    U.S. Attitudes toward Terrorism and Counterterrorism: Report to the Resilient Systems Division, Science and Technology Directorate, U.S Department of Homeland Security

    Existing survey data do not provide comprehensive baseline information about U.S. beliefs and attitudes on terrorism and counterterrorism. Improved understanding of public attitudes can inform programs and tools related to managing public risk perception, increasing effectiveness of pre- and post-event communication by Federal, state, and local officials, and building and supporting more resilient social networks within and across communities.In this project, systematic survey data was collected from a sample of Americans in response to a range of newly developed survey questions. The survey was developed by two leading survey methodologists, following consultations with a research team of experts who study the dynamics of terrorism, counterterrorism, and community resilience, as well as with practitioners and officials from throughout the homeland security community. The questions were administered to members of a web panel by the on-line survey firm Knowledge Networks, and a second wave of the survey will be issued approximately six months after the first wave to allow for analysis of attitudes over time.The first wave of the questionnaire was completed, from September 28, 2012 to October 12, 2012, by 1,576 individuals 18 years of age and older. The first section of the questionnaire assessed the salience of terrorism by asking respondents whether they had thought about terrorism in the preceding week, how likely they thought a terrorist attack in the United States was in the next year, and whether they had done anything differently in the past year because of the possibility of such an attack. The second section of the questionnaire posed questions about how likely respondents would be to call the police in response to various actions potentially related to terrorism and how concerned respondents felt the government should be about these actions. Respondents who said they had thought about a terrorist attack in the last week were more likely than other respondents to say they were likely to call the police in response to the various situations described to them. The survey then assessed respondents' awareness and evaluation of government efforts related to terrorism in the United States. A large majority of the respondents said that the U.S. government has been very effective (33 percent) or somewhat effective (54 percent) at preventing terrorism; less than 13 percent characterized the government as not too effective or not effective at all.In a final section of the survey, we asked respondents about two specific programs focused on increasing communication between members of the public and the government on topics related to terrorism

    Fast times and easy questions: the effects of age, experience and question complexity on web survey response times

    This paper examines response times (RT) to survey questions. Cognitive psychologists have long relied on response times to study cognitive processes but response time data have only recently received attention from survey researchers. To date, most of the studies on response times in surveys have treated response times either as a predictor or as a proxy measure for some other variable (e.g. attitude accessibility) of greater interest. As a result, response times have not been the main focus of the research. Focusing on the nature and determinants of response times, this paper examines variables that affect how long it takes respondents to answer questions in web surveys. Using the survey response model proposed by Tourangeau, Rips, and Rasinski (2000), we include both item-level characteristics and respondent-level characteristics thought to affect response times in a two-level cross-classified model. Much of the time spent on processing the questions involves reading and interpreting them. The results from the cross-classified models indicate that response times are affected by question characteristics such as the total number of clauses and the number of words per clause that probably reflect reading times. In addition, response times are also affected by the number and type of answer categories, and the location of the question within the questionnaire, as well as respondent characteristics such as age, education and experience with the Internet and with completing web surveys. Aside from their fixed effects on response times, respondent-level characteristics (such as age) are shown to vary randomly over questions and effects of question-level characteristics (such as types of questions and response scales) vary randomly over respondents.     Audio computer-assisted self-interviewing (ACASI) may avert socially desirable responses about infant feeding in the context of HIV

