    How Do Retirees Value Life Annuities? Evidence from Public Employees

    Economists have long been puzzled by the low demand for life annuities. To shed new light on this puzzle, we study payout choices in the Oregon Public Employees Retirement System, where each retiree must choose between a lump sum and a life annuity. Notably, the average life annuity we study is better than actuarially fair when compared to the lump sum and 85% of retirees choose the life annuity. Whether and how retirees respond to variation in the value of life annuity payments depends crucially on the source of variation. We find strong evidence that demand responds to variation in retiree characteristics. In contrast, we find little evidence that demand responds to plausibly exogenous variation in annuity pricing, which is economically meaningful but less salient. Finally, we find robust evidence that demand for the lump sum increases with recent equity market returns and other salient measures of investor sentiment.

    Seasonal Distribution of Phytoplankton Biomass in a Nearshore Area of the Central Basin of Lake Erie, 1975-1976

    Author Institution: Great Lakes Laboratory, State University College at BuffaloSamples for the analysis of seasonal distribution of phytoplankton biomass were collected on 10 occasions between July 1975 and June 1976. Samples were taken from 3 depths in the euphotic zone at 5 nearshore stations in Lake Erie near Ashtabula, Ohio. A bimodal pattern of distribution was observed with fall and spring maxima and the dominance of Bacillariophyceae. Although the maxima were equal in magnitude, the fall peak was longer in duration and was dominated by Stephanodiscus niagarae and Pediastrum simplex. The spring biomass peak was observed on a single collection date and was composed principally of Stephanodiscus niagarae, Skeletonema subsalsum, Melosira italica and Cyclotella sp. The Cryptophyta were common throughout the study while representatives of the Cyanophyta and Pyrrhophyta were only abundant in a single collection.     Auto-Enrollment Retirement Plans for the People: Choices and Outcomes in OregonSaves

    Oregon recently launched an automatic-enrollment retirement savings program for private sector workers who lack access to other workplace retirement plans. We analyze participation choices, account balances, and inflow/outflow data using administrative records between August 2018 and April 2020. Within the small to mid-sized firms served by OregonSaves, estimated average after-tax earnings are low (2,365permonth)andturnoverratesarehigh(38.22,365 per month) and turnover rates are high (38.2% per year). We find that younger employees and employees in larger firms are less likely to opt out, but that participation rates fall over time. The most common reason given for opting out is “I can’t afford to save at this time,” but the second most common is “I have my own retirement plan.” At the end of April 2020, 67,731 accounts had positive account balances, holding 51.1 million in total assets. The average balance is $754, but there is considerable dispersion, with younger workers accumulating the fewest assets due to higher rates of job turnover. Overall, we conclude that OregonSaves has meaningfully increased employee savings by reducing search costs. The 34.3% of workers with positive account balances in April 2020 is comparable to the marginal increase in participation at larger firms in the private sector. Nevertheless, there are significant constraints to the savings that auto-enrollment savings plans can achieve when provided to workers in industries and firms with low wages, volatile wages, and high turnover. Our evidence suggests that employees who are opting out of OregonSaves are often doing so for rational reasons

    The Need for Advanced Cardiac Life Support Certification for Open-Water Lifeguards at Huntington Beach, CA

    The number of people visiting U.S. beaches increased in 2007 to more than 240 million people. This increase in activities does not come without danger. Lifeguards maintain beach safety, but little research is available to assist us in determining appropriate certification levels for lifeguards. The authors analyzed various injuries that occurred in the open-water environment of Huntington Beach, CA. Based on the nature of the injuries, they attempted to determine the level of training lifeguards needed. The vast majority of injuries (99%) were soft-tissue injuries, musculoskeletal injuries, or environmental injuries. It was felt that lifeguards with first-aid and basic-life-support (BLS) -level training were able to handle these injuries adequately and that advanced cardiac life support (ACLS) was not necessary. Injuries that happened at Huntington Beach primarily required lifeguards with first-aid and BLS training. It does not seem necessary that all open-water lifeguards be trained in ACLS

    Stocker cattle grazing warm season perennial grasses is an important economic activity in the southern Great Plains. Substantial increases in the price of nitrogen fertilizer is negatively affecting forage producers’ profitability. Two alternative nitrogen management systems that use annual and perennial legumes have been developed for bermudagrass pastures. The goal of the study is to determine if the legumes systems are more profitable than the conventional practice of applying synthetic sources of nitrogen.     Endogenous Popularity: How Perceptions of Support Affect the Popularity of Authoritarian Regimes

    Being popular makes it easier for dictators to govern. A growing body of scholarship therefore focuses on the factors that influence authoritarian popularity. However, it is possible that the perception of popularity itself affects incumbent approval in autocracies. We use framing experiments embedded in four surveys in Russia to examine this phenomenon. These experiments reveal that manipulating information—and thereby perceptions—about Russian President Vladimir Putin’s popularity can significantly affect respondents’ support for him. Additional analyses, which rely on a novel combination of framing and list experiments, indicate that these changes in support are not due to preference falsification, but are in fact genuine. This study has implications for research on support for authoritarian leaders and defection cascades in nondemocratic regimes.publishedVersio

    Little is known about themating system of the common wall lizard Podarcis muralis. Behavioural and observational data have demonstrated that females frequently mate with multiple males. However, the possible occurrence of multiple paternity has never been investigated. By using microsatellite paternity analysis in a wild population, we document this species indeed mate promiscuously and these matings resulted in multiple paternity in at least 87% of the clutches examined. We recently reported an innovative technique using a stapled porcine pericardial bioconduit for immediate vascular reconstruction in emergency. The objective of this study is to compare the growth and adherence to grafts of bacteria and yeast incubated with stapled porcine pericardium, sutured or naked pericardium. One square centimeter of porcine pericardial patches, with or without staples or sutures, was incubated with 10 &lt;sup&gt;5&lt;/sup&gt; colony forming units of Escherichia coli, Staphylococcus aureus, Staphylococcus epidermidis, and Candida albicans for 1, 6, and 24 h. The medium was collected to quantify planktonic microorganisms, while grafts were sonicated to quantify adherent microorganisms. Dacron and Dacron Silver were analyzed in parallel as synthetic reference prostheses. Stapled porcine pericardium reduced the growth and the adherence of E coli (2- to 30-fold; P &lt; 0.0005), S aureus (11- to 1000-fold; P &lt; 0.0006), S epidermidis (&gt;500-fold; P &lt; 0.0001), and C albicans (12- to 50-fold; P &lt; 0.0001) when compared to medium alone (growth) and pericardium or Dacron (adherence). Native and sutured porcine pericardium interfered with the growth and the adherence of E coli and C albicans, and Dacron with that of S epidermidis. As expected, Dacron Silver was robustly bactericidal. Stapled porcine pericardium exhibited a lower susceptibility to infection by bacteria and yeasts in vitro when compared to the native and sutured porcine pericardium. Stapled porcine pericardium might be a good option for rapid vascular grafting without increasing infectivity
