    Much of idonesian labor problem that happening today make condition of labor market needs for more individual professional and quality. This condition is being homework of government, especially labor (tenaga kerja Indonesia or TKI). The competence of TKI may be improved by a competence model using situation labor market analysis. The research’s problem is how the model of competence using situation of labor market analysis in order to prepare TKI’s quality in East java. The aim of this research is make a model of competence that use situation labor market analysis in order to prepare the quality of Indonesian labor. This research method is descriptive qualitative analysis with an approach of focus group discussion (FGD). Result of this research is a new model matching to labor market situation so as to improve TKI’s competence

    The aim of the research is to identify and prove the influence of local culture togetherness value, motivation and work environment on employee work creativity of local Government Personel Office of Sidoarjo Regency. This study was explanative research, explaining casual relationship between variables by testing the hypothesis. Population in this study was all staffs in Local Government Office of Sidoarjo Regency as many as 51 individuals were taken as informan. Instrument used in this study was questionnaire. Measurement on the variables was elaborated in question item with score ranging from 0 to 4. Variables observed were exogen variable (W) Local culture togetherness value, endogen variable i.e., (X) Motivation, (Y) Work Enviroment, (Z) Work Cretivity. Analysis applied using path analysis with simultan model, is to test the casuality through empirical data test. Result proved that variable of local culture togetherness value has a significance influence on work environment by 0,000 (p0,05). Another result show that work environment has a significance influence on work creativity by 0,002 (p<0,05)

    Tujuan penelitian ini dalah menentukan aspek-aspek kompetensi dari unsur-unsur kompetensi dengan penambahan aspek lain dari unsure life skiil sebagai pendukung pengembangan kemampuan dan kualitas tenaga kerja Indonesia (TKI). Pencapain tujuan tersebut diawali dengan mengidentifikasikan model saat ini berikut kelemahanya dan dilanjutkan dengan pembuatan model kompetensi plus. Penelitian menggunakan metode deskriptif dengan analisis kualitatif terhadap hasil forum grup discussion (FGD). Hasil penelitian menunjukan aspek-aspek kompetensi belum dipenuhi calon TKI sementara kebutuhan atas kecakapan hidup calon TKI belum terpola jelas sehingga dibutuhkan aspek kompetensi lain yakni kompetensi life skill (kompetensi plus) yang meliputi kecakapan diri, berfikir, komunikasi, kerjasama, dan vokasional. Rancangan model terbentuk berdasarkan kebutuhan kompetensi plus dengan tujuan mencetak keahlian berorientasi tugas kecakapan hidup, model ini dapat digunakan sebagai dasar bagi pemograman pelatihan bagi kecakapan hidup. Model ini dapat digunakan sebagai dasar bagi pemerograman pelatihan bagi calon TK

    The Effectiveness of Posyandu Cempaka Program in The Context of Handling Stunting in The Village of Tambak Kalisogo

    This research aims to analyze and describe the effectiveness of the Cempaka Posyandu Program in reducing stunting. The informants in this research were the Village Midwife, Posyandu Cadres and Village Community. The technique for determining informants used in this research is purposive sampling, namely the technique of selecting informants or sources who have certain objectives in accordance with the research theme because these people are considered to have the information needed for the research. This research uses a qualitative descriptive method with data collection techniques using interviews, observation and documentation. The data analysis model used in this research is interactive from Miles Huberman, namely data collection, data reduction, data presentation, and drawing conclusions. The results of this research show that the effectiveness of the toddler posyandu program seen from indicators according to the Target Accuracy indicator shows that the parties who are the targets in implementing the program are not present in their entirety. The Program Socialization indicator shows that there are still many people who lack focus in receiving material or information submitted by related parties. Meanwhile, the Program Objectives indicator shows that the suitability of the initial program objectives with program implementation has not been implemented as a whole. Program monitoring shows that the program control that was carried out after the program was running was fully operational because the village midwife was assisted in its implementation and was tasked with monitoring the success of this program

