    When this program began in 1975 only limited photometry had been carried out on comets at any wavelength. Program goals were to observe many comets, including faint periodic comets, at a range of heliocentric distances in order to begin to understand the range of behavior among comets and in a given comet during its approach and departure from the sun. Then a study of the continuum of scattered light from dust was added. More recently the value of joint team observations in visible and infrared light has been recognized and utilized as often as possible. All 1978 to 1982 data was reanalyzed and 1983 to 1986 data analyzed in the framwork of the post-Halley paradigm, covering 25 comets in all. Four observing runs (June, July, Sept., and Jan.) with Hanner produced excellent results on Wilson, Bradfield, P/Klemola, and P/Borrelly and lesser data on other objects, including the last reported IR photometry of P/Halley.     More than 1000 professional astronomers worldwide actually observed Halley's comet from the ground. Preliminary logs from the observers indicate that 20-40 Gbytes of data were acquired in eight professional disciplines and as much as 5 Gbytes in the amateur network. The latter will be used to fill in gaps in the Archive and to provide a visual light curve. In addition roughly 400 Mbytes of data were taken on Comet Giacobini-Zinner. Data will be accepted for archiving until early 1989. The permanent archive will consist of a set of CD-ROMs and a set of books, publication of both to be completed by mid-1990. Data from the space missions will be included but only on the CDs. From every indication, the ground based effort and the space missions complimented each other beautifully, both directly in the solution of spacecraft navigation problems and indirectly in the solution of scientific problems. The major remaining concern is that scientists submit their data to the Archive before the 1989 deadline

    Post-Halley comets are known to be irregular objects with most nucleus activity very localized and with the dust coma capable of fragmentation and apparently being a source of gas. Older, 1-D strategies which assume steady isotropic outflow of material can give poor time-and-space averaged results, at best. With 2-D data, images through interference filters, it is hoped that: dust structures can be seen that give evidence of the proper geometry for data reduction; gradients along the axes of symmetry and evidence of fragmentation can be studied; and that evidence for gas abundance gradients associated with the dust can be found. High quality data from brighter comets can then be used to suggest improved data reduction procedures for fainter ones. To obtain such data, large image-quality interference filters were procured for use with a charge coupled device (CCD) camera at Lick Observatory, where the scale of the 1 m Nickel reflector is ideal for brighter comets. Whenever possible, data is taken simultaneously with other telescopes and equipment, especially spectroscopy at the Lick 3 m or infrared photometry at the Infrared Telescope Facility (IRTF) on Mauna Kea

    Quantitative descriptions of environments near the nucleus of comet P /Halley have been developed to support spacecraft and mission design for the flyby encounters in March, 1986. To summarize these models as they exist just before the encounters, we review the relevant data from prior Halley apparitions and from recent cometary research. Orbital elements, visual magnitudes, and parameter values and analysis for the nucleus, gas and dust are combined to predict Halley's position, production rates, gas and dust distributions, and electromagnetic radiation field for the current perihelion passage. The predicted numerical results have been useful for estimating likely spacecraft effects, such as impact damage and attitude perturbation. Sample applications are cited, including design of a dust shield for spacecraft structure, and threshold and dynamic range selection for flight experiments.
