COMMENT UPON FAILURE OF ACCUSED TO TESTIFY
Last year the American Law Institute and the American Bar Association adopted resolutions declaring that when the defendant in a criminal trial does not testify the prosecution should be permitted to comment upon that fact. They urged the overthrow of a rule of law which have prevailed in the federal courts ever since accused persons were first permitted to give testimony, over fifty years ago, and which has governed the courts of forty-two out of the forty-eight states. The discussions which preceded the adoption of the resolutions have been published. In them the advocates of the change do not show adequate knowledge of the history of the existing rule and they do not adequately meet the constitutional question which is involved, while those who sustain the existing, almost universal, rule present reasons which are serious but not necessarily insuperable. Therefore, it seems desirable to regard the proceedings of the Law Institute and the Bar Association as raising important questions but as calling for further and more exhaustive discussion before a generally accepted rule of law is discarded
Note on Hovering Turns with Tandem Helicopters
The source of an appreciable pitching-moment difference between left and right hovering turns for a tandem helicopter is described. The difference in pitching moment results from the difference in rotational speed of the counter rotating rotors with respect to the air while the helicopter is turning
Measurement of electron-neutrino electron elastic scattering
The cross section for the elastic scattering reaction nu_e+e- -> nu_e+e- was
measured by the Liquid Scintillator Neutrino Detector using a mu+ decay-at-rest
nu_e beam at the Los Alamos Neutron Science Center. The standard model of
electroweak physics predicts a large destructive interference between the
charge current and neutral current channels for this reaction. The measured
cross section, sigma_{nu_e e-}=[10.1 +- 1.1(stat.) +- 1.0(syst.)]x E_{nu_e}
(MeV) x 10^{-45} cm^2, agrees well with standard model expectations. The
measured value of the interference parameter, I=-1.01 +- 0.13(stat.) +-
0.12(syst.), is in good agreement with the standard model expectation of
I^{SM}=-1.09. Limits are placed on neutrino flavor-changing neutral currents.
An upper limit on the muon-neutrino magnetic moment of 6.8 x 10^{-10} mu_{Bohr}
is obtained using the nu_mu and \bar{nu}_mu fluxes from pi+ and mu+ decay.Comment: 22 pages, 11 figure

Battery-free, fully implantable optofluidic cuff system for wireless optogenetic and pharmacological neuromodulation of peripheral nerves
Studies of the peripheral nervous system rely on controlled manipulation of neuronal function with pharmacologic and/or optogenetic techniques. Traditional hardware for these purposes can cause notable damage to fragile nerve tissues, create irritation at the biotic/abiotic interface, and alter the natural behaviors of animals. Here, we present a wireless, battery-free device that integrates a microscale inorganic light-emitting diode and an ultralow-power microfluidic system with an electrochemical pumping mechanism in a soft platform that can be mounted onto target peripheral nerves for programmed delivery of light and/or pharmacological agents in freely moving animals. Biocompliant designs lead to minimal effects on overall nerve health and function, even with chronic use in vivo. The small size and light weight construction allow for deployment as fully implantable devices in mice. Results from a Fermilab neutrino beam dump experiment
The flux of prompt neutrinos from a beam dump has been measured in an experiment at the Fermi National Accelerator Laboratory (E613). Assuming that the charm production has a linear dependence on atomic number and varies as (1−‖×‖)5 e−2mT, a model dependent cross section of 27±5μb/nucleon can be derived. For neutrino energies greater than 20 GeV, the flux of electron neutrinos with respect to muon neutrinos is 0.78±0.19. For neutrinos with energy greater than 30 GeV and p⟂ greater than 0.2, the flux of ν̄u compared to νμ is 0.96±0.22.Peer Reviewedhttp://deepblue.lib.umich.edu/bitstream/2027.42/87363/2/100_1.pd
