    Atmospheric Turbulence Compensation of Point Source Images Using Asynchronous Stochastic Parallel Gradient Descent Technique on AMOS 3.6 m Telescope

    The Stochastic Parallel Gradient Descent Technique-based Adaptive Optics (SPGD-AO) system described in this presentation does not use a conventional wavefront sensor. It uses a metric signal collected by a single pixel detector placed behind a pinhole in the image plane to drive three deformable mirrors (DMs). The system is designed to compensate the image for turbulence effects. The theory behind this method is described in detail in [1]. However this technique, while widely simulated and tested in the laboratory, was not yet verified in astronomical field site experiments. During the month of May 2007, a series of experiments with SPGD-AO compensation on stars at several elevation angles and turbulence levels were conducted successfully at the US Air Force Maui Optical and Supercomputing Site (AMOS) using the 3.6 m telescope. Some of the results of these experiments are described in this paper. This is the first time SPGD-AO systems have been tested and verified in astronomical field site experiments

    Characterization of Atmospheric Turbulence Effects Over 149 km Propagation Path Using Multi-Wavelength Laser Beacons

    We describe preliminary results of a set of laser beam propagation experiments performed over a long (149 km) near-horizontal propagation path between Mauna Loa (Hawaii Island) and Haleakala (Island of Maui) mountains in February 2010. The distinctive feature of the experimental campaign referred to here as the Coherent Multi-Beam Atmospheric Transceiver (COMBAT) experiments is that the measurements of the atmospheric-turbulence induced laser beam intensity scintillations at the receiver telescope aperture were obtained simultaneously using three laser sources (laser beacons) with different wavelengths (λ1 = 0.53 Όm, λ2 = 1.06 Όm, and λ3 = 1.55 Όm). The presented experimental results on intensity scintillation characteristics reveal complexity of the observed phenomena that cannot be fully explained based on the existing atmospheric turbulence models

    Comparison of Turbulence-Induced Scintillations for Multi-Wavelength Laser Beacons Over Tactical (7 km) and Long (149 km) Atmospheric Propagation Paths

    We report results of the experimental analysis of atmospheric effects on laser beam propagation over two distinctive propagation paths: a long-range (149 km) propagation path between Mauna Loa (Island of Hawaii) and Haleakala (Island of Maui) mountains, and a tactical-range (7 km) propagation path between the roof of the Dayton Veterans Administration Medical Center (VAMC) and the Intelligent Optics Laboratory (IOL/UD) located on the 5th floor of the University of Dayton College Park Center building. Both testbeds include three laser beacons operating at wavelengths 532 nm, 1064 nm, and 1550 nm and a set of identical optical receiver systems with fast-framing IR cameras for simultaneous measurements of pupil and focal plane intensity distributions. The results reported here are focused on analysis of intensity scintillations that were simultaneously measured at three wavelengths. Comparison of experimental results shows significant differences in the physics of atmospheric turbulence impact on laser beam propagation over the long- and tactical-range distances

    In the context of contemporary analyses of the Europe Union as a post-democratic form of economic governance, this article explores the (ordo)liberal character of monetary union as a regime of imposed liberty. The argument holds that rather than forcing the member states into retreat, the economic constitution of Europe strengthens their liberal foundation, securing their utility as the organised force of a mode of social reproduction founded on free labour. It develops the character of the liberal state as the political form of a free market economy with reference to Adam Smith’s classical political economy and the German ordoliberal tradition, which calls for a rule-based system of federated forms of economic governance to secure a free labour economy in conditions of mass democratic aspirations for a freedom from want. It explores the rationale of the ordoliberal distinction between the liberal character and the democratic character of the state and, in this context, assesses the meaning of liberal democracy in a post-democratic Eurozone

    Coalition theories: empirical evidence for dutch municipalities

    The paper analyzes coalition formation in Dutch municipalities. After discussing the main features of the institutional setting, several theories are discussed, which are classified as size oriented, policy oriented and actor oriented models. A test statistic is proposed to determine the predictive power of these models. The empirical analysis shows that strategic positions as well as some of the distinguished preferences are important in the setting of Dutch municipalities. Especially, the dominant minimum number principle yields highly significant results for coalition formations in the period 1978–1986

    Turnout and Closeness: Evidence from 60 Years of Bavarian Mayoral Elections

    One prediction of the calculus of voting is that electoral closeness positively affects turnout via a higher probability of one vote being decisive. I test this theory with data on all mayoral elections in the German state of Bavaria between 1946 and 2009. Importantly, I use constitutionally prescribed two-round elections to measure electoral closeness and thereby improve on existing work that mostly uses ex- post measures that are prone to endogeneity. The results suggest that electoral closeness matters: A one standard deviation increase in close- ness increases turnout by 1.68 percentage points, which corresponds to 1 6 of a standard deviation in this variable. I also evaluate how other factors like electorate size or rain on election day affect turnout differentially depending on the closeness of the race

    Am empirical comparison of the performance of classical power indices

    Power indices are general measures of the relative voting power of individual members of a voting body. They are useful in helping understand and design voting bodies particularly those which employ weighted voting, in which different members having different numbers of votes. It is well known that in such bodies a member's voting power, in the sense of their capacity to affect the outcomes of votes called, rarely corresponds to the actual number of votes allocated to him. Many voting bodies for which this is an important consideration exist: examples include international organisations (notably the World Bank, the IMF, the European Union), the US presidential Electoral College and corporations in which votes are proportionate to stockholdings. Two classical power indices dominate the literature: the Shapley-Shubik index and the Banzhaf index (also known by other names). Both are based on the idea that a member's power depends on the relative number of times they can change a coalition from losing to winning by joining it and adding their vote. They may be defined in probabilistic terms as the probability of being able to swing the result of a vote, where all possible outcomes are taken as equiprobable. The indices differ however in the way they count voting coalitions. In probabilistic terms they use different coalition models and therefore differ in precisely what is meant by equiprobable outcomes. The indices have been used in a number of empirical applications but their relative performance has remained an open question for many years, a factor, which has hindered the wider acceptance of the approach. Where both the indices have been used for the same case, they have often given different results, sometimes substantially so, and theoretical studies of their properties have not been conclusive. There is therefore a need for comparative testing of their relative performance in practical contexts. Very little work of this type has been done however for a number of reasons: lack of independent indicators of power in actual voting bodies with which to compare them, difficulties in obtaining consistent data on a voting body over time with sufficient variation in the disposition of votes among members of actual legislatures and the lack of independent criteria against which the results of the indices may be judged. It has also been hampered to some extent by lack of easily available algorithms for computing the indices in large games. This paper assesses the indices against a set of reasonable criteria in terms of shareholder voting power and the control of the corporation in a large cross section of British companies. Each company is a separate voting body and there is much variation in the distribution of voting shares among them. Moreover reasonable criteria exist against which to judge the indices. New algorithms for the Shapley-Shubik and Banzhaf indices are applied to detailed data on beneficial ownership of 444 large UK companies without majority control. Because some of the data is missing, both finite and oceanic games of shareholder voting are studied to overcome this problem. The results, judged against these criteria, are unfavorable to the Shapley-Shubik index and suggest that the Banzhaf index much better reflects the variations in the power of shareholders between companies as the weights of shareholder blocks vary