    BACKGROUND: Understanding infant feeding practices in the context of HIV and factors that put mothers at risk of HIV infection is an important step towards prevention of mother to child transmission of HIV (PMTCT). Face-to-face (FTF) interviewing may not be a suitable way of ascertaining this information because respondents may report what is socially desirable. Audio computer-assisted self-interviewing (ACASI) is thought to increase privacy, reporting of sensitive issues and to eliminate socially desirable responses. We compared ACASI with FTF interviewing and explored its feasibility, usability, and acceptability in a PMTCT program in Kenya. METHODS: A graphic user interface (GUI) was developed using Macromedia Authorware(® )and questions and instructions recorded in local languages Kikuyu and Kiswahili. Eighty mothers enrolled in the PMTCT program were interviewed with each of the interviewing mode (ACASI and FTF) and responses obtained in FTF interviews and ACASI compared using McNemar's χ(2 )for paired proportions. A paired Student's t-test was used to compare means of age, marital-time and parity when measuring interview mode effect and two-sample Student's t-test to compare means for samples stratified by education level – determined during the exit interview. A Chi-Square (χ(2)test) was used to compare ability to use ACASI by education level. RESULTS: Mean ages for intended time for breastfeeding as reported by ACASI were 11 months by ACASI and 19 months by FTF interviewing (p < 0.001). Introduction of complementary foods at ≤3 months was reported more frequently by respondents in ACASI compared to FTF interviews for 7 of 13 complementary food items commonly utilized in the study area (p < 0.05). More respondents reported use of unsuitable utensils for infant feeding in ACASI than in FTF interviewing (p = 0.001). In other sensitive questions, 7% more respondents reported unstable relationships with ACASI than when interviewed FTF (p = 0.039). Regardless of education level, respondents used ACASI similarly and majority (65%) preferred it to FTF interviewing mainly due to enhanced usability and privacy. Most respondents (79%) preferred ACASI to FTF for future interviewing. CONCLUSION: ACASI seems to improve quality of information by increasing response to sensitive questions, decreasing socially desirable responses, and by preventing null responses and was suitable for collecting data in a setting where formal education is low

    Appraisals of emotion-eliciting events: Testing a theory of discrete emotions.

    A recent theory Why 1 Two individuals will feel the same emotion to the extent that their appraisals of a situation are the same. Two individuals with different appraisals, or the same individual with different appraisals at different times, will feel different emotions. Thus, by identifying emotion-causing patterns of appraisal, such theories may be able to explain how an infinite variety of situations can elicit the same emotion and may also be able to explain the apparent variability across people and over time in emotional responses to the same event. The challenge for appraisal theorists is to specify the patterns of appraisal that can produce particular emotions. In the present generation of appraisal theories, Roseman (1979) proposed that five appraisals influence emotions: (a) motivational state: whether an individual&apos;s motive in a given situation is aversive (a punishment that he or she seeks to avoid) or appetitive (a reward that he or she seeks to attain), (b) situational state: whether the motivational state (the punishment or reward) is present or absent in the situation to which the individual is reacting, (c) probability: whether the occurrence of an outcome is uncertain or certain, (d) legitimacy: whether a negative outcome is deserved or a positive outcome is deserved in the situation, and (e) agency: whether an outcome is caused by impersonal circumstances, some other person, or the self. In testing this theory, Roseman (1983) found that each of the five appraisals had a significant effect on emotion ratings and that the overall pattern of relationships between particular combinations of appraisals and particular emotions corresponded significantly to theoretical predictions.     Contemporary Guidance for Stated Preference Studies

    This article proposes contemporary best-practice recommendations for stated preference (SP) studies used to inform decision making, grounded in the accumulated body of peer-reviewed literature. These recommendations consider the use of SP methods to estimate both use and non-use (passive-use) values, and cover the broad SP domain, including contingent valuation and discrete choice experiments. We focus on applications to public goods in the context of the environment and human health but also consider ways in which the proposed recommendations might apply to other common areas of application. The recommendations recognize that SP results may be used and reused (benefit transfers) by governmental agencies and nongovernmental organizations, and that all such applications must be considered. The intended result is a set of guidelines for SP studies that is more comprehensive than that of the original National Oceanic and Atmospheric Administration (NOAA) Blue Ribbon Panel on contingent valuation, is more germane to contemporary applications, and reflects the two decades of research since that time. We also distinguish between practices for which accumulated research is sufficient to support recommendations and those for which greater uncertainty remains. The goal of this article is to raise the quality of SP studies used to support decision making and promote research that will further enhance the practice of these studies worldwide
