    Depuis les amendements de 2007 Ă  la Loi sur les valeurs mobiliĂšres, le domaine de l’action collective a connu une incroyable croissance et a dĂ» faire face Ă  de multiples dĂ©fis afin de s’adapter Ă  ce secteur. S’étant construit au fil des annĂ©es par la jurisprudence et surtout par les interprĂ©tations des tribunaux canadiens, l’action collective au QuĂ©bec jouit aujourd’hui d’un encadrement solide et d’une rĂ©putation internationale. Il aura fallu un travail titanesques d’interprĂ©tation et d’analyse de la part des praticiens quĂ©bĂ©cois pour en arriver Ă  un consensus clair et bien Ă©tabli concernant la seule Ă©tape de l’autorisation. Ayant connu de nombreux soubresauts notamment quant Ă  cette Ă©tape, mais Ă©galement quant Ă  bien d’autres aspects de l’action collective, la jurisprudence quĂ©bĂ©coise, ontarienne et britannocolombienne est venue, graduellement et Ă  son rythme, rĂ©pondre Ă  ces nombreuses interrogations pour nous apporter le recours dont nous disposons aujourd’hui.Since the 2007 amendments to the Securities Act, the area of class actions has grown tremendously and has faced many challenges to adapt to the securities industry. Class action in Quebec has been built over the years by jurisprudence and, above all, by the interpretations of the Canadian courts and now enjoys a solid framework and an international reputation. This reputation is due to the monumental work of interpretation and analysis of QuĂ©bec practitioners and judges. It took a little less than ten years to achieve a clear and well-established consensus on the only step of authorization. The Quebec, Ontario, Alberta and British Columbia jurisprudence, having experienced many upsets notably about the authorization, but also in many other aspects of the class actions, has come, gradually and at its own pace, to respond to these questions to bring us the recourse we have today

    Capacity expansion in liberalized electricity markets with locational pricing and renewable energy investments.

    We study the long-term incentives for expanding production capacity in liberalized electricity markets. How does electricity market design affect the prices of energy, capacity and social welfare? And how is this capacity market affected by the geographical features of the electricity market? Should the system operator design the capacity market to provide incentives for investment in renewable technologies? We analyze the conditions under which capacity payments and markets enable higher investment relative to an energy-only market in which generators sell electricity but not capacity. We show that capacity markets benefit consumers and investors by increasing investment and reliability and capping peak prices. We prove that generators benefit from owning a portfolio of peak and baseload plants and show that investment strategies must consider regional capacity auctions. We demonstrate that a capacity payment per technology increases investment in renewable technologies and leads to the early retirement of older, carbon-emitting technologies. Regional capacity investment targets effectively decrease energy prices and significantly increase investment in renewable technologies

    Type‐Preserving CPS Translation of Σ and Π Types is Not Not Possible

    International audienceDependently typed languages like Coq are used to specify and prove functional correctness of source programs,but what we ultimately need are guarantees about correctness of compiled code. By preserving dependenttypes through each compiler pass, we could preserve source-level specifications and correctness proofs intothe generated target-language programs. Unfortunately, type-preserving compilation of dependent types isnontrivial. In 2002, Barthe and Uustalu showed that type-preserving CPS is not possible for languages likeCoq. Specifically, they showed that for strong dependent pairs (ÎŁ types), the standard typed call-by-name CPSis not type preserving. They further proved that for dependent case analysis on sums, a class of typed CPStranslations—including the standard translation—is not possible. In 2016, Morrisett noticed a similar problemwith the standard call-by-value CPS translation for dependent functions (Π types). In essence, the problem isthat the standard typed CPS translation by double-negation, in which computations are assigned types of theform (A → ⊄) → ⊄, disrupts the term/type equivalence that is used during type checking in a dependentlytyped language.In this paper, we prove that type-preserving CPS translation for dependently typed languages is not notpossible. We develop both call-by-name and call-by-value CPS translations from the Calculus of Constructionswith both Π and ÎŁ types (CC) to a dependently typed target language, and prove type preservation andcompiler correctness of each translation. Our target language is CC extended with an additional equivalencerule and an additional typing rule, which we prove consistent by giving a model in the extensional Calculus ofConstructions. Our key observation is that we can use a CPS translation that employs answer-type polymorphism,where CPS-translated computations have type ∀α.(A → α) → α. This type justifies, by a free theorem,the new equality rule in our target language and allows us to recover the term/type equivalences that CPStranslation disrupts. Finally, we conjecture that our translation extends to dependent case analysis on sums,despite the impossibility result, and provide a proof sketch

    Phenotypes associated with genetic determinants of type I interferon regulation in the UK Biobank:a protocol

    BACKGROUND: Type I interferons are cytokines involved in innate immunity against viruses. Genetic disorders of type I interferon regulation are associated with a range of autoimmune and cerebrovascular phenotypes. Carriers of pathogenic variants involved in genetic disorders of type I interferons are generally considered asymptomatic. Preliminary data suggests, however, that genetically determined dysregulation of type I interferon responses is associated with autoimmunity, and may also be relevant to sporadic cerebrovascular disease and dementia. We aim to determine whether functional variants in genes involved in type I interferon regulation and signalling are associated with the risk of autoimmunity, stroke, and dementia in a population cohort.METHODS: We will perform a hypothesis-driven candidate pathway association study of type I interferon-related genes using rare variants in the UK Biobank (UKB). We will manually curate type I interferon regulation and signalling genes from a literature review and Gene Ontology, followed by clinical and functional filtering. Variants of interest will be included based on pre-defined clinical relevance and functional annotations (using LOFTEE, M-CAP and a minor allele frequency &lt;0.1%). The association of variants with 15 clinical and three neuroradiological phenotypes will be assessed with a rare variant genetic risk score and gene-level tests, using a Bonferroni-corrected p-value threshold from the number of genetic units and phenotypes tested. We will explore the association of significant genetic units with 196 additional health-related outcomes to help interpret their relevance and explore the clinical spectrum of genetic perturbations of type I interferon.ETHICS AND DISSEMINATION: The UKB has received ethical approval from the North West Multicentre Research Ethics Committee, and all participants provided written informed consent at recruitment. This research will be conducted using the UKB Resource under application number 93160. We expect to disseminate our results in a peer-reviewed journal and at an international cardiovascular conference.</p

