    Distributed control for COFS 1

    An overview is given of the work being done at NASA LaRC on developing the Control of Flexible Structures (COFS) 1 Flight Experiment Baseline Control Law. This control law currently evolving to a generic control system software package designed to supply many, but not all, guest investigators. A system simulator is also described. It is currently being developed for COFS-1 and will be used to develop the Baseline Control Law and to evaluate guest investigator control schemes. It will be available for use whether or not control schemes fall into the category of the Baseline Control Law. First, the hardware configuration for control experiments is described. This is followed by a description of the simulation software. Open-loop sinusoid excitation time histories are next presented both with and without a local controller for the Linear DC Motor (LDCM) actuators currently planned for the flight. The generic control law follows and algorithm processing requirements are cited for a nominal case of interest. Finally, a closed-loop simulation study is presented, and the state of the work is summarized in the concluding remarks

    Electronic petitioning and modernization of petitioning systems in Europe

    With the pilot project "Public Petitions", which started in September 2005, the German Bundestag included the internet in the petition procedure and thus achieved greater transparency of the petition process. Since then, petitions can be submitted electronically, signed on the internet and discussed. The Office of Technology Assessment at the German Bundestag (TAB) has accompanied this process scientifically and asked about the yields and consequences of the pilot project. Were more petitions submitted? Who participated in the electronic petitions? How were the petitions discussed in the online forums and how were the results of the discussions introduced into the political process of deliberation on petitions? This study provides answers to these and other questions for the first time on the basis of a comprehensive empirical study. The analyses of the pilot project of the German Bundestag are placed in the context of the development of petitioning and e-democracy as a whole. Case studies on the introduction of electronic petition systems in the Scottish Parliament, the British Prime Minister, South Korea, Australia (Queensland) and Norway complete the picture. Research programs in the following technical areas are described; sapphire optical fiber sensors; vibration analysis using two-mode elliptical core fibers and sensors; extrinsic Fabry-Perot interferometer development; and coatings for fluorescent-based sensor. Research progress in each of these areas was substantial, as evidenced by the technical publications which are included as appendices

    Bounds on the lightest Higgs boson mass with three and four fermion generations

    We present lower bounds on the Higgs boson mass in the Standard Model with three and four fermion generations SM(3,4), as well as upper bounds on the lightest Higgs boson mass in the minimal supersymmetric extension of the SM with three and four generations MSSM(3,4). Our analysis utilizes the SM(3,4) renormalization-group-improved one-loop effective potential of the Higgs boson to find the upper bounds on the Higgs mass in the MSSM(3,4) while the lower bounds in the SM(3,4) are derived from considerations of vacuum stability. All the bounds increase as the degenerate fourth generation mass increases, providing more room in theory space that respects the increasing experimental lower limit of the Higgs mass.Comment: 24 pages, 10 figures, Some additional discussion added.     The hemispherical 10" photomultiplier tube (PMT) R7081 from Hamamatsu Photonics K.K. (HPK) is used in various experiments in particle and astroparticle physics. We describe the test and calibration of 474 PMTs for the reactor antineutrino experiment Double Chooz. The unique test setup at Max-Planck-Institut f\"ur Kernphysik Heidelberg (MPIK) allows one to calibrate 30 PMTs simultaneously and to characterize the single photo electron response, transit time spread, linear behaviour and saturation effects, photon detection efficiency and high voltage calibration

    Diffusion and Current of Brownian Particles in Tilted Piecewise Linear Potentials: Amplification and Coherence

    Overdamped motion of Brownian particles in tilted piecewise linear periodic potentials is considered. Explicit algebraic expressions for the diffusion coefficient, current, and coherence level of Brownian transport are derived. Their dependencies on temperature, tilting force, and the shape of the potential are analyzed. The necessary and sufficient conditions for the non-monotonic behavior of the diffusion coefficient as a function of temperature are determined. The diffusion coefficient and coherence level are found to be extremely sensitive to the asymmetry of the potential. It is established that at the values of the external force, for which the enhancement of diffusion is most rapid, the level of coherence has a wide plateau at low temperatures with the value of the Peclet factor 2. An interpretation of the amplification of diffusion in comparison with free thermal diffusion in terms of probability distribution is proposed.Comment: To appear in PR

    Seesaw Neutrino Masses with Large Mixings from Dimensional Deconstruction

    We demonstrate a dynamical origin for the dimension-five seesaw operator in dimensional deconstruction models. Light neutrino masses arise from the seesaw scale which corresponds to the inverse lattice spacing. It is shown that the deconstructing limit naturally prefers maximal leptonic mixing. Higher-order corrections which are allowed by gauge invariance can transform the bi-maximal into a bi-large mixing. These terms may appear to be non-renormalizable at scales smaller than the deconstruction scale.Comment: Revised version published in PR

    Optical fiber sensors and signal processing for intelligent structure monitoring

    Few mode optical fibers have been shown to produce predictable interference patterns when placed under strain. The use is described of a modal domain sensor in a vibration control experiment. An optical fiber is bonded along the length of a flexible beam. Output from the modal domain sensor is used to suppress vibrations induced in the beam. A distributed effect model for the modal domain sensor is developed. This model is combined with the beam and actuator dynamics to produce a system suitable for control design. Computer simulations predict open and closed loop dynamic responses. An experimental apparatus is described and experimental results are presented
