    Assessing Judicial Efficiency of Egyptian First Instance Courts: A DEA Analysis

    Egypt started a recent judicial reform program in 2007, which can be considered the first ever since the establishment of the National Egyptian Judicial System in 1952. It focuses mainly on solving organizational problems within First Instance Courts (FIC), as they form the active cell of the Egyptian judicial system. However the efficiency of FICs is still doubtable to a large extent. This paper provides for the first time an efficiency analysis of 22 FICs in Egypt using the technique of Data Envelop Analysis (DEA). The main strength of this study is to consider the number of computers per court, as none of the previous papers on court efficiency has included a capital variable when defining their court production function before. Our results show that there are no significant differences observed in terms of management efficiency between the civil and criminal FICs, however criminal FICs districts are superior with respect to their corresponding civil districts in terms of program efficiency.Egyptian Judicial System; Efficiency; Data envelopment analysis

    Performance and ownership in the governance of urban water

    In this paper the differences in terms of performance between public and the private governance in urban water management are investigated. A statistical ranking is implemented to determine programmatic efficiency differences in DEA, using an incomplete panel data that gathers information on 20 water utilities in Andalusia, in Southern Spain. In the model, labour and operational costs are considered as inputs. The volume of revenue water, the number of connections and the network length are used as outputs. The analysis indicates that private management is more efficient. The efficiency indicators adjusted by a variable related to quality are estimated and demonstrate that privatization of the service does not mean any loss in terms of quality. However, there are no significant differences between both types of management including as a desirable input hydraulic yield as a proxy of the degree of network renovation. A lower hydraulic efficiency in private management would suggest that the need to make significant investments could be an important factor when making the decision to privatize the management of the urban water service: Water supply; Management; Local government;

    Tailoring electronic and optical properties of TiO2: nanostructuring, doping and molecular-oxide interactions

    Titanium dioxide is one of the most widely investigated oxides. This is due to its broad range of applications, from catalysis to photocatalysis to photovoltaics. Despite this large interest, many of its bulk properties have been sparsely investigated using either experimental techniques or ab initio theory. Further, some of TiO2's most important properties, such as its electronic band gap, the localized character of excitons, and the localized nature of states induced by oxygen vacancies, are still under debate. We present a unified description of the properties of rutile and anatase phases, obtained from ab initio state of the art methods, ranging from density functional theory (DFT) to many body perturbation theory (MBPT) derived techniques. In so doing, we show how advanced computational techniques can be used to quantitatively describe the structural, electronic, and optical properties of TiO2 nanostructures, an area of fundamental importance in applied research. Indeed, we address one of the main challenges to TiO2-photocatalysis, namely band gap narrowing, by showing how to combine nanostructural changes with doping. With this aim we compare TiO2's electronic properties for 0D clusters, 1D nanorods, 2D layers, and 3D bulks using different approximations within DFT and MBPT calculations. While quantum confinement effects lead to a widening of the energy gap, it has been shown that substitutional doping with boron or nitrogen gives rise to (meta-)stable structures and the introduction of dopant and mid-gap states which effectively reduce the band gap. Finally, we report how ab initio methods can be applied to understand the important role of TiO2 as electron-acceptor in dye-sensitized solar cells. This task is made more difficult by the hybrid organic-oxide structure of the involved systems.Comment: 32 pages, 8 figure

    The cyclical trend of local public service governance: evidence from urban water management in Spain

    The level of public and private involvement in economic activity in societies has changed over time. One may talk about the existence of a cyclical trend in which the most important periods of public governance are replaced by periods in which private management dominates the situation. This phenomenon may also be observed in local areas. Some authors have pointed out the existence of an alternation in the provision of municipal services, resulting in periods dominated by governance compared to other stages dominated by private management. In order to illustrate this cyclical trend at local level, this paper intends to analyze the evolution of the governance of the Spanish water supply since the mid-nineteenth century to the present day.     Introducing keytagging, a novel technique for the protection of medical image-based tests

