    Managing staff in a situation of double command, between risks and opportunities in the context of Middle school

    International audienceThis article explores the management of non-teaching staff working in middle school who report to two authorities, a hierarchical authority (on the level of the local authorities) and a functional authority (on the level of the Head of the school). Our study tries to respond to the following question: how are non-teaching staff managed in this context of double authority? This subject is grounded academically in theories of double bind and the role tensions. Using qualitative methodology (semi-directive interviews with non-teaching staff and their hierarchies), we focus our analysis on the risks and opportunities involved in this situation. Our data show that managing shared authority contains risks that are sources of dysfunction for organisations. Using the concept of "discussion spaces" developed by Mathieu Detchessahar, this study shows that setting aside time for discussion and mutual recognition helps to overcome the dysfunctional side of the situation

    De l'indicateur Ă  l'Ă©valuation de la satisfaction des usagers

    Hommes politiques et gestionnaires publics s'accordent Ă  vouloir faire de l'Ă©coute des usagers le centre des prĂ©occupations du service public. L'indicateur de satisfaction des usagers est ainsi prĂ©sentĂ© comme une mesure de la performance publique. Cependant, la place de cet indicateur non financier est loin d'ĂȘtre dĂ©finie dans la gestion publique. Les travaux en contrĂŽle de gestion ont jusqu'Ă  prĂ©sent abordĂ© les indicateurs non financiers en mettant en Ă©vidence une contingence du choix des indicateurs et des apports diffĂ©renciĂ©s selon les grilles thĂ©oriques mobilisĂ©es. En revanche, peu de travaux se sont intĂ©ressĂ©s aux liens entre l'indicateur et son Ă©valuation, laissant dans l'ombre le rĂŽle des acteurs et du contexte sur l'Ă©valuation. A l'aide d'entretiens, cette recherche Ă©tudie les liens entre l'indicateur et l'Ă©valuation de la satisfaction des usagers dans le cadre spĂ©cifique des services publics locaux. Les diffĂ©rences de pratiques entre structures rĂ©vĂšlent des stratĂ©gies publiques variĂ©es d'obtention de la connaissance.     A quoi sert un indicateur de satisfaction des usagers dans la gouvernance d’une collectivitĂ© territoriale ? Telle est la question Ă  laquelle cet article tente d’apporter des Ă©lĂ©ments de rĂ©ponse. S’appuyant sur les travaux analysant le contrĂŽle de gestion comme un outil de gouvernance disciplinaire, l’étude proposĂ©e de huit indicateurs montre que les dimensions apprentissage et discipline de l’évaluation, loin d’ĂȘtre exclusives l’une de l’autre, sont imbriquĂ©es et adaptĂ©es Ă  chaque contexte de gouvernance. La logique de discipline apparaĂźt ainsi liĂ©e Ă  la fonction cognitive d’apprentissage des services publics avec son environnement en Ă©tant source de visibilitĂ©, comparabilitĂ© et surveillance.     International audienceFrench local services analysis shows an increasing interest to service user. Management control systems are developed in order to improve service quality and adaptation to users 'needs. However, user's place is not so obvious. This study concerns a specific issue: how are users' requirements included into public services quality control of public? This qualitative research is based on the collection of stakeholders perceptions of the quality control systems display in two French local services (municipal catering and public transports). This research shows an evolution of management control. Based on two case studies, it suggests a widened management control vision which goes beyond organization frontiers and permits a dialogue between organization and user.L'analyse des services publics français tĂ©moigne de l'intĂ©rĂȘt croissant portĂ© Ă  l'usager.     Cette recherche analyse l’évolution des discours sur l’évaluation des services publics par la satisfaction des usagers entre 1980 et 2007 Ă  l’aide d’une Ă©tude comparative sur les contextes des collectivitĂ©s territoriales en France et au Royaume-Uni. Cette Ă©tude vise Ă  rĂ©pondre Ă  la question suivante : comment a Ă©voluĂ© l’intĂ©rĂȘt portĂ© Ă  cette Ă©valuation sur la pĂ©riode 1980-2007 dans ces deux pays ? L’analyse a collectĂ© 108 articles de la Gazette des Communes (France) et 148 de la Local Government Chronicle (Royaume-Uni). La comparaison de l’évolution de l’intĂ©rĂȘt portĂ© Ă  l’évaluation montre le dĂ©veloppement d’un discours de modernitĂ© mettant en avant la logique d’une Ă©valuation « actuelle» en vue de la modernisation des services publics. Ces discours visent Ă  assurer la mobilisation des acteurs-partenaires en cherchant Ă  dĂ©passer les rĂ©ticences Ă  l’évaluation.This research analyses the discourses evolution on evaluation of public services by users’ satisfaction during the period 1980-2007 with a comparative method based on the context of local government in France and United-Kingdom. This study aims to answer this question : How have changed the interest about this evaluation during the period 1980-2007 in these two countries ? The analyses have collected 108 articles of the Gazette des Communes (France) and 148 of the Local Government Chronicle (United-Kingdom). The comparison of the evolution interest about evaluation shows the discourse about modernity by referring to the ‘actual’ necessity of modernizing public services. This research reveals an adapted and equilibrated discourse in each specific context with the figure of the user associated to the “citizen” and the “customer”. This discourses aim to have the stakeholders’ mobilization with the objective to exceed evaluation resistances

    HSAF-induced antifungal effects in Candida albicans through ROS-mediated apoptosis

    Heat-stable antifungal factor (HSAF) belongs to polycyclic tetramate macrolactams (PTMs), which inhibits many fungal pathogens and is effective in inhibiting Candida albicans (C. albicans). In this study, we found that HSAF induced the apoptosis of C. albicans SC5314 through inducing the production of reactive oxygen species (ROS). Nevertheless, we validated the efficacy of HSAF against candidiasis caused by C. albicans in a murine model in vivo,and HSAF significantly improved survival and reduced fungal burden compared to vehicles. A molecular dynamics (MD) simulation was also investigated, revealing the theoretical binding mode of HSAF to the ÎČ-tubulin of C. albicans. This study first found PTMs-induced fungal apoptosis through ROS accumulation in C. albicans and its potential as a novel agent for fungicides
