R2P from Below: Does the British Public View Humanitarian Interventions as Ethical and Effective?

One of the major barriers to the implementation of the Responsibility to Protect principle is the lack of a political will. Public attitudes towards intervention will have a crucial impact on elite willingness to prevent mass atrocities, yet we have little understanding of the factors that influence those attitudes. This article provides the first examination of UK public perceptions about the moral justifiability and effectiveness of humanitarian interventions. The article shows that decisions about justifiability and effectiveness are very different. Attitudes towards justification were more easily explained suggesting that judgements about effectiveness are more contextual and less easily accounted for by individuals’ background characteristics and attitudes. Experiences with both Iraq and Afghanistan have contaminated public perceptions of both the ethics and effectiveness of humanitarian interventions. Although the public is broadly supportive about the justifiability of humanitarian interventions they are extremely sceptical about the likelihood that those interventions will be successful

Paths of Critical Europeanism: From Blockupy to Neo-municipalism

In opposition to the main approaches to European integration, in this contribution I will adopt a perspective closer to contentious politics in order to emphasise the role that non-institutional actors may have in this process. In particular, I will try to investigate how, in recent years, the relationship between the European Union and the so-called social movements has changed. In fact, the latter often have taken positions that can be described in terms of a critical and radical Europeanism. I intend to focus on two paths of mobilisation that, in recent years, have combined opposition to EU policies with a pro-European tension: Blockupy and neo-municipalism. The first had an immediate transnational vocation and experienced a convergence between a plurality of actors (parties, collectives, trade unions, associations). The development of this European network developed in parallel with and in opposition to the imposition of austerity policies. After this moment of crisis emergency management, the contentious rejection of the neo-liberal policies of the EU seems to have moved to a more local level. The term \u201cneo-municipalism\u201d acts as an umbrella for a series of political experimentations across Europe, which aim to restore power to the many urban experiences of social commitment. In both cases, there is a field of tension between a transnational attitude and European institutions

The internet constitutes a popular source of health information. However, the use of the internet and other modern media in the domain of mental health remains widely unclear. This study aimed at exploring the readiness for seeking information online and making use of online counseling and media-assisted psychotherapy. A representative survey of N = 2411 Germans was conducted. Results indicated that more than one fourth of Germans would consider seeking help online in case of psychic strain. Participants reported that they would use the internet when needing to research about mental health topics and to communicate with persons concerned on internet forums. Only a small number of participants had already used psychological online-counseling. The majority of subjects reported not having known about the possibility of online counseling. However, the willingness to make use of this option in the future was in a medium range. Concerning the treatment of mental disorders, participants showed a clear preference toward conventional face-to-face treatment. Less than 10% of participants considered the use of treatment supported by mobile phones, the internet, or virtual realities as likely. Certainly, readiness was significantly higher in persons who were already using the relevant devices—mobile phones, computers, and the internet. In the future, there will presumably be an increasing demand for media-assisted psychological counseling and interventions. Members of the health care system should therefore prepare for current developments and help enlighten patients with regard to the possibilities, and also the potential risks of e-mental health
