Dimensiones de la asistencia legal. Una propuesta de política pública para el Distrito Federal

La asistencia legal se ha aplicado a personas en situación económica desfavorable, con el fin de poner a su alcance el litigio y la ayuda profesional de abogados, sobre todo para asuntos relativos al Derecho penal. Sin embargo, este contexto se ha expandido a otros ámbitos para favorecer a otros usuarios y para incluir más disciplinas, de modo que se garantice el acceso a la justicia y por ende el debido proceso legal. Este artículo aborda el tema de la asistencia legal siguiendo su trayectoria y sus implicaciones políticas en el Estado de bienestar. Se analiza el régimen normativo de la asistencia legal en el Distrito Federal en el contexto de la Constitución y en comparación con los estándares internacionales, a fin de redefinir la defensoría de oficio y la asesoría jurídica en el Distrito Federal.Legal assistance has been applied to people in an adverse economic situation, in order to put at their disposal the professional help of lawyers, especially in matters related to criminal law and litigation. However, this context has expanded to other areas to help other users and to include more disciplines, so as to ensure access to justice and therefore due legal process. This paper addresses the issue of legal assistance, and it traces its trajectory and its political implications in the welfare State. The regulatory regime of legal assistance in Mexico City is analyzed in the context of the Constitution and in comparison with international standards, in order to redefine public defense and legal counseling in Mexico City

Patrones geométricos, numéricos y verbales como iniciadores del proceso de generalización en la educación básica primaria

En este escrito se analiza el desarrollo del proceso de generalización de estudiantes entre 9 y 12 años, a partir del estudio de situaciones sobre patrones en diferentes representaciones. Para esto se consideran las actividades básicas del proceso de generalización propuestas por Kaput en 1999: 1. Identificar similitudes en un conjunto de casos, 2. Extender el razonamiento propio más allá del rango en el cual se originó y 3. Derivar resultados más amplios de casos particulares. Los resultados muestran que después de un proceso de instrucción los estudiantes logran identificar algunos patrones en secuencias numéricas y geométricas; sin embargo, tienen grandes dificultades para generalizarlos ya sea de manera verbal o mediante una expresión general

The Galactic Center: Not an Active Galactic Nucleus

We present 10um-35um Spitzer spectra of the interstellar medium in the Central Molecular Zone (CMZ), the central 210 pc x 60 pc of the Galactic center (GC). We present maps of the CMZ in ionic and H2 emission, covering a more extensive area than earlier spectroscopic surveys in this region. The radial velocities and intensities of ionic lines and H2 suggest that most of the H2 0-0 S(0) emission comes from gas along the line-of-sight, as found by previous work. We compare diagnostic line ratios measured in the Spitzer Infrared Nearby Galaxies Survey (SINGS) to our data. Previous work shows that forbidden line ratios can distinguish star-forming galaxies from LINERs and AGNs. Our GC line ratios agree with star-forming galaxies and not with LINERs or AGNs.Comment: Accepted for publication in the ApJ Supplement Serie

Emergency University Teaching in the COVID-19 Health Crisis

The pandemic and health crisis emerges in Chile shortly after the so-called “social outbreak” under a complex political and social climate. Conditions arose out of forced confinement and paralysis of various daily activities and the productive sector; removing the socioeconomic structure, where the educational system has not been spared. In this uncertain climate, teachers of different educational levels have made substantial efforts to give continuity to the teaching-learning processes, trying to support their students and carry out emergency teaching. This work collects some reflections that arise from the teaching practice and various studies reviewed in the university environment to identify those challenges and opportunities under the context of COVID-19. From these considerations, the need arises to rethink the educational model and move towards more flexible systems, where the principles of equity and inclusion guide the teaching practices and the training of future teachers

