    The awareness of potentially significant impacts of space weather on spaceand ground ]based technological systems has generated a strong desire in many sectors of government and industry to effectively transform knowledge and understanding of the variable space environment into useful tools and applications for use by those entities responsible for systems that may be vulnerable to space weather impacts. Essentially, effectively transitioning science knowledge to useful applications relevant to space weather has become important. This talk will present proven methodologies that have been demonstrated to be effective, and how in the current environment those can be applied to space weather transition efforts

    Uptake, biodistribution, and time course of naked plasmid DNA trafficking after intratumoral in vivo jet injection

    Nonviral jet injection is an applicable technology for in vivo gene transfer of naked DNA. However, little is known about the biodistribution and clearance of jet-injected DNA, or about its localization within tissue and cells. Therefore, in this study we analyzed the intratumoral and systemic biodistribution of jet-injected naked DNA in human colon carcinoma-bearing NCr-nu/nu mice, which were jet-injected with the pCMVbeta plasmid DNA. Intratumoral and systemic plasmid DNA biodistribution was analyzed 5, 10, 20, and 40 min and 3, 6, 24, 48, and 72 hr after jet injection, using quantitative real-time polymerase chain reaction. In the tumors, a rapid drop in naked DNA load within 24 hr of jet injection was shown. Detailed analysis of intratumoral distribution of rhodamine-labeled DNA revealed the presence of plasmid DNA within tumor cells 5 min after jet injection and further accumulation of significant DNA amounts in the cell nuclei 30 to 60 min after jet injection. In the blood, DNA amounts rapidly dropped within 10 to 40 min of jet injection to less than 0.001 pg of plasmid per 250 ng of tissue DNA and only minimal plasmid DNA dissemination was detected in liver, lung, spleen, kidney, and ovaries, which was cleared 3 to 6 hr after jet injection. By contrast, in heart, bone marrow, and brain almost no plasmid DNA was detectable

    The Situational Awareness Sensor Suite for the ISS (SASSI): A Mission Concept to Investigate ISS Charging and Wake Effects

    The complex interaction between the International Space Station (ISS) and the surrounding plasma environment often generates unpredictable environmental situations that affect operations. Examples of affected systems include extravehicular activity (EVA) safety, solar panel efficiency, and scientific instrument integrity. Models and heuristicallyderived best practices are wellsuited for routine operations, but when it comes to unusual or anomalous events or situations, especially those driven by space weather, there is no substitute for realtime monitoring. Space environment data collected in realtime (or nearreal time) can be used operationally for both realtime alarms and data sources in assimilative models to predict environmental conditions important for operational planning. Fixed space weather instruments mounted to the ISS can be used for monitoring the ambient space environment, but knowing whether or not (or to what extent) the ISS affects the measurements themselves requires adequate space situational awareness (SSA) local to the ISS. This paper presents a mission concept to use a suite of plasma instruments mounted at the end of the ISS robotic arm to systematically explore the interaction between the Space Station structure and its surrounding environment. The Situational Awareness Sensor Suite for the ISS (SASSI) would be deployed and operated on the ISS Express Logistics Carrier (ELC) for longterm "survey mode" observations and the Space Station Remote Manipulator System (SSRMS) for shortterm "campaign mode" observations. Specific areas of investigation include: 1) ISS frame and surface charging during perturbations of the local ISS space environment, 2) calibration of the ISS Floating Point Measurement Unit (FPMU), 3) long baseline measurements of ambient ionospheric electric potential structures, 4) electromotive force-induced currents within large structures moving through a magnetized plasma, and 5) wakeinduced ion waves in both electrostatic (i.e. particles) and electromagnetic modes. SASSI will advance the understanding of plasmaboundary interaction phenomena, demonstrate a suite a sensors acting in concert to provide effective SSA, and validate and/or calibrate existing ISS space environment instruments and models

    This paper questions the usefulness of the rights-based approach to ameliorating the social situation of disabled people in Britain and advances two criticisms. First, that rights and self-de? ned needs have been under-theorised by disability theorists to the extent that they have insuf? ciently appreciated the problems that these approaches pose. The paper suggests that rights to appropriate resources to satisfy self-de? ned needs will generate vast numbers of competing rights claims and that the resulting tendency of rights to con? ict has been under-appreciated. Secondly, that there has been little consideration of how these con? icts might be reconciled. The ? rst two sections of the paper look at the concepts of ascribed and self-de? ned needs, respectively, whilst the ? nal one looks at some of the problems of the rights approach and some of the dif? culties of making self-de? ned need the basis of rights claims

    Investigating the Response and Expansion of Plasma Plumes in a Mesosonic Plasma Using the Situational Awareness Sensor Suite for the ISS (SASSI)