    The 3D-Transition study : objectives, methods, and implementation of an innovative planned missing data design

    The prevalence of mental health problems represents a significant burden on school and community health resources as early as preschool. Reducing this burden requires a better understanding of the developmental mechanisms linking children’s early vulnerabilities with mental health after the transition to formal schooling. The 3D-Transition study (2017-2021; ClinicalTrials.org ID: NCT04873518) follows 939 participants from a pregnancy cohort in QuĂ©bec (Canada) as they transition to kindergarten and first grade to examine these mechanisms. Biannual assessments include questionnaires from two parents as well as teachers, parent-child observations, anthropometric measurements, and age-sensitive cognitive assessments. Salivary cortisol is also collected on 11 days over a 16-month period in a subsample of 384 participants to examine possible changes in child salivary cortisol levels across the school transition, and their role in difficulties observed during the transition. A combination of planned missing data designs is implemented to reduce participant burden, where incomplete data is collected without introducing bias after the use of multiple imputation. The 3D-Transition study will contribute to an evidence-based developmental framework of child mental health from pregnancy to school age. In turn, this framework can help inform prevention programs delivered in health care settings during pregnancy, childcare centers, preschools, and schools

    Perspectives of healthcare workers on the integration of overdose detection technologies in acute care settings

    Abstract Background People who use drugs (PWUD) face disproportionately high rates of hospitalizations and patient-initiated discharge (leaving against medical advice), explained by a combination of stigma, withdrawal, judgment, blame, and improper pain management. In addition, evidence has shown that despite abstinence-based policies within healthcare settings, PWUD continue to use their substances in healthcare environments often hidden away from hospital staff, resulting in fatalities. Various novel overdose detection technologies (ODTs) have been developed with early adoption in a few settings to reduce the morbidity and mortality from risky substance use patterns within healthcare environments. Our study aimed to gain the perspectives of healthcare workers across Canada on implementing ODTs within these settings. Method We used purposive and snowball sampling to recruit 16 healthcare professionals to participate in semi-structured interviews completed by two evaluators. Interview transcripts were analyzed using thematic analysis to identify key themes and subthemes. Results Participants recognized ODTs as a potentially feasible solution for increasing the safety of PWUD in healthcare settings. Our results suggest the mixed ability of these services to decrease stigma and build rapport with PWUD. Participants further highlighted barriers to implementing these services, including pre-established policies, legal recourse, and coordination of emergency responses to suspected overdoses. Lastly, participants highlight that ODTs should only be one part of a multifaceted approach to reducing harm in healthcare settings and could currently be integrated into discharge planning. Conclusion Healthcare professionals from across Canada found ODTs to be an acceptable intervention, but only as part of a larger suite of harm reduction interventions to reduce the harms associated with illicit drug use in healthcare settings. In contrast, participants noted institutional policies, stigma on behalf of healthcare workers and leadership would present significant challenges to their uptake and dissemination

    Effects of chloride ions in acid-catalyzed biomass dehydration reactions in polar aprotic solvents

    The use of polar aprotic solvents in acid-catalyzed biomass conversion reactions can lead to improved reaction rates and selectivities. We show that further increases in catalyst performance in polar aprotic solvents can be achieved through the addition of inorganic salts, specifically chlorides. Reaction kinetics studies of the Brþnsted acid-catalyzed dehydration of fructose to hydroxymethylfurfural (HMF) show that the use of catalytic concentrations of chloride salts leads to a 10-fold increase in reactivity. Furthermore, increased HMF yields can be achieved using polar aprotic solvents mixed with chlorides. Ab initio molecular dynamics simulations (AIMD) show that highly localized negative charge on Cl− allows the chloride anion to more readily approach and stabilize the oxocarbenium ion that forms and the deprotonation transition state. High concentrations of polar aprotic solvents form local hydrophilic environments near the reactive hydroxyl group which stabilize both the proton and chloride anions and promote the dehydration of fructose

    On the Limited Role of Electronic Support Effects in Selective Alkyne Hydrogenation: A Kinetic Study of Au/MO\u3csub\u3ex\u3c/sub\u3e Catalysts Prepared from Oleylamine-Capped Colloidal Nanoparticles

    We report a quantitative kinetic evaluation and study of support effects for partial alkyne hydrogenation using oleylaminecapped Au colloids as catalyst precursors. The amine capping agents can be removed under reducing conditions, generating supported Au nanoparticles of ~2.5 nm in diameter. The catalysts showed high alkene selectivity (\u3e90%) at all conversions during alkyne partial hydrogenation. Catalytic activity, observed rate constants, and apparent activation energies (25– 40 kJ/mol) were similar for all Au catalysts, indicating support effects are relatively small. Alkyne adsorption, probed with FTIR and DFT, showed adsorption on the support was associated with hydrogen-bonding interactions. DFT calculations indicate strong alkyne adsorption on Au sites, with the strongest adsorption sites at the metal-support interface (MSI). The catalysts had similar hydrogen reaction orders (0.7–0.9), and 1- octyne reaction orders (~ 0.2), suggesting a common mechanism. The reaction kinetics are most consistent with a mechanism involving the non-competitive activated adsorption of H2 on an alkyne-covered Au surface
