasma ferritin was \u3c15 μg/L in 18.6% of the women. Only one woman had α-1-acid glycoprotein (AGP) \u3e1.0 g/L; four women (2%) had \u3e 5 mg/L of C-reactive protein (CRP). Of the 43 women who were anemic, 23.3% (10 women) had depleted iron stores based on plasma ferritin. Three of these had elevated soluble transferring receptors (sTfR). Hemoglobin (Hb) concentration was negatively correlated with sTfR (r = -0.24, p = 0.001), and positively correlated with ferritin (r = 0.17, p = 0.018), plasma iron (r = 0.15, p = 0.046), transferrin saturation (TfS) (r = 0.15, p = 0.04) and body iron (r = 0.14, p = 0.05). Overall prevalence of iron deficiency anemia was only 5%. Conclusion Iron deficiency anemia was not prevalent in the study population, despite the fact that anemia would be classified as a moderate public health problem

    Soil and landscape factors influence geospatial variation in maize grain zinc concentration in Malawi

    Dietary zinc (Zn) deficiency is widespread globally, and in particular among people in sub-Saharan Africa (SSA). In Malawi, dietary sources of Zn are dominated by maize and spatially dependent variation in grain Zn concentration, which will affect dietary Zn intake, has been reported at distances of up to ~ 100 km. The aim of this study was to identify potential soil properties and environmental covariates which might explain this longer-range spatial variation in maize grain Zn concentration. Data for maize grain Zn concentrations, soil properties, and environmental covariates were obtained from a spatially representative survey in Malawi (n = 1600 locations). Labile and non-labile soil Zn forms were determined using isotopic dilution methods, alongside conventional agronomic soil analyses. Soil properties and environmental covariates as potential predictors of the concentration of Zn in maize grain were tested using a priori expert rankings and false discovery rate (FDR) controls within the linear mixed model (LMM) framework that informed the original survey design. Mean and median grain Zn concentrations were 21.8 and 21.5 mg kg−1, respectively (standard deviation 4.5; range 10.0–48.1). A LMM for grain Zn concentration was constructed for which the independent variables: soil pH(water), isotopically exchangeable Zn (ZnE), and diethylenetriaminepentaacetic acid (DTPA) extractable Zn (ZnDTPA) had predictive value (p < 0.01 in all cases, with FDR controlled at < 0.05). Downscaled mean annual temperature also explained a proportion of the spatial variation in grain Zn concentration. Evidence for spatially dependent variation in maize grain Zn concentrations in Malawi is robust within the LMM framework used in this study, at distances of up to ~ 100 km. Spatial predictions from this LMM provide a basis for further investigation of variations in the contribution of staple foods to Zn nutrition, and where interventions to increase dietary Zn intake (e.g. biofortification) might be most effective. Other soil and landscape factors influencing spatially dependent variation in maize grain Zn concentration, along with factors operating over shorter distances such as choice of crop variety and agronomic practices, require further exploration beyond the scope of the design of this survey

    The nutritional quality of cereals varies geospatially in Ethiopia and Malawi

    Micronutrient deficiencies (MNDs) remain widespread among people in sub-Saharan Africa1,2,3,4,5, where access to sufficient food from plant and animal sources that is rich in micronutrients (vitamins and minerals) is limited due to socioeconomic and geographical reasons4,5,6. Here we report the micronutrient composition (calcium, iron, selenium and zinc) of staple cereal grains for most of the cereal production areas in Ethiopia and Malawi. We show that there is geospatial variation in the composition of micronutrients that is nutritionally important at subnational scales. Soil and environmental covariates of grain micronutrient concentrations included soil pH, soil organic matter, temperature, rainfall and topography, which were specific to micronutrient and crop type. For rural households consuming locally sourced food—including many smallholder farming communities—the location of residence can be the largest influencing factor in determining the dietary intake of micronutrients from cereals. Positive relationships between the concentration of selenium in grain and biomarkers of selenium dietary status occur in both countries. Surveillance of MNDs on the basis of biomarkers of status and dietary intakes from national- and regional-scale food-composition data1,2,3,4,5,6,7 could be improved using subnational data on the composition of grain micronutrients. Beyond dietary diversification, interventions to alleviate MNDs, such as food fortification8,9 and biofortification to increase the micronutrient concentrations in crops10,11, should account for geographical effects that can be larger in magnitude than intervention outcomes
