    Local governments in the United States still rely on real property taxation as a dominant source of revenue. Rather than establish a clear, uniform model of tax collection, the federal government allows each state to develop its own form of governance, resulting in over 150 different tax collection systems within the United States. Unfortunately, not all property taxes are paid, and the county government must seize the delinquent taxpayer\u27s property in order to fulfill the taxpayer\u27s obligation. The Constitution requires the government to give the delinquent taxpayer notice of the pending action. Although recently it appears that the Supreme Court has been increasing the due process requirements for notice before a tax foreclosure sale, the Court has never clearly stated a due process standard for what constitutes constitutionally adequate notice. One of the Court\u27s most recent attempts to provide guidelines for sufficient notice before a tax foreclosure proceeding was Jones v. Flowers, in which the Court sought to answer the question whether due process requires a state to take additional reasonable steps to provide a property owner with notice of a tax sale when a certified mailing notice of the sale is returned with the state unclaimed. This note explores the historical development of the due process notice requirement for tax foreclosure procedures in the United States Supreme Court and Arkansas\u27s development of the notice requirement. Next, this note discusses the Jones case itself, in which in essence, the Court fails to consider the interests of the state in requiring additional steps after the post office returns attempted notice unclaimed without providing some indication of what direction the state should follow to meet the due process requirement. Finally, it analyzes some of the problems with the Jones case as well as some questions the Court leaves unanswered and outlines some of the immediate effects the Court\u27s decision has within the state of Arkansas

    Raising Cultural Awareness in Undergraduate Students through an Online Pen Pal Program

    International written communication networks, such as pen pal programs, help spread cultural awareness by connecting people from around the world. Competent intercultural communication is the foundation for strong global partnerships. It encourages diversity, increases academic achievement, and gives individuals a competitive edge in the global workforce. This study examines changes in the cultural awareness of 50 U.S. undergraduate participants enrolled in an intercultural communication course at a northwestern university after they exchange private, online pen pal letters with 50 international partners from across the globe. The U.S. participants were divided into Group A (test-group) and Group B (control-group) and then a pretest was administered to both groups to assess their cultural awareness before the letter exchange began. The Group A exchange was conducted over a two-week period, after which the U.S. participants were re-tested. The Group B began their exchange after the second test. The results of the tests were analyzed to determine whether the pen pal program increased cultural awareness in the U.S. undergraduate participants. Although no statistical increase was found, a lot of information and data was collected that future researchers and educators can use to develop their own programs

    Dynamic changes in lung microRNA profiles during the development of pulmonary hypertension due to chronic hypoxia and monocrotaline

    <b>Objective</b>: MicroRNAs (miRNAs) are small noncoding RNAs that have the capacity to control protein production through binding "seed" sequences within a target mRNA. Each miRNA is capable of potentially controlling hundreds of genes. The regulation of miRNAs in the lung during the development of pulmonary arterial hypertension (PAH) is unknown.<p></p> <b>Methods and Results</b>: We screened lung miRNA profiles in a longitudinal and crossover design during the development of PAH caused by chronic hypoxia or monocrotaline in rats. We identified reduced expression of Dicer, involved in miRNA processing, during the onset of PAH after hypoxia. MiR-22, miR-30, and let-7f were downregulated, whereas miR-322 and miR-451 were upregulated significantly during the development of PAH in both models. Differences were observed between monocrotaline and chronic hypoxia. For example, miR-21 and let-7a were significantly reduced only in monocrotaline-treated rats. MiRNAs that were significantly regulated were validated by quantitative polymerase chain reaction. By using in vitro studies, we demonstrated that hypoxia and growth factors implicated in PAH induced similar changes in miRNA expression. Furthermore, we confirmed miR-21 downregulation in human lung tissue and serum from patients with idiopathic PAH.<p></p> <b>Conclusion</b>: Defined miRNAs are regulated during the development of PAH in rats. Therefore, miRNAs may contribute to the pathogenesis of PAH and represent a novel opportunity for therapeutic intervention.<p></p&gt

    Quantitative dating of pleistocene deposits of the Kyrenia range, Northern Cyprus : implications for timing, rates of uplift and driving mechanisms

We are grateful for the additional financial support provided by the John Dixon Memorial Fund.The Kyrenia Range underwent tectonically driven uplift during the Pliocene to Pleistocene in response to the interaction of various tectonic processes. To understand the tectonic processes driving the uplift and how this is related to uplift of other areas of the Eastern Mediterranean, uranium-series disequilibrium and optically stimulated luminescence dating were applied to marine and non-marine terrace deposits exposed on the northern flank of the range. Palaeomagnetism and strontium isotope dating were used in conjunction to date the final stages of the marine environment adjacent to the Kyrenia Range prior to major surface uplift. Uplift rates range from >1.2 mm a−1, inferred during the Early Pleistocene, to <0.2 mm a−1during the Late Pleistocene. The new data show that the Kyrenia Range was uplifted contemporaneously with the Troodos Massif in southern Cyprus. The uplift of the Kyrenia Range appears to have been significantly faster than that affecting other comparable regions in the easternmost Mediterranean during the Pleistocene (e.g. Lebanon coast; southern Anatolian plateau). The driving mechanism for the uplift of both the Kyrenia Range and the Troodos Massif is inferred to be the collision of the Eratosthenes Seamount with the Cyprus trench to the south of Cyprus.Publisher PDFPeer reviewe

    Interdye Hole Transport Accelerates Recombination in Dye Sensitized Mesoporous Films

    Charge recombination between oxidized dyes attached to mesoporous TiO2 and electrons in the TiO2 was studied in inert electrolytes using transient absorption spectroscopy. Simultaneously, hole transport within the dye monolayers was monitored by transient absorption anisotropy. The rate of recombination decreased when hole transport was inhibited selectively, either by decreasing the dye surface coverage or by changing the electrolyte environment. From Monte Carlo simulations of electron and hole diffusion in a particle, modeled as a cubic structure, we identify the conditions under which hole lifetime depends on the hole diffusion coefficient for the case of normal (disorder free) diffusion. From simulations of transient absorption and transient absorption anisotropy, we find that the rate and the dispersive character of hole transport in the dye monolayer observed spectroscopically can be explained by incomplete coverage and disorder in the monolayer. We show that dispersive transport in the dye monolayer combined with inhomogeneity in the TiO2 surface reactivity can contribute to the observed stretched electron-hole recombination dynamics and electron density dependence of hole lifetimes. Our experimental and computational analysis of lateral processes at interfaces can be applied to investigate and optimize charge transport and recombination in solar energy conversion devices using electrodes functionalized with molecular light absorbers and catalysts

    Gender differences in pay levels : an examination of the compensation of university presidents

    Our paper studies how gender and organizational status affect a university president’s compensation. Similar to previous findings, we hypothesize that women will receive less pay than men. However, we go beyond a dyadic view of individual differences to examine gender’s impact on compensation, and we explicate the importance of institutional forces in understanding the gender pay gap. In doing so, we rely on organizational status and hypothesize that the gender pay gap will be less pronounced as a university’s status rises. Although we find that the gender pay gap persists within the university president context, we also find that as a university’s status rises, the pay gap declines. Moreover, our findings show that the gender pay gap disappears at higher-status universities. Hence, accounting for where the glass ceiling is broken is an important consideration in understanding the gender pay gap. In sum, by integrating a broader institutional perspective to explain gender differences in pay levels, our paper demonstrates the importance of contextualizing gender to better understand its effects on compensation.https://pubsonline.informs.org/journal/orschj2019Human Resource Managemen
