    Disentangling the complexity of permafrost soil by using high resolution profiling of microbial community composition, key functions and respiration rates

    Thawing permafrost can stimulate microbial activity, leading to faster decomposition of formerly preserved organic matter and CO2 release. Detailed knowledge about the vertical distribution of the responsible microbial community that is changing with increasing soil depth is limited. In this study, we determined the microbial community composition from cores sampled in a high Arctic heath at Svalbard, Norway; spanning from the active layer (AL) into the permafrost layer (PL). A special aim has been on identifying a layer of recently thawed soil, the transition zone (TZ), which might provide new insights into the fate of thawing permafrost. A unique sampling strategy allowed us to observe a diverse and gradually shifting microbial community in the AL, a Bacteroidetes dominated community in the TZ and throughout the PL, a community strongly dominated by a single Actinobacteria family (Intrasporangiaceae). The contrasting abundances of these two taxa caused a community difference of about 60%, just within 3 cm from TZ to PL. We incubated subsamples at about 5°C and measured highest CO2 production rates under aerobic incubations, yet contrasting for five different layers and correlating to the microbial community composition.     Is an independent Scottish electricity system good for renewable energy and Scotland?

    At the beginning of 2013 five academics from different UK universities published a paper on the prospects for renewable energy in the context of the debate about Scottish independence (Toke et al 2013). The conclusion was that it would likely be rather more expensive to reach the Scottish Government’s renewable energy targets in the case of an independent Scotland as opposed to Scotland remaining within the Union. Since the paper was published, there have been significant developments in UK electricity policy, and as a result we now wish to adjust our conclusions with respect to the prospects for renewables in the case of Scottish independence, or ‘devo plus’ circumstances, where Scotland has an independently managed and financed electricity system. In short, we now suggest that with a UK nuclear new build programme going ahead, an independent Scottish electricity system could deliver the Scottish renewable electricity target at lower electricity prices for the consumer than if this was achieved as part of the continued union of the electricity system between Scotland and the rest of the UK

    Identifying predictors of attitudes towards local onshore wind development with reference to an English case study

    The threats posed by climate change are placing governments under increasing pressure to meet electricity demand from low-carbon sources. In many countries, including the UK, legislation is in place to ensure the continued expansion of renewable energy capacity. Onshore wind turbines are expected to play a key role in achieving these aims. However, despite high levels of public support for onshore wind development in principle, specific projects often experience local opposition. Traditionally this difference in general and specific attitudes has been attributed to NIMBYism (not in my back yard), but evidence is increasingly calling this assumption into question. This study used multiple regression analysis to identify what factors might predict attitudes towards mooted wind development in Sheffield, England. We report on the attitudes of two groups; one group (target) living close to four sites earmarked for development and an unaffected comparison group (comparison). We found little evidence of NIMBYism amongst members of the target group; instead, differences between general and specific attitudes appeared attributable to uncertainty regarding the proposals. The results are discussed with respect to literature highlighting the importance of early, continued and responsive community involvement in combating local opposition and facilitating the deployment of onshore wind turbines.     Rescaling the governance of renewable energy: lessons from the UK devolution experience.

    Efforts to rescale governance arrangements to foster sustainable development are rarely simple in their consequences, an out-turn examined in this paper through an analysis of how the governance of renewable energy in the UK has been impacted by the devolution of power to Northern Ireland, Scotland and Wales. Theoretically, attention is given to the ways in which multiple modes of governing renewable energy, and the interactions between modes and objects of governance, together configure the scalar organization of renewable energy governance. Our findings show how the devolved governments have created new, sub-national renewable energy strategies and targets, yet their effectiveness largely depends on UK-wide systems of subsidy. Moreover, shared support for particular objects of governance-large-scale, commercial electricity generation facilities-has driven all the devolved government to centralize and expedite the issuing of consents. This leads to a wider conclusion. While the level at which environmental problems are addressed can affect how they are governed, what key actors believe about the objects of governance can mediate the effects of any rescaling processes

    Sub-national government and pathways to sustainable energy.

    In an effort to understand how to promote more sustainable forms of energy provision, researchers have begun addressing the scale of political and governance processes, yet the effects of sub-national government remain neglected. At the same time, analysts of political devolution, decentralisation and independence have rarely given attention to the energy sector. Papers in this special issue seek to better understand the relationship between sub-national government and pathways to sustainable energy: examining how city-regional and devolved governments have shaped agendas for building retrofit; elucidating the importance of decentralised governance in knitting together electricity, heat and transport energy markets; mapping the complex, fuzzy spatial organisation of legal powers to direct energy policy across multi-level polities; and analysing conflicts over the allocation of energy infrastructure consenting powers between national and devolved governments. The papers highlight the interdependencies of action in different governmental arenas, and reinforce arguments for greater central-to-local reflexivity in governance styles. Analysing the interface between sub-national government and energy transition also raises new questions about the meaning of 'sovereignty', the fragmentary nature of democratic control over energy systems, and the effects of boundaries