    This paper introduces keytagging, a novel technique to protect medical image-based tests by implementing image authentication, integrity control and location of tampered areas, private captioning with role-based access control, traceability and copyright protection. It relies on the association of tags (binary data strings) to stable, semistable or volatile features of the image, whose access keys (called keytags) depend on both the image and the tag content. Unlike watermarking, this technique can associate information to the most stable features of the image without distortion. Thus, this method preserves the clinical content of the image without the need for assessment, prevents eavesdropping and collusion attacks, and obtains a substantial capacity-robustness tradeoff with simple operations. The evaluation of this technique, involving images of different sizes from various acquisition modalities and image modifications that are typical in the medical context, demonstrates that all the aforementioned security measures can be implemented simultaneously and that the algorithm presents good scalability. In addition to this, keytags can be protected with standard Cryptographic Message Syntax and the keytagging process can be easily combined with JPEG2000 compression since both share the same wavelet transform. This reduces the delays for associating keytags and retrieving the corresponding tags to implement the aforementioned measures to only Âż30 and Âż90. ms respectively. As a result, keytags can be seamlessly integrated within DICOM, reducing delays and bandwidth when the image test is updated and shared in secure architectures where different users cooperate, e.g. physicians who interpret the test, clinicians caring for the patient and researchers

    The influence of the perceived requirements of the next match and motivation on the mental fatigue of soccer players

    The high cognitive and/or emotional demands of competition can lead to a state of mental fatigue which has shown to be detrimental to soccer performance. However, there is a need to further understand the true mental demands of soccer players. The aim of the present study was to analyze the influence of motivation and the perceived requirements of the next match on mental fatigue perceived by soccer players over the passing of a season. The combined effect of both variables on the perception of mental fatigue, as well as the influence of the time of the season on perceived mental fatigue, were also analyzed. Twenty-six semi-professional Spanish male players (M = 26.31 ± 5.18 years) participated in the present study, conducted during the 2020-2021 season. Perceived mental fatigue and motivation were measured at each training session. The perceived requirements of the next match were also measured in each of the competitive weeks. Linear mixed models were run with R Studio to examine the influence of motivation and the perceived difficulty of the next match on perceived mental fatigue, the combined effect of both variables on perceived mental fatigue, and the influence of the passing of the season on perceived mental fatigue. The results showed a negative and significant influence of motivation on perceived mental fatigue (p < 0.001) and a positive and significant influence of the perceived requirements of the next match on perceived mental fatigue (p < 0.001). Regarding the combined effect, there was a positive and significant effect (p < 0.01) of the perceived difficulty of the next match on the relation between motivation and perceived mental fatigue. A negative influence of season passage on perceived mental fatigue levels was found (p < 0.001). We recommended coaches to consider using the most motivating training tasks when higher next-match requirements are perceived and to be careful with avoidance strategies for mental fatigue, especially at the beginning of the season

    Epistemic Beliefs and Pre-service Teachers’ Conceptions of History Instruction

    This study investigates the difficulties pre-service history teachers face in understanding and implementing a history curriculum focused on historical reasoning. Based on the general hypothesis of beliefs exerting a direct influence on teachers’ actions, this phenomenographic study provides a qualitative analysis of the epistemic and learning/teaching conceptions on which pre-service teachers base their reflections and decisions when they have to produce a teaching plan for a specific situation, taking n = 72 pre-service teachers from the Master’s Degree in Teaching in Secondary Education at the University of Zaragoza (specialty Geography and History) as statistical sample. The outcome of the first phases of the analysis was a new theoretical reference framework that innovated by simultaneously analyzing epistemic and educational conceptions. On the one hand, the analysis results include a considerable number of pre-service teachers who use epistemic beliefs identifying history and the past when addressing the curriculum. On the other, none of them, not even those with advanced epistemic beliefs, think about the curriculum in terms of an inquiry-based approach to historical problems, and, therefore, they display a transmissive–reproductive conception of history instruction. Consequently, the main contribution is observation of a twofold threshold that pre-service teachers must cross to understand and accept an interpretive history curriculum: they must overcome the identification between past and history and instead immerse themselves in the necessarily interpretive nature of any history; and they must stop viewing learning as knowledge internalization and reproduction and, instead, embrace a conception of learning as inquiry and reasoning.
