Budget Feasible Mechanisms for Experimental Design
In the classical experimental design setting, an experimenter E has access to
a population of potential experiment subjects , each
associated with a vector of features . Conducting an experiment
with subject reveals an unknown value to E. E typically assumes
some hypothetical relationship between 's and 's, e.g., , and estimates from experiments, e.g., through linear
regression. As a proxy for various practical constraints, E may select only a
subset of subjects on which to conduct the experiment.
We initiate the study of budgeted mechanisms for experimental design. In this
setting, E has a budget . Each subject declares an associated cost to be part of the experiment, and must be paid at least her cost. In
particular, the Experimental Design Problem (EDP) is to find a set of
subjects for the experiment that maximizes V(S) = \log\det(I_d+\sum_{i\in
S}x_i\T{x_i}) under the constraint ; our objective
function corresponds to the information gain in parameter that is
learned through linear regression methods, and is related to the so-called
-optimality criterion. Further, the subjects are strategic and may lie about
their costs.
We present a deterministic, polynomial time, budget feasible mechanism
scheme, that is approximately truthful and yields a constant factor
approximation to EDP. In particular, for any small and , we can construct a (12.98, )-approximate mechanism that is
-truthful and runs in polynomial time in both and
. We also establish that no truthful,
budget-feasible algorithms is possible within a factor 2 approximation, and
show how to generalize our approach to a wide class of learning problems,
beyond linear regression
BOPO-Review: Kwaliteitszorg, innovatie en schoolontwikkeling
Managementsamenvatting
Ter afsluiting van de BOPO-periode 2005-2008 is per onderzoekslijn een review
verricht. In deze review staan twee onderzoekslijnen centraal: ‘kwaliteitszorg,
schoolontwikkeling en innovatie’ en ‘bestuurlijke verhoudingen en ondersteuning’.
Het review kent drie onderdelen: (1) beleidsreconstructie, (2) internationale
ontwikkelingen en (3) uitkomsten van BOPO-studies en additioneel Nederlands
onderzoek.
Beleidsreconstructie
In het eerste hoofdstuk wordt duidelijk dat onderwijsvernieuwing een complex proces
is. Onderzoeken en evalueren van onderwijsvernieuwing betekent het zorgvuldig
analyseren van de invloed van verschillende actoren en domeinen (doelstellingen,
onderwijsmethoden, leraar, directeur, school, ondersteuning, externe beoordeling,
nationaal en lokaal beleid) op de realisatie van vernieuwingen. Het tweede hoofdstuk
brengt belangrijke kenmerken van het vernieuwingsbeleid voor het voetlicht. Uit de
analyse blijkt dat er beleidsintenties worden aangekondigd, flankerende activiteiten
worden opgezet en resultaten worden verzameld en geëvalueerd die betrekking
hebben op alle genoemde domeinen en de interacties daartussen. Voor actoren op
het lokale niveau is het wellicht niet altijd duidelijk waarom in de loop van een korte
periode aanpassingen worden doorgevoerd (minder kerndoelstellingen), nieuwe
voorstellen gelanceerd worden (leerlijnen), thema’s meer centraal worden gesteld
(kwaliteitszorg, professionalisering van leraren en directeuren), enzovoorts. Het
derde hoofdstuk gaat in op het huidige (vernieuwings)beleid voor het Primair
Onderwijs. Dit kan worden beschreven aan de hand van drie algemene
vaststellingen. Allereerst is er de vaststelling dat het huidige onderwijsbeleid wordt
gekenmerkt door deregulering en versterken van de autonomie van scholen én door
de verwachting dat scholen de kwaliteit van hun onderwijs bewijzen, verantwoorden
en borgen. Dergelijk beleid kan negatieve effecten hebben als te veel of uitsluitend
wordt gewerkt vanuit een strategie die gekenmerkt is door vooral of uitsluitend
(extern) toevoegen van technische oplossingen aan de bestaande praktijk. Sturen
door de overheid vanuit (meetbare) doelen moet gepaard gaan met het creëren van
maatregelen gericht op permanente professionele ontwikkeling van alle actoren die
verantwoordelijk zijn voor het realiseren van de beleidsdoelen. Een tweede
vaststelling is dat toekennen van autonomie aan de scholen en dus verruimen van
de lokale beslissingsruimte, een verdeling van macht en verantwoordelijkheden
impliceert over verschillende niveaus. Een permanente analyse en onderzoek van
deze “policy alignment” moet vooral gericht zijn op het verbeteren van het handelen
van professionals op meso- en microniveau. Elke beleidsmaatregel zou (vooraf)
moeten worden beoordeeld op een eventuele bijdrage aan het verbeteren van het
handelen van actoren die een centrale invloed hebben op de kwaliteit van primaire
processen (onderwijzen van leraren, leren van leerlingen). Een derde vaststelling, is
dat de afstand tussen beleidsmaatregelen en kernactiviteiten op scholen moet
worden verkleind en dat dit een opgave is zowel voor beleidsverantwoordelijken op
alle niveaus, als ook voor ondersteuners en onderzoekers. Zaken als datafeedback,
leerlingvolgsystemen, docentnetwerken, professionalisering moeten op hun waarde
worden onderzocht vanuit het criterium wat hun bijdrage is aan het versterken van de
kwaliteit van activiteiten die rechtstreeks invloed hebben op de leeropbrengsten.

Image-Force Barrier Lowering of Schottky Barriers in Two-Dimensional Materials as a Function of Metal Contact Angle
Two-dimensional (2D) semiconductors are a promising solution for the
miniaturization of electronic devices and for the exploration of novel physics.
However, practical applications and demonstrations of physical phenomena are
hindered by high Schottky barriers at the contacts to 2D semiconductors. While
the process of image-force barrier lowering (IFBL) can considerably decrease
the Schottky barrier, IFBL is not fully understood for the majority of
prevalent contact geometries. We introduce a novel technique to determine the
IFBL potential energy with application spanning far beyond that of any existing
method. We do so by solving Poisson's equation with the boundary conditions of
two metal surfaces separated by an angle Omega. We then prove that our result
can also be obtained with the method of images provided a non-Euclidean,
cone-manifold space is used. The resulting IFBL is used to calculate the
expected contact resistance of the most prevalent geometric contacts. Finally,
we investigate contact resistance and show how the stronger IFBL counteracts
the effect of larger depletion width with increasing contact angle. We find
that top contacts experience lower contact resistance than edge contacts.
Remarkably, our results identify tunable parameters for reducing Schottky
barriers and likewise contact resistance to edge-contacted 2D materials,
enhancing potential applications.Comment: 22 pages, 6 figure
Evaluating the adequacy of social-emotional measures in early childhood
Technical adequacy and usability are important considerations in selecting early childhood social-emotional (SE) screening and assessment measures. As identification of difficulties can be tied to programming, intervention, accountability, and funding, it is imperative that practitioners and decision makers select appropriate and quality measures from the plethora of measures available. This study systematically reviewed and evaluated the technical adequacy and usability of 10 commonly used SE assessment and screening measures, using a framework for evaluating selected properties of measures (e.g., reliability, validity). Through this review, it was found that there are inadequacies in many commonly used SE measures, deserving the attention of both users and developers
Optimal Unravellings for Feedback Control in Linear Quantum Systems
For quantum systems with linear dynamics in phase space much of classical
feedback control theory applies. However, there are some questions that are
sensible only for the quantum case, such as: given a fixed interaction between
the system and the environment what is the optimal measurement on the
environment for a particular control problem? We show that for a broad class of
optimal (state-based) control problems (the stationary
Linear-Quadratic-Gaussian class), this question is a semi-definite program.
