Mayors’ Reelection Choice and the Economy: Evidence from Portugal

    Get PDF
Using a data set that covers all Portuguese mainland municipalities for the period 1979-2005, this study performs an empirical analysis of the economic determinants of Mayors' choice to run for another term. The literature on the subject is mainly centered on the United States and, as far as we know, no papers are found addressing the economic factors of this choice. Probit panel estimations show that local economic conditions matter more than the national or regional economic environment. The results also confirm that political variables are important and that they influence the likelihood of seeking reelection in the same way as they affect vote and popularity functions.Local elections, Reelection, Mayor, Economic conditions, Probit model.

Economic Voting in Portuguese Municipal Elections

This paper analyses the impact of economic conditions on Portuguese local electoral outcomes. We use two extensive datasets to estimate an economic voting model which accounts for the possibility that different levels of government have different levels of responsibility for economic outcomes and for clarity of government responsibility. Empirical results indicate that the performance of the national economy is important especially if local governments are of the same party as the central government. The municipal situation is also relevant particularly in scenarios of higher clarity of government responsibility.Local governments, Elections, Portugal, Voting, Economic conditions

The Electoral Dynamics of Human Development

    Get PDF
This paper analyses the impact of elections, partisan and political support effects on the dynamics of human development in a panel of 82 countries over the period 1980-2013. A GMM estimator is employed and the results point out to the presence of an electoral cycle in the growth rate of human development. Majority governments also influence it, but no evidence is found regarding partisan effects. The electoral cycles have proved to be stronger in non-OECD countries, in countries with less frequent elections, with lower levels of income and human development, in presidential and non-plurality systems and in proportional representation regimes

Are there political cycles hidden inside government expenditures?

    Get PDF
This paper examines the presence of political cycles inside the Portuguese governments’ aggregate expenditures by using annual data for 10 expenditure components. The results indicate that the choice of the expenditure components to be increased during election periods by Portuguese governments generally relates to more visible items such as general public services, social protection and health care.COMPETE; QREN; FEDER; Fundação para a Ciência e a Tecnologia (FCT

Budget, expenditures composition and political manipulation: evidence from Portugal

    Get PDF
This paper examines the presence of political cycles in Portuguese governments’ expenditures. The empirical analysis is done using monthly data for the main categories of government expenditures. The results indicate that Portuguese governments act opportunistically regarding the budget surplus and that they also favour capital instead of current spending near elections. Furthermore, right-wing governments tend to be more prone to expenditures’ reduction and deficits after the elections. A disaggregated analysis for the main components of government expenditures corroborates the previous findings and shows other relevant patterns of political manipulations.COMPETE, QREN, FEDER, FC

Turnout and the modeling of economic conditions: Evidence from Portuguese elections

    Get PDF
This paper analyzes the impact of economic conditions on voter turnout at Portuguese legislative and municipal elections. We use four extensive datasets to estimate an economic turnout model in which local economic variables are included in quadratic form, so that non-linear effects can be taken into account. The first two datasets cover all mainland municipalities (currently 278), from 1979 to 2005. The other two are cross-sections of all 4037 mainland freguesias, used to analyze the determinants of turnout at the 2001 municipal elections and at the 2002 legislative elections. Empirical results indicate that the performance of the national economy is important only in legislative elections and that, in accordance with our expectations, the regional and local unemployment rates tend to have a non-linear relationship with turnout.Turnout, Local governments, Elections, Portugal, Economic conditions

Economic optimization of component sizing for residential battery storage systems

Battery energy storage systems (BESS) coupled with rooftop-mounted residential photovoltaic (PV) generation, designated as PV-BESS, draw increasing attention and market penetration as more and more such systems become available. The manifold BESS deployed to date rely on a variety of different battery technologies, show a great variation of battery size, and power electronics dimensioning. However, given today's high investment costs of BESS, a well-matched design and adequate sizing of the storage systems are prerequisites to allow profitability for the end-user. The economic viability of a PV-BESS depends also on the battery operation, storage technology, and aging of the system. In this paper, a general method for comprehensive PV-BESS techno-economic analysis and optimization is presented and applied to the state-of-art PV-BESS to determine its optimal parameters. Using a linear optimization method, a cost-optimal sizing of the battery and power electronics is derived based on solar energy availability and local demand. At the same time, the power flow optimization reveals the best storage operation patterns considering a trade-off between energy purchase, feed-in remuneration, and battery aging. Using up to date technology-specific aging information and the investment cost of battery and inverter systems, three mature battery chemistries are compared; a lead-acid (PbA) system and two lithium-ion systems, one with lithium-iron-phosphate (LFP) and another with lithium-nickel-manganese-cobalt (NMC) cathode. The results show that different storage technology and component sizing provide the best economic performances, depending on the scenario of load demand and PV generation.Web of Science107art. no. 83

Transactions Cost Theory influence in strategy research: A review through a bibliometric study in leading journals

    Get PDF
Transaction cost theory (TCT) is widely used in several management disciplines. Its value for explaining organizational phenomena and managers? decisions is well accepted and has been recognized with two Nobel laureates (Ronald Coase and Oliver Williamson). In this paper we examine the impact of the TCT on extant research in top tier management journals. We conduct a bibliometric study supported in the analysis of citations and co-citations to uncover the connections between authors and presumably theories. We conclude that the TCT, albeit its specific focus on the transactions as the unit of analysis, is present in a majority of management- and business-related research.transaction costs theory, bibliometric study, strategy research, review
