Archival of Poker Flat MST radar data
The Poker Flat MST (mesosphere stratosphere troposphere) radar has operated from early 1979 to 1985. The data recorded during that time resides on some 1100 magnetic tapes. A second set containing only the derived parameters of velocity, width and signal to noise of the primary echo at each height, plus the noise spectra, occupies another 250 tapes. While processing to generate the compressed data set does correct some known errors, no attempt has been made to identify or remove spurious echoes. Because the Poker Flat data set is such a unique and valuable resource, a proposal is made to archive the data in forms more useful for analysis. The archived data set would contain only the parameters for significant echoes with contamination from airplanes, unwanted ionospheric returns, frequently aliased Doppler signals and other sources removed. The archived set should be as good or better than the example shown and may occupy only 25 to 50 tapes

Cap and Dividend: How to Curb Global Warming While Protecting the Incomes Of American Families
This essay examines the distributional effects of a “cap-and-dividend” policy for reducing carbon emission in the United States: a policy that auc-tions carbon permits and rebates the revenue to the public on an equal per capita basis. The aim of the policy is to reduce U.S. emissions of carbon dioxide, the main pollutant causing global warming, while at the same time protect-ing the real incomes of middle-income and lower-income American families. The number of permits is set by a statutory cap on carbon emissions that gradually diminishes over time. The sale of carbon permits will generate very large revenues, posing the critical question of who will get the money. The introduction of car-bon permits – or, for that matter, any policy to curb emissions – will raise prices of fossil fuels, and have a regressive impact on income distri-bution, since fuel expenditures represent a lar-ger fraction of income for lower-income households than for upper-income households. The net effect of carbon emission-reduction policies depends on who gets the money that households pay in higher prices. We find that a cap-and-dividend policy would have a strongly progressive net effect. Moreover, the majority of U.S. households would be net winners in purely monetary terms: that is, their real incomes, af-ter paying higher fuel prices and receiving their dividends, would rise. From the standpoints of both distributional equity and political feasibil-ity, a cap-and-dividend policy is therefore an attractive way to curb carbon emissions

Direct measurements of the polarization of terrestrial kilometric radiation from Voyagers 1 and 2
Terrestrial radiation measurements obtained with planetary radio astronomy experiments on Voyager-1 and 2 during the early portions of each flight show the signals to be predominantly left-hand circularly polarized. Since these emissions were most probably generated above the Northern Hemisphere auroral zone, it is concluded that the radiation is emitted primarily in the extraordinary mode
Synoptic observations of Jupiter's radio emissions: Average Statistical properties observed by Voyager
Observations of Jupiter's low frequency radio emissions collected over one month intervals before and after each Voyager encounter were analyzed. Compilations of occurrence probability, average power flux density and average sense of circular polarization are presented as a function of central meridian longitude, phase of Io, and frequency. The results are compared with ground based observations. The necessary geometrical conditions are preferred polarization sense for Io-related decametric emission observed by Voyager from above both the dayside and nightside hemispheres are found to be essentially the same as are observed in Earth based studies. On the other hand, there is a clear local time dependence in the Io-independent decametric emission. Io appears to have an influence on average flux density of the emission down to below 2 MHz. The average power flux density spectrum of Jupiter's emission has a broad peak near 9MHz. Perinuclear antineutrophil cytoplasmic antibodies (pANCA) previously have been shown to be serum markers in dogs with chronic enteropathies, with dogs that have food‐responsive disease (FRD) having higher frequencies of seropositivity than dogs with steroid‐responsive disease (SRD). The indirect immunofluorescence (IIF) assay used in previous publications is time‐consuming to perform, with low interobserver agreement. Delivery of Hepatotrophic Factors Fails to Enhance Longer-Term Survival of Subcutaneously Transplanted Hepatocytes
Tissue engineering approaches have been investigated as a strategy for hepatocyte transplantation; however the death of a majority of transplanted cells critically limits success of these approaches. In a previous study, a transient increase in hepatocyte survival was achieved through delivery of vascular endothelial growth factor (VEGF) from the porous polymer scaffold utilized for cell delivery. To enhance longer-term survival of the hepatocytes, this delivery system was modified to additionally deliver epidermal growth factor (EGF) and hepatocyte growth factor (HGF) in a sustained manner. Hepatocytes were subcutaneously implanted in SCID mice on scaffolds containing EGF and/or HGF, in addition to VEGF, and survival was monitored for two weeks. A short-term enhancement of hepatocyte survival was observed after one week and is attributed to VEGF-enhanced vascularization, which was not altered by EGF or HGF. Surprisingly, long-term hepatocyte engraftment was not improved, as survival declined to the level of control conditions for all growth factor combinations after two weeks. This investigation indicates that the survival of hepatocytes transplanted into heterotopic locations is dependent on multiple signals. A case–control study of incident rheumatological conditions following acute gastroenteritis during military deployment
Objectives The aim of this study was to assess the risk of incident rheumatological diagnoses (RD) associated with self-reported diarrhoea and vomiting during a first-time deployment to Iraq or Afghanistan. Such an association would provide evidence that RD in this population may include individuals with reactive arthritis (ReA) from deployment-related infectious gastroenteritis. Design This case–control epidemiological study used univariate and multivariate logistic regression to compare the odds of self-reported diarrhoea/vomiting among deployed US military personnel with incident RD to the odds of diarrhoea/vomiting among a control population. Setting We analysed health records of personnel deployed to Iraq or Afghanistan, including responses on a postdeployment health assessment and medical follow-up postdeployment. Participants Anonymous data were obtained from 891 US military personnel with at least 6 months of medical follow-up following a first-time deployment to Iraq or Afghanistan in 2008–2009. Cases were defined using International Classification of Diseases, Ninth Revision, Clinical Modification (ICD-9-CM) diagnosis codes; controls had an unrelated medical encounter and were representative of the study population. Main outcome measures The primary measure was an association between incident RD and self-reported diarrhoea/vomiting during deployment. A secondary measure was the overall incidence of RD in this population. Results We identified 98 cases of new onset RD, with a total incidence of 161/100 000 persons. Of those, two participants had been diagnosed with Reiter\u27s diseasei (3.3/100 000 persons) and the remainder with non-specific arthritis/arthralgia (157.5/100 000 persons). The OR for acute diarrhoea was 2.67 (p=0.03) after adjusting for important covariates. Conclusions Incident rheumatological conditions, even those classified as ‘non-specific,’ are significantly associated with prior severe diarrhoea in previously deployed military personnel, potentially indicating ReA and need for preventive measures to reduce diarrhoeagenic bacterial exposures in military personnel and other travellers to the developing regions
