Gain control in molecular information processing: Lessons from neuroscience
Statistical properties of environments experienced by biological signaling
systems in the real world change, which necessitate adaptive responses to
achieve high fidelity information transmission. One form of such adaptive
response is gain control. Here we argue that a certain simple mechanism of gain
control, understood well in the context of systems neuroscience, also works for
molecular signaling. The mechanism allows to transmit more than one bit (on or
off) of information about the signal independently of the signal variance. It
does not require additional molecular circuitry beyond that already present in
many molecular systems, and, in particular, it does not depend on existence of
feedback loops. The mechanism provides a potential explanation for abundance of
ultrasensitive response curves in biological regulatory networks.Comment: 10 pages, 5 figure

Do general innovation policy tools fit all? Analysis of the regional impact of the Norwegian Skattefunn scheme
Background: The paper examines the regional effects of a general innovation policy, i.e. a policy tool that does not target specific industries or subnational regions. General policy tools are an important part of the portfolio of innovation policy measures. However, there is a question over whether general tools are equally relevant for all types of firms, irrespective of their size, sector and location.
Findings: The economic geography and innovation study literature, as well as the EU’s Smart Specialization approach, are based on the view that innovation policy tools must be adapted to specific regional conditions. General policy tools are insufficient unless they are adapted to individual regions. This paper examines the regional distribution of support from the Norwegian Skattefunn scheme, which is a tax incentive scheme designed to stimulate R&D activity in all types of enterprises, which has supported more than 24,000 approved R&D projects between 2002 and 2013. Based on our regression analysis, we observe that regional innovation system (RIS) variables are important for explaining the region’s ability to attract Skattefunn funding.
Conclusions: Skattefunn projects are quite evenly spread across labour market regions, which are grouped into a geographical centre–periphery pattern. That is, being in a peripheral location is not a disadvantage. However, at a more detailed regional level, the Skattefunn scheme tends to favour firms in specific industries and in regions with a relatively developed regional innovation system
Dynamic-ADAPT-QAOA: An algorithm with shallow and noise-resilient circuits
The quantum approximate optimization algorithm (QAOA) is an appealing
proposal to solve NP problems on noisy intermediate-scale quantum (NISQ)
hardware. Making NISQ implementations of the QAOA resilient to noise requires
short ansatz circuits with as few CNOT gates as possible. Here, we present
Dynamic-ADAPT-QAOA. Our algorithm significantly reduces the circuit depth and
the CNOT count of standard ADAPT-QAOA, a leading proposal for near-term
implementations of the QAOA. Throughout our algorithm, the decision to apply
CNOT-intensive operations is made dynamically, based on algorithmic benefits.
Using density-matrix simulations, we benchmark the noise resilience of
ADAPT-QAOA and Dynamic-ADAPT-QAOA. We compute the gate-error probability
below which these algorithms provide, on average, more
accurate solutions than the classical, polynomial-time approximation algorithm
by Goemans and Williamson. For small systems with qubits, we show that
for Dynamic-ADAPT-QAOA. Compared to standard
ADAPT-QAOA, this constitutes an order-of-magnitude improvement in noise
resilience. This improvement should make Dynamic-ADAPT-QAOA viable for
implementations on superconducting NISQ hardware, even in the absence of error

Charting service quality gaps
Some of the most influential models in the service management literature (Parasuraman et al., 1985; Grönroos, 1990) focus on the concept of service quality gap (SQG). Parasuraman et al. (1985) define a pioneering model with five SQGs, the concepts of which are amplified in Brogowicz et al.’s (1990) model. The latter has five types of encompassing gaps: information and feedback-related gaps; design-related gaps; implementation-related gaps; communication-related gaps; and customers’ perceptions and expectations related gaps. Additionally to this model amplification, other authors (e.g., Brown & Swartz, 1989) have pointed to relevant SQGs that have not been considered previously.
This paper integrates current models and a group of SQGs dispersed through the literature in a new comprehensive model. It draws a link between the model and the stages of a strategy process, emphasising the SQGs’ impact on the process and raising relevant research questions.FCT, FEUALG, UALG
A design theory for e-service environments: The interoperability challenge
The delivery of e-services across organizational boundaries poses a number of issues in terms of design of inter-organizational systems that support service delivery effectively. In this context interoperability emerges as a mandatory requirement for the design of Information Technology (IT) platforms supporting collaborative e-service environments. In this paper we address this issue by presenting a design theory for IT platforms supporting e-services based on both a deep understanding of the interoperability concept and a design research approach.
