This paper contributes to the Balanced Scorecard literature, first, by proffering a logical explanation for its successful acclaim and, second, by setting forth an ordered management structure Balanced Scorecard contextual framework. The contextual framework reforms the Balanced Scorecard’s Learning and Growth Perspective by (i) effecting (subjective: objective) reference transition, and (ii) recognizing that the Learning and Growth Perspective involves first instance extra-entity strategy formulation incidence. Heavy Meson Masses in Chiral Perturbation Theory with Heavy Quark Symmetry

The $SU(3)$ and hyperfine mass splittings of mesons containing a single heavy quark are computed to one-loop order in chiral perturbation theory with heavy quark spin symmetry. Electromagnetic contributions of order $\alpha_em$ are included. The observed values of the mass splittings are consistent with the one-loop chiral perturbation theory calculation. The $d-u$ hyperfine splitting $(D^{* +} - D^+) - (D^{*0} - D^0)$ is equal to $(m_d - m_u)/ m_s$ times the $s-d$ hyperfine splitting $(D_s^{* +} - D_s^+) - (D^{*+} - D^+)$ upto electromagnetic contributions. The small observed value of the $s-d$ hyperfine splitting implies that the $d-u$ hyperfine splitting is completely dominated by electromagnetic mass contributions.Comment: (28 pages, 2 figures included using uufiles, uses harvmac), CERN-TH.6765/9

Heavy Meson Hyperfine Splittings: A Puzzle for Heavy Quark Chiral Perturbation Theory

We show that there is a large discrepancy between the expected light flavor dependence of the heavy pseudoscalar--vector mass splittings and the measured values. We demonstrate that the one--loop calculation is unreliable. Moreover, agreement with experiment requires the leading dependence on SU(3) symmetry breaking to be nearly cancelled, so that the heavy quark mass dependence is unknown and the expected dependence on the light quark mass is not realized.Comment: 11 pages (LaTeX, 2 PS figures available upon request), MIT-CTP#216

Reducing Toxic Phthalate Exposures in Premature Infants

Phthalates are a ubiquitous group of industrial compounds used as industrial solvents and as additives to plastics to make products softer avnd more flexible. Phthalates are found in a variety of products including medical devices, personal care products, flooring, and food packaging. Infants in the neonatal intensive care unit are exposed to phthalates both in the building materials, but more importantly in the medical supplies and devices. Toxicity from phthalates has been of concern to researchers for many decades. Toxicity concerns to neonates includes male reproductive toxicity, hepatotoxicity, cardiotoxicity (including hypertension), neurotoxicity, and neurodevelopmental abnormalities. Limited recommendations have been given for reducing phthalate exposures to premature infants. These include avoiding infusing lipids or blood products through intravenous tubing containing phthalates. Storage of blood in containers made with phthalates has been a strong recommendation and has largely been accomplished. A comprehensive plan for phthalate reduction has heretofore been missing. This chapter has the goal of identifying the problem of phthalate exposure in premature infants, with some practical solutions that can be done today, as well as suggestions for manufacturers to complete the work

Nitrogen concentrations are a prominent indicator of water pollution, frequently leading to algal blooms which in turn cause fish kills and unappealing odors and appearance. As such, water quality may influence the water recreation decisions of individual recreators, who tend to prefer higher water quality and are willing to pay for it. This paper employs the benefit transfer method to estimate the economic benefits of freshwater-based recreation in response to changes in ambient water quality

Chiral and Heavy Quark Symmetry Violation in B Decays

The most general Lagrangian consistent with chiral, heavy quark, and strong interaction symmetries to order $1/M$ and to linear order in the SU(3) vector and axial currents is presented. Two new dimensionful and five dimensionless couplings arise at this order. The heavy to light flavor changing current is derived to the same order, giving rise to two additional dimensionful constants and six dimensionless ones. The dimensionless parameters are shown to be irrelevant at \ord. The leading nonanalytic heavy quark and chiral symmetry violating corrections to heavy meson decay constants are computed, and implications to B decays are discussed; measurements of the experimentally accessible form factors for $D \to \pi l \nu$ and $B \to \pi l \nu$, along with knowledge of the $D^* D \pi$ coupling, determine the eight decay constants $f_D$, $f_{D_s}$, $f_{D^*}$, $f_{D_s^*}$, $f_B$, $f_{B_s}$, $f_{B^*}$, and $f_{B_s^*}$, as well as one relation among the $B \to \pi l \nu$ form factors, to \ord~.
