Partnership is a basic principle which must be observed when institutional networks for regional policy are created. If partnership works properly, the regional institutional networks will have a high chance to be viable and to offer a strong support to regional policy. This paper proposes an evaluation of the preparations for implementing Romania's Operational Programme, as a fundamental tool of regional policy. How to assess the emergence of the European Pirate Parties. Towards a research agenda

The purpose of this paper is to assess the emergence of the pirate movements in the European Union. Our goal is to sketch the steps towards a research agenda for this grassroots political movement which gained momentum since 2009. To attain our goal we showed the re-signification of the concept of piracy in the debate around intellectual property and its institutional settlement. Afterwards we analysed the big political themes of several European Pirate Parties and their struggle to follow the preferences of the median voter. We concluded with a set of hypotheses of which the most important is that the pirates will inscribe neither to the left nor to the right part of the political spectrum

Sonic Boom Mitigation through Shock Wave Dispersion

Lately, the interest for passenger space planes, supersonic passenger aircraft, and supersonic business jets has greatly increased. In order to mitigate the sonic boom effects at ground level, some aerospace companies proposed airplanes that have a very small transversal fuselage section or that have a curved (“shaped”) fuselage. Obviously, shaping the fuselage leads to the increase of dynamic drag and manufacturing cost. Reducing the fuselage transverse section leads to reducing the useful volume inside fuselage and increases the landing distance of aircraft. The solution presented in this chapter shows that it is theoretically and technologically possible as the shock wave to be dispersed through mechanical or electrical means. The shock wave is in fact a stationary effect generated by the move of aircraft with constant speed relatively to surrounding air. If this feature is in a way or another canceled, the shock wave is dispersing. Due to dispersion of the shock wave the ‘N’ wave at the ground is tens of times larger and the sonic boom is correspondingly lower. Technologies for Deviation of Asteroids and Cleaning of Earth Orbit by Space Debris

The present chapter presents the advanced design and technology of special equipment (SECSL) which uses concentrated solar light for deviation of asteroids and cleaning the space of debris. The elliptical orbit of any cosmic body as presented in Einstein’s general theory of relativity is rotating around the ellipse center. The trajectory of a cosmic body is permanently affected by the gravity of other moving cosmic bodies. In the case of asteroids (relatively small masses), orbit changes can lead to a collision with the Earth. At this very moment, our civilization has no efficient and reliable mean to destroy or divert a cosmic body heading toward the Earth. This new idea represents a “light canon” which uses concentrated solar light for deviation or vaporization of dangerous asteroids. The equipment is composed out of two parabolic mirrors (one large and one small) with the same focal point and coincident axes. The mirrors reflect the sunlight between them hence the term “concentrated solar light.” Next, a similar idea to the SECSL equipment is presented but applied to space debris caused mostly by humans and a new way of disintegrating satellites, spent rocket boosters, thrust chambers, etc. in the Earth’s atmosphere during reentry

COMPETITIVENESS AND PERFORMANCE ON THE COSMETICS MARKET

Most organizations are going through massive changes. Their customers are changing, their competition is changing, their customerâ€(tm)s needs are changing and their resources availability is changing - the cosmetics companies are no different. Organizational survival and success depends on the ability of the managers to detect and adapt to critical changes in the environment, which may impact the company. \\r\\nThe paper has two main purposes. First to underline the importance performance measurement has in todayâ€(tm)s business and second to present a few key elements regarding the performance of the cosmetics sector in Romania. For this we have tried to answer the following question: Are the cosmetics companies competitive? \\r\\nThis paper is based on exploratory literature review of different approaches regarding organizational performances in organizations in general. \\r\\nDespite the global economic crisis and the general slowdown of many markets, the Romanian beauty and personal care market continued to grow in 2009. Consumer awareness and product knowledge is growing rapidly and the development of retailing chains and their widening product offer have also helped to further the development of the beauty and personal care market.\\r\\nThe paper also presents the results of section three of an online survey conducted at 10 cosmetic companies from Romania. The results have shown that multinationals have both the economic and managerial power to succeed in obtaining their goals. Even though the sample of 72 respondents was rather small, we managed to conclude from the received answers that the majority of companies focus on economic and managerial performance rather than on social and ecological performance indicators. \\r\\nThis paper aimed to contribute to the literature review development in the field of performance management. Accurate Analysis of Quality Properties of Software with Observation-Based Markov Chain Refinement

We introduce a tool-supported method for the automated refinement of continuous-time Markov chains (CTMCs) used to assess quality properties of component-based software. Existing research focuses on improving the efficiency of CTMC analysis and on identifying new applications for this analysis. As such, ensuring that the analysis is accurate by using CTMCs that closely model the behaviour of the analysed software has received relatively little attention. Our new method addresses this gap by refining the high-level CTMC model of a component-based software system based on observations of the execution times of its components. Our refinement method reduced analysis errors by 77–90.3% for a service-based system implemented using six public web services from three different providers, improving the accuracy of the analysis and significantly reducing the risk of invalid software engineering decisions
