    The author has identified the following significant results. Primary emphasis during the period has been given to completing the resource and land use mask overlays for ultimate subsite MSS data extraction and analysis, refining the computer mask program, verifying resultant masks, and evaluating the initial subsite data. Standard deviations for the selected subsites were generally reduced significantly when compared to the values for the overall 7km x 7km test site areas. This indicates that the masking technique has been successful in reducing the variability of the ERTS-1 MSS data for ultimate subsite comparisons with ground data. The techniques used to locate the 7km x 7km test site areas and extract masked subsite data apparently limit the ability to reliably locate identical very small subsite areas for temporal comparisons. Current evidence indicates that areas which include less than about four pixel elements in either dimension are probably unreliable

    It is proposed that human decision making in many multi-task situations might be modeled in terms of the manner in which the human detects events related to his tasks and the manner in which he allocates his attention among his tasks once he feels events have occurred. A model of human event detection performance in such a situation is presented. An assumption of the model is that, in attempting to detect events, the human generates the probability that events have occurred. Discriminant analysis is used to model the human's generation of these probabilities. An experimental study of human event detection performance in a multiple process monitoring situation is described and the application of the event detection model to this situation is addressed. The experimental study employed a situation in which subjects simulataneously monitored several dynamic processes for the occurrence of events and made yes/no decisions on the presence of events in each process. Input to the event detection model of the information displayed to the experimental subjects allows comparison of the model's performance with the performance of the subjects

    The Passive Microwave Remote Sensing of Soil Moisture: the Effect of Tilled Row Structure

    The tilled rowstructure is known to be one of the important factors affecting the observations of the microwave emission from a natural surface. Measurements of this effect were carried out with both I and X band radiometers mounted on a mobile truck on a bare 40 m x 45 m row tilled field. The soil moisture content during the measurements ranged from approximately 10 percent to approximately 30 percent by dry weight. The results of these measurements showed that the variations of the antenna temperatures with incident angle theta changed with the azimuthal angle a measured from the row direction. A numerical calculation based on a composite surface roughness was made and found to predict the observed features within the model's limit of accuracy. It was concluded that the difference between the horizontally and vertically polarized temperatures was due to the change in the local angle of field emission within the antenna field of view caused by the large scale row structure

    Studies were conducted to develop a real-time Arctic ice type identification system. Data obtained by NASA Mission 126, conducted at Pt. Barrow, Alaska (Site 93) in April 1970 was analyzed in detail to more clearly define the major mechanisms at work affecting the radar energy illuminating a terrain cell of sea ice. General techniques for reduction of the scatterometer data to a form suitable for application of ice type decision criteria were investigated, and the electronic circuit requirements for implementation of these techniques were determined. Also, consideration of circuit requirements are extended to include the electronics necessary for analog programming of ice type decision algorithms. After completing the basic circuit designs a laboratory model was constructed and a preliminary evaluation performed. Several system modifications for improved performance are suggested.     Monitoring vegetation conditions from LANDSAT for use in range management

    A summary of the LANDSAT Great Plains Corridor projects and the principal results are presented. Emphasis is given to the use of satellite acquired phenological data for range management and agri-business activities. A convenient method of reducing LANDSAT MSS data to provide quantitative estimates of green biomass on rangelands in the Great Plains is explained. Suggestions for the use of this approach for evaluating range feed conditions are presented. A LANDSAT Follow-on project has been initiated which will employ the green biomass estimation method in a quasi-operational monitoring of range readiness and range feed conditions on a regional scale

    The author has identified the following significant results. The Great Plains Corridor rangeland project utilizes natural vegetation systems as phenological indicators of seasonal development and climatic effects upon regional growth conditions. A method has been developed for quantitative measurement of vegetation conditions over broad regions using ERTS-1 MSS data. Radiance values recorded in ERTS-1 spectral bands 5 and 7, corrected for sun angle, are used to compute a band ratio parameter which is shown to be correlated with green biomass and vegetation moisture content. This report details the progress being made toward determining factors associated with the transformed vegetation index (TVI) and limitations on the method. During the first year of ERTS-1 operation (cycles 1-20), an average of 50% usable ERTS-1 data was obtained for the ten Great Plains Corridor test sites
