The Open University Energy and Environment Research Unit has, since its foundation in 1986, focussed on a range of sustainable energy technologies on a variety of scales, from large to small, in the belief that a sustainable energy system will require contributions at all scales. So while we support, for example, the development of microgeneration and improvements in energy efficiency in buildings, we also believe that larger-scale projects, in particular offshore wind and city-wide combined heat and power (CHP), have a major role to play in a sustainable energy future. Third way urban policy and the new moral politics of community: a comparative analysis of Ballymun in Dublin and the Gorbals in Glasgow

Whilst Third Way Urban Policy (TWUP) often associates itself with a kind of anarchic vision of self-regulating and self-reproducing local communities, it can in fact be thought of as a thinly veiled moral crusade targeted towards vulnerable residents in disadvantaged neighbourhoods. Sustainable communities are defined as those who can stand on their own two feet within the terms set down by neo-liberal market economics. When these morally charged crusades fail to connect locally, they have the potential to stir local conflict over who has the authority to judge forms of community life. As third way urban regeneration rolls out across capitalist cities, mapping and accounting for the uneven development of moral conflicts over community is a pressing concern. Focusing upon the ongoing regeneration of two of Europe's most famous social housing estates- Ballymun in north Dublin and the Gorbals in central Glasgow - this paper presents a comparative analysis of the different ways in which moral disputes over community have surfaced in these two neighbourhoods. On the bases of an analyses of both the localisation of TWUP and the prior biographies of both estates, the nature of conflict is shown to be contingent upon who has ownership of the local social capital agenda

Asymptotic Weight Enumerators of Randomly Punctured, Expurgated, and Shortened Code Ensembles

In this paper, we examine the effect of random puncturing, expurgating, and shortening on the asymptotic weight enumerator of certain linear code ensembles. We begin by discussing the actions of the three alteration methods on individual codes. We derive expressions for the average resulting code weight enumerator under each alteration. We then extend these results to the spectral shape of linear code ensembles whose original spectral shape is known, and demonstrate our findings on two specific code ensembles: the Shannon ensemble and the regular (j, k) Gallager ensemble

Experimental determination of stator endwall heat transfer

Local Stanton numbers were experimentally determined for the endwall surface of a turbine vane passage. A six vane linear cascade having vanes with an axial chord of 13.81 cm was used. Results were obtained for Reynolds numbers based on inlet velocity and axial chord between 73,000 and 495,000. The test section was connected to a low pressure exhaust system. Ambient air was drawn into the test section, inlet velocity was controlled up to a maximum of 59.4 m/sec. The effect of the inlet boundary layer thickness on the endwall heat transfer was determined for a range of test section flow rates. The liquid crystal measurement technique was used to measure heat transfer. Endwall heat transfer was determined by applying electrical power to a foil heater attached to the cascade endwall. The temperature at which the liquid crystal exhibited a specific color was known from a calibration test. Lines showing this specific color were isotherms, and because of uniform heat generation they were also lines of nearly constant heat transfer. Endwall static pressures were measured, along with surveys of total pressure and flow angles at the inlet and exit of the cascade

Since their inception in the 1950s, video games have come a long way; with that advancement came more popularity, a growing demand, and an evolving culture. The first person shooter (FPS) video game genre and the competitive scene that was born out of it is an ideal case study to analyze this change over time. To understand how video games became so popular, one must examine their history: specifically, their development, impacts the games have had on society, and economic trajectories. Similar to traditional professional sports, video games experienced a cultural shift around their lucrative profit margins and unfolding professionalization of gamers as entertainers/athletes. Professional gaming started in the 1980s, where 10,000 participants competed in the Space Invaders Championship. Since then, video games evolved from being a casual past time to a career for some gamers. The resulting professional gaming community has attracted the attention of wealthy businessman, including a disproportionate number of iconic sports names, including the New York Yankees, Golden State Warriors, Magic Johnson, and Robert Kraft, who have all bought into eSports. All of this is possible due to advancement in technology and significantly improved graphics which allows game developers to increase the amount of content and quality of their games. Without continual advancement in these areas, gamers start to lose interest, which means no economic and societal growth. For example, games released in the early 2000s such as Counter Strike, World of Warcraft, and Halo have utilized online features to allow players to compete with whoever they want from the comfort of home, making it easier than ever for gamers to hone their skills against others. Today, constant updates and new titles are now the norm for successful video game companies; marking this particular industry and accompanying culture as a microcosm for global society at large

The Unjust Selection of Justice Professionals: Balancing Fairness for Police Officer Applicants and the Potential Citizens They Will Serve

This paper examines the effects on the community when its police officers are held to different physical standards based upon their sex. Through a Platonic analysis of the modern day guardians of the city, it can be seen that the community is deprived of the strongest and best police force when the department compensates individuals based upon a weakness that thier class of applicants possesses. This process proves to be unfair to both the applicants and to the citizens they may subsequently serve