Metallicity of Red Giants in the Galactic Bulge from Near-Infrared Spectroscopy

We present K-band spectra of more than 110 M giants in Galactic bulge fields interior to -4 degrees and as close as 0.2 degrees of the Galactic Center. From the equivalent widths of three features in these spectra, EW(Na),EW(Ca), and EW(CO) we calculate [Fe/H] for the stars with a calibration derived from globular clusters Stephens et al (2000). The mean [Fe/H] for each field is in good agreement with the results from Frogel et al. (1999) based on the slope of the giant branch method. We find no evidence for a metallicity gradient along the minor or major axes of the inner bulge (R < 0.6 kpc). A metallicity gradient along the minor axis, found earlier, arises when fields located at larger galactic radius are included. However, these more distant fields are located outside of the infrared bulge defined by the COBE/DIRBE observations. We compute the [Fe/H] distribution for the inner bulge and find a mean value of -0.21 dex with a full width dispersion of 0.30 dex, close to the values found for Baade's Window (BW) by Sadler et al. (1996) and to a theoretical prediction for a bulge formed by dissipative collapse Molla et al (2000).Comment: 32 pages, 10 figures, AJ submitte

The Dwarf Galaxy NGC 1705 -- A Highly Composite Stellar Population

We present visible and near-infrared images of the amorphous dwarf galaxy NGC 1705 in the $B$, $V$, $R$, $J$, $H$, and $K$ bands. Optical and near infrared colors in the galaxy are consistent with a composite population with colors similar to those of the bluest Sc nuclei. The contribution of young stars to the disk population of the galaxy decreases outwards from the center. In the near infrared images we detect three unresolved point sources, two of which have colors and luminosities comparable to intermediate age LMC clusters.Comment: uuencoded compressed tarred postscript including figures. Elementos económicos y constitucionales en el análisis de la asistencia jurídica gratuita

[ES] En cuanto a la estructura, esta tesis se compone de cuatro capítulos. En el primer capítulo se identifica el proceso evolutivo de la asistencia jurídica gratuita que va desde su conceptualización como un derecho a cargo del Estado y, en concreto, desde una perspectiva favorable a su prestación, hasta el cuestionamiento del papel del Estado como mecanismo corrector del mercado a través de su función redistributiva. En el segundo capítulo se establecen los conceptos básicos que sirven de guía para el análisis de la asistencia jurídica gratuita. El tercer capítulo se establecen las principales deficiencias del mercado que obstaculizan el acceso a la justicia y que, por ende, permiten concebir a la asistencia jurídica gratuita como un mecanismo corrector de las mismas. El último capítulo de la tesis hace referencia a la dimensión constitucional de la asistencia jurídica gratuita.[EN] In terms of structure, this thesis consists of four chapters. In the first chapter identifies the evolutionary process of legal aid that goes from its conceptualization as a right by the State and, specifically, from the standpoint of its delivery to the questioning of the role of the state's corrective mechanism market through its redistributive function. In the second chapter provides the basic concepts that guide the analysis of legal aid. The third chapter sets out the key market failures that impede access to justice and that, therefore, allows conceiving of legal aid as a mechanism for correcting them. The last chapter of the thesis refers to the constitutional dimension of legal aid

Gestión del trámite documentario e imagen institucional en la Unidad de Gestión Educativa Local San Martín, 2023

El presente estudio tuvo como objetivo, determinar la relación entre la gestión del trámite documentario y la imagen institucional en la Unidad de Gestión Educativa Local San Martin, 2023. El tipo básico, no experimental, descriptivo correlacional, la población fueron 120 servidores y la muestra fueron 92, se realizaron encuestas y como instrumentos dos cuestionarios. Los resultados fueron, el nivel de las dimensiones de la gestión documental, incorporación regular 68%, registro 63%, clasificación 59%, almacenamiento 66%, acceso 65%, trazabilidad 60% y disposición es malo 100%. El nivel de las dimensiones de la imagen institucional, imagen esencial regular 52%, imagen contextual 63%, imagen factual 59% y la imagen conceptual 61%. La relación entre la gestión del trámite documental y las dimensiones de la imagen institucional; imagen esencial tiene un r=0.551 y sig.=0.000, imagen contextual r=0.497 y sig.=0.000, imagen factual r=0.439 y sig.=0.000 y la imagen conceptual r=0.528 y sig.=0.000. La principal conclusión fue, existe relación entre la gestión del trámite documental y la imagen institucional en la UGEL San Martín, con un Rho de Spearman de Rho de Spearman de 0.667 y un sig.=0.000, correlación positiva moderada y significativa
