Out-of-pile creep behavior of uranium carbide
Compression creep tests were investigated on various UC-based fuel materials having a variation in both density and composition. Specimens were prepared by casting and by hot pressing. Steady-state creep rates were measured under vacuum at 1400 to 1800 C in the stress range 500-4000 psi
Healthcare disparities and models for change.
With Healthy People 2010 making the goal of eliminating health disparities a national priority, policymakers, researchers, medical centers, managed care organizations (MCOs), and advocacy organizations have been called on to move beyond the historic documentation of health disparities and proceed with an agenda to translate policy recommendations into practice. Working models that have successfully reduced health disparities in managed care settings were presented at the National Managed Health Care Congress Inaugural Forum on Reducing Racial and Ethnic Disparities in Health Care on March 10-11, 2003, in Washington, DC. These models are being used by federal, state, and municipal governments, as well as private, commercial, and Medicaid MCOs. Successful models and programs at all levels reduce health disparities by forming partnerships based on common goals to provide care, to educate, and to rebuild healthcare systems. Municipal models work in collaboration with state and federal agencies to integrate patient care with technology. Several basic elements of MCOs help to reduce disparities through emphasis on preventive care, community and member health education, case management and disease management tracking, centralized data collection, and use of sophisticated technology to analyze data and coordinate services. At the community level, there are leveraged funds from the Health Resources and Services Administration's Bureau of Primary Health Care. Well-designed models provide seamless monitoring of patient care and outcomes by integrating human and information system resources

A forecast of demand for telecommunications services through the year 2000 is presented with particular reference to demand for satellite communications. Estimates of demand are provided for voice, video, and data services and for various subcategories of these services. The results are converted to a common digital measure in terms of terabits per year and aggregated to obtain total demand projections
Environmental protection of titanium alloys at high temperatures
Various concepts were evaluated for protecting titanium alloys from oxygen contamination at 922 K (1200 F) and from hot-salt stress-corrosion at 755 K (900 F). It is indicated that oxygen-contamination resistance can be provided by a number of systems, but for hot-salt stress-corrosion resistance, factors such as coating integrity become very important. Titanium aluminides resist oxygen ingress at 922 K through the formation of alumina (on TiAl3) or modified TiO2 (on Ti3Al, TiAl) scales. TiAl has some resistance to attack by hot salt, but has limited ductility. Ductile Ti-Ni and Ti-Nb-Cr-Al alloys provide limited resistance to oxygen ingress, but are not greatly susceptible to hot-salt stress-corrosion cracking

Demand for telecommunications services is forecasted for the period 1980-2000, with particular reference to that portion of the demand associated with satellite communications. Overall demand for telecommunications is predicted to increase by a factor of five over the period studied and the satellite portion of demand will increase even more rapidly. Traffic demand is separately estimated for voice, video, and data services and is also described as a function of distance traveled and city size. The satellite component of projected demand is compared with the capacity available in the C and Ku satellite bands and it is projected that new satellite technology and the implementation of Ka band transmission will be needed in the decade of the 1990's

The applicability of these forecasts to assessment of demand for the 30/20 GHz fixed communications system is analyzed. Design of a digital controller for spinning flexible spacecraft
An approach to digital control system design is applied to the analysis and design of a practical onboard digital attitude control system for a class of spinning vehicles characterized by a rigid body and two connected flexible appendages. The approach used is to design a continuous-data control system that will provide a satisfactory system response. Then, using the digital redesign method, a digital controller with onboard digital computer is designed to provide a digital control system whose states are similar to those of the continuous system at sampling instants. The simplicity of application of this approach is indicated by example. The example, using spinning Skylab parameters, is used to substantiate the conclusions

Symptoms in pediatric asthmatics and air pollution: differences in effects by symptom severity, anti-inflammatory medication use and particulate averaging time.
Experimental research in humans and animals points to the importance of adverse respiratory effects from short-term particle exposures and to the importance of proinflammatory effects of air pollutants, particularly O(subscript)3. However, particle averaging time has not been subjected to direct scientific evaluation, and there is a lack of epidemiological research examining both this issue and whether modification of air pollutant effects occurs with differences in asthma severity and anti-inflammatory medication use. The present study examined the relationship of adverse asthma symptoms (bothersome or interfered with daily activities or sleep) to O(3) and particles (less than or equal to)10 micrometer (PM10) in a Southern California community in the air inversion zone (1200-2100 ft) with high O(3) and low PM (R = 0.3). A panel of 25 asthmatics 9-17 years of age were followed daily, August through October 1995 (n = 1,759 person-days excluding one subject without symptoms). Exposures included stationary outdoor hourly PM10 (highest 24-hr mean, 54 microgram/m(3), versus median of 1-hr maximums, 56 microgram/m(3) and O(3) (mean of 1-hr maximums, 90 ppb, 5 days (greater than or equal to)120 ppb). Longitudinal regression analyses utilized the generalized estimating equations (GEE) model controlling for autocorrelation, day of week, outdoor fungi, and weather. Asthma symptoms were significantly associated with both outdoor O(3) and PM(10) in single pollutant- and co-regressions, with 1-hr and 8-hr maximum PM(10) having larger effects than the 24-hr mean. Subgroup analyses showed effects of current day PM(10) maximums were strongest in 10 more frequently symptomatic (MS) children: the odds ratios (ORs) for adverse symptoms from 90th percentile increases were 2.24 [95% confidence interval (CI), 1.46-3.46] for 1-hr PM10 (47 microgram/m(3); 1.82 (CI, 1.18-2.81) for 8-hr PM10 (36 microgram/m(3); and 1.50 (CI, 0.80-2.80) for 24-hr PM10 (25 microgram/m(3). Subgroup analyses also showed the effect of current day O(subscript)3 was strongest in 14 less frequently symptomatic (LS) children: the ORs were 2.15 (CI, 1.04-4.44) for 1-hr O(3) (58 ppb) and 1.92 (CI, 0.97-3.80) for 8-hr O(3) (46 ppb). Effects of 24-hr PM10 were seen in both groups, particularly with 5-day moving averages (ORs were 1.95 for MS and 4. 03 for LS; p(less than or equal to)0.05). The largest effects were in 7 LS children not on anti-inflammatory medications [5-day, 8-hr PM10, 9.66 (CI, 2.80-33.21); current day, 1-hr O(3), 4.14 (CI, 1.71-11.85)]. Results suggest that examination of short-term particle excursions, medication use, and symptom severity in longitudinal studies of asthma yields sensitive measures of adverse respiratory effects of air pollution
X-ray microtomography analysis of the damage micromechanisms in 3D woven composites under low-velocity impact
3D woven composites reinforced with either S2 glass, carbon or a hybrid combination of both and containing either polyethylene or carbon z-yarns were tested under low-velocity impact. Different impact energies (in the range of 21–316 J) were used and the mechanical response (in terms of the impact strength and energy dissipated) was compared with that measured in high-performance, albeit standard, 2D laminates. It was found that the impact strength in both 2D and 3D materials was mainly dependent on the in-plane fiber fracture. Conversely, the energy absorption capability was primarily influenced by the presence of z-yarns, having the 3D composites dissipated over twice the energy than the 2D laminates, irrespective of their individual characteristics (fiber type, compaction degree, porosity, etc.). X-ray microtomography revealed that this improvement was due to the z-yarns, which delayed delamination and maintained the structural integrity of the laminate, promoting energy dissipation by tow splitting, intensive fiber breakage under the tup and formation of a plug by out-of-plane shear