    To study the complex interactions between the space environment surrounding the International Space Station (ISS) and the ISS space vehicle, we are exploring a specialized suite of plasma sensors, manipulated by the Space Station Remote Manipulator System (SSRMS) to probe the nearISS mesosonic plasma ionosphere moving past the ISS. It is proposed that SASSI consists of the NASA Marshall Space Flight Center's (MSFC's) Thermal Ion Capped Hemispherical Spectrometer (TICHS), Thermal Electron Capped Hemispherical Spectrometer (TECHS), Charge Analyzer Responsive to Local Oscillations (CARLO), the Collimated PhotoElectron Gun (CPEG), and the University of Michigan Advanced Langmuir Probe (ALP). There are multiple expected applications for SASSI. Here, we will discuss the study of fundamental plasma physics questions associated with how an emitted plasma plume (such as from the ISS Plasma Contactor Unit (PCU)) responds and expands in a mesosonic magnetoplasma as well as emit and collect current. The ISS PCU Xe plasma plume drifts through the ionosphere and across the Earth's magnetic field, resulting in complex dynamics. This is of practical and theoretical interest pertaining to contamination concerns (e.g. energetic ion scattering) and the ability to collect and emit current between the spacecraft and the ambient plasma ionosphere. This impacts, for example, predictions of electrodynamic tether current performance using plasma contactors as well as decisions about placing highenergy electric propulsion thrusters on ISS. We will discuss the required measurements and connection to proposed instruments for this study

    Beyond relationalism in peacebuilding

    This conclusion notes the rise of relationalism in theorizing peacebuilding and the advantages of this approach as evident in the contributions to this special issue. Nevertheless, it cautions against such a move and in particular, some of the ontological and epistemological consequences of the relational turn as evident in recent poststructuralism, postcolonial approaches and practice theory. It contrasts this with the critical realist approach – whose relationalism has been ignored by the current turn – allowing both relationalism and a belief in objectivity and preference for certain knowledge claims

    ‘Equally unequal or unequally equal’: Adopting a substantive equality approach to gender discrimination in Nigeria

    The purpose of this article is to critically assess the approach of Nigerian courts to interpreting section 42 of the Constitution. This article argues that Nigerian courts are yet to develop a substantive equality approach to interpreting section 42 of the Constitution. Rather, the courts have tended to adopt the formal equality approach to interpreting the section. Analysing some decisions of the Court of Appeal and the Supreme Court, the article argues that in order to safeguard women’s rights and address gender inequality in the country, Nigerian courts should lean towards substantive equality approach to the interpretation of section 42 of the Constitution. This is not only consistent with Nigeria’s obligations under international law but also crucial to addressing historical imbalances between men and women in the country

    A Statistical Study of Solar Particle Events in Flux and Dose

    The high-energy protons from solar energetic particle (SEP) events present a hazard to space systems: damage to science instruments/electronics/materials or to astronauts. A reliable estimate of the high-energy proton environment is critical to assure mission success. Important characteristics of an SEP event are fluence, peak flux, energy spectrum, time to reach the peak flux, time to reach peak dose, and properties of the cumulative dose profile after an event starts. All of these characteristics are important to understand in order to design space missions properly for both robotic and human missions. Because of the unpredictable and sporadic nature of SEP events, statistical models are often used to represent the SEP parameters described above. In a study by Jun et al. (2007), the statistics of event fluences, durations, and time intervals between events were investigated using the then available historical SEP dataset obtained from the instruments onboard the IMP-8 spacecraft. Since then, a more comprehensive SEP dataset based off of IMP-8 and GOES called Reference Data Set Version 2.0 (RDSv2.0) has become available covering the SEP events up to Year 2015 under a framework of the European Space Agency's (ESA's) Solar Energetic Particle Environment Modelling (SEPEM) project (Jiggens et al., 2018). The main objectives of this statistical study of SEP events are two-fold: First, the statistics of peak fluxes, event fluences, durations, and time intervals will be re-visited by using RDSv2.0; Second, the statistical analyses of flux and dose timing will be performed using the same dataset RDSv2.0. The results of this study will address the statistical properties of all key parameters for designing a spacecraft or a human mission where the SEP environment is an important consideration

    Pressured by activists to take responsibility, American corporations recently found themselves in the spotlight for their past ties to slavery. Responding to the issue, they stepped into a complex discourse of reconciliation. Taking a rhetorical approach, this article analyzes the response of Aetna Inc. It explores how corporate rhetoric functions within present discourses about historical injustices and illustrates that Aetna\u27s response informed by common strategies of corporate apologia inhibited meaningful reconciliation. The article thus furthers criticisms of (corporate) apologia in the context of historical injustice and raises questions about the potentialities and limitations of corporate rhetoric for reconciliation
