The 2007 -- 2009 Report describes the approach and structure of the Partnership's State Network and Local School Projects in 10 jurisdictions (CA, DC, GA, IL, KY, LA, NY, OK, TX and VA). The networks were selected primarily based on high levels of childhood obesity, diversity and low income communities.     Knowledge Exchange, Matching, and Agglomeration

    Despite wide recognition of their significant role in explaining sustained grwoth and economic development, uncompensated knowledge spillovers have not yet been fully modeled with a microeconomic foundation. The main purpose of this paper is to illustrate the creation of knowledge as well as its consequences for agglomerative activity in a general-equilibrium search-theoretic framework. Agents, possessing differentiated types of knowledge, search for partners to exchange ideas and create new knowledge in order to improve production efficacy. When individuals' types of knowledge are too diverse, a match is less likely to generate significant innovations. We demonstrate that the extent of agglomeration has significant implications for the patterns of information flows in economies. Further, by simultaneously determining the patterns of knowledge exchange and the spatial agglomeration of an economy we identify additional channels for interaction between agglomerative activity and knowledge exchange. Finally, contrary to previous work on spatial agglomeration, our model suggests that agglomerative environments may be either under-specialized and under-populated or over-specialized and over-populated relative to the social optimum.

    A subdivision-based implementation of non-uniform local refinement with THB-splines

Abstract: Local refinement of spline basis functions is an important process for spline approximation and local feature modelling in computer aided design (CAD). This paper develops an efficient local refinement method for non-uniform and general degree THB-splines(Truncated hierarchical B-splines). A non-uniform subdivision algorithm is improved to efficiently subdivide a single non-uniform B-spline basis function. The subdivision scheme is then applied to locally hierarchically refine non-uniform B-spline basis functions. The refined basis functions are non-uniform and satisfy the properties of linear independence, partition of unity and are locally supported. The refined basis functions are suitable for spline approximation and numerical analysis. The implementation makes it possible for hierarchical approximation to use the same non-uniform B-spline basis functions as existing modelling tools have used. The improved subdivision algorithm is faster than classic knot insertion. The non-uniform THB-spline approximation is shown to be more accurate than uniform low degree hierarchical local refinement when applied to two classical approximation problems
