Scientific, Technical and Economic Committee for Fisheries (STECF) - Evaluation of Revised National Programs for 2010 under the Data Collection Framework and a Roadmap for the Review of Surveys. Report of the Subgroup on Research Needs (SGECA/SGRN 09-04)
Articles 6(1) and 7(2) of Council Regulation (EC) No 199/2008 state that the evaluation of
both NP proposals and TRs should be carried out by STECF. The main objectives of the
meeting were to check the revised 2010 National Programmes submitted by 10 Member
States. SGRN also developed Terms of reference, evaluation criteria and a roadmap for the
review of eligible surveys funded under the DCF. STECF reviewed the report during its

SGRST-09-02 was held on 29 June -3 July 2009 in Brest (Brest). The meeting was the 2nd meeting convened in 2009 focussing on the review of stocks of Community interest. STECF reviewed the report during its plenary meeting on 13-17 July 2009.JRC.G.4-Maritime affair
Scientific, Technical and Economic Committee for Fisheries (STECF) - Report of the Sub-group on Research Needs (SGECA/SGRN 09-02)
SGRN 09-02 met at the Marine Institute, Galway Ireland from 22nd to 27th June 2009. The main
elements of the Terms of Reference were (1) to evaluate the 2008 Technical Reports; (2) to review
guidelines for the submission of NP¿s and procedures for the evaluation of TR¿s; (3) to evaluate MS¿s
response to the economic call for data; (4) to develop TOR¿s for a review the list of research vessel
surveys; (5) data transmission to end users and data used in the assessment process; (6) review
comments made by STECF at the April 2009 plenary; to review comments from the RCM¿s and
Liaison meetings in 2008. Twenty five independent scientific experts addressed the terms of
reference.. The SGRN meeting operated through a series of Regional and Economic Sub Groups.
TOR 2 was addressed by a Guidelines and Procedures Group (GPG). The outputs from these
groups were reviewed and discussed in plenary sessions.JRC.G.4-Maritime affair

Food for Thought : Eastern Baltic cod in distress: biological changes and challenges for stock assessment
The eastern Baltic (EB) cod (Gadus morhua) stock was depleted and overexploited for decades until the mid-2000s, when fishing mortality rapidly declined and biomass started to increase, as shown by stock assessments. These positive developments were partly assigned to effective management measures, and the EB cod was considered one of the most successful stock recoveries in recent times. In contrast to this optimistic view, the analytical stock assessment failed in 2014, leaving the present stock status unclear. Deteriorated quality of some basic input data for stock assessment in combination with changes in environmental and ecological conditions has led to an unusual situation for cod in the Baltic Sea, which poses new challenges for stock assessment and management advice. A number of adverse developments such as low nutritional condition and disappearance of larger individuals indicate that the stock is in distress. In this study, we (i) summarize the knowledge of recent changes in cod biology and ecosystem conditions, (ii) describe the subsequent challenges for stock assessment, and (iii) highlight the key questions where answers are urgently needed to understand the present stock status and provide scientifically solid support for cod management in the Baltic Sea