    This study aims to analyze and describe the BUMDes strategy in developing Belimbing Agrotourism in Watesari Village. This research uses a qualitative descriptive method. Data collection was carried out through observation, interviews and supporting documentation. The informants interviewed in this research were the Village Head, Village Government and Management of BUMDes Bina Sejahtera. The results of this study indicate that the BUMDes Strategy is reviewed from indicators according to Jack Kooten in Kasmira. The results of the four indicators are: 1) Corporate strategy, Organizational strategy The organizational strategy of BUMDes Bina Sejahtera has set goals and vision and mission in developing Agrotourism Belimbing. 2) Strategy program indicator, Agrotourism Belimbing in Watesari Village has offered three programs that still have shortcomings and have not been realized properly. 3) Resource Support Strategy indicator, seen from the aspect of human resources at BUMDes Bina Sejahtera in quality and quantity, it is still not fulfilled, the aspect of financial resources is still not fulfilled and are still being designed in the following year. 4) Institutional strategy, in terms of organizational structure BUMDes Bina Sejahtera has frmed management but is still not running optimally, in terms of partnerships BUMDes has not cooperated with third parties either form the private sector or from the goverment, but has collaborated with Watesari Village Youth and Local Residents in developing Agrotourism Belimbing Watesari

    Keterlibatan Stakeholder dalam Implementasi Kebijakan Perlindungan Perempuan dan Anak Korban Kekerasan di Kabupaten Sidoarjo

    AbstractViolence and children are topics that are often discussed recently. The high number of violence against women and children from year to year shows that this problem requires serious action from the government. The purpose of this study was to analyze and describe the role of stakeholders in the implementation of policies to protect women and children victims of violence in Sidoarjo Regency. This research is a qualitative descriptive research with data collection through documentation study. The data analysis technique uses an interactive analysis model (Miles et al., 2014), data collection, data reduction, data presentation, and drawing conclusions. The results of the study indicate that the main stakeholders in the implementation of policies to protect women and children victims of violence in Sidoarjo Regency are the community, women and children who are victims of violence. Supporting stakeholders are academics and school institutions, hospitals, as well as the police and courts. Meanwhile, the key stakeholders are the Regional Technical Implementation Unit for the Protection of Women and Children (UPTD PPA) under the Office of Women's Empowerment, Child Protection and Family Planning (DP3AKB) Sidoarjo Regency.AbstrakKekerasan perempuan dan anak menjadi topik yang sering didiskusikan akhir-akhir ini. Tingginya angka kekerasan perempuan dan anak dari tahun ke tahun menunjukkan bahwa permasalahan ini membutuhkan tindakan yang serius dari pemerintah. Tujuan penelitian ini adalah untuk menganalisis dan mendeskripsikan peran stakeholder dalam implementasi kebijakan perlindungan perempuan dan anak korban kekerasan di Kabupaten Sidoarjo. Penelitian ini merupakan penelitian deskriptif kualitatif dengan pengumpulan data melalui studi dokumentasi. Teknik analisis data menggunakan model analisis interaktif (Miles et al., 2014), meliputi pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa stakeholder utama dalam implementasi kebijakan perlindungan perempuan dan anak korban kekerasan di Kabupaten Sidoarjo adalah masyarakat, perempuan dan anak korban kekerasan. Stakeholder pendukung yaitu akademisi dan instansi sekolah, RSUD, serta Kepolisian dan Pengadilan. Sedangkan stakeholder kunci yaitu Unit Pelaksana Teknis Daerah Perlindungan Perempuan dan Anak (UPTD PPA) yang dibawahi oleh Dinas Pemberdayaan Perempuan, Perlindungan Anak dan Keluarga Berencana (DP3AKB) Kabupaten Sidoarjo

    Model Price Of Non-Conformance (PONC) Untuk Penciptaan Quality Improvement Performance Layanan Administrasi Kependudukan Di Jawa Timur

    Penelitian ini bertujuan memaparkan quality improvement performance dalam pelayanan administrasi kependudukan yang ada di wilayah Jawa Timur dan format prince of non-conformance dalam pelayanan administrasi kependudukan. Data primer yang dikumpulkan dalam penelitian dengan responden sebanyak 600 orang. Setelah data tekumpul kemudian diolah dan dianalisis dengan menggunakan analisis Indeks Kepuasan Masyarakat. Hasil penelitian menunjukan bahwa 1) kepuasan masyarakat Jawa Timur tentang Layanan Kartu Tanda Penduduk (KTP) dan Kartu Keluarga termsuk dalam kategori baik dengan nilai B b(73,73); Layanan Akta Lahir memiliki kategori baik dengan nilai B (70,892). 2), Nilai tersebut belum maksimal karena masih terdapat kesenjangan/gap dalam pelayan prima yang belum diwujudkan, yaitu gap kualitas pelayanan. 3) Price of Non-Conformance (PONC) dalam mendukung kinerja layanan adminduk yang berkualitas masih sangat rendah, yaitu 41,08%. Format PONC yang ada selama ini hanya berupa kotak surat. Untuk pengaduan di media maupun lewat Pusat Pengaduan & Pelayanan Masyarakat masih belum ada sama sekali.
