    Monitoring, cajoling and promoting dialogue: what role for supranational human rights bodies in the implementation of individual decisions?

    This article analyses the role of supranational human rights bodies in the implementation of their orders and recommendations in individual cases. It elicits the means, roles and impact of supranational mechanisms in triggering implementation processes by looking at the practice of UN treaty bodies and the three regional systems, through the in-depth study of specific cases and semi-structured interviews with relevant stakeholders. The article argues that supranational bodies are doing more than monitoring implementation of orders and recommendations in individual cases despite the scarcity of resources. They use different tools, both persuasive and coercive. Dialogue is central to their work, a dialogue that at times is opened to other actors such as civil society organizations, national human rights institutions and others. However, supranational bodies could do more to enhance the role they have promoting implementation by states of their orders and recommendations

    Dynamics of tilt-based browsing on mobile devices

    A tilt-controlled photo browsing method for small mobile devices is presented. The implementation uses continuous inputs from an accelerometer, and a multimodal (visual, audio and vibrotactile) display coupled with the states of this model. The model is based on a simple physical model, with its characteristics shaped to enhance usability. We show how the dynamics of the physical model can be shaped to make the handling qualities of the mobile device fit the browsing task. We implemented the proposed algorithm on Samsung MITs PDA with tri-axis accelerometer and a vibrotactile motor. The experiment used seven novice users browsing from 100 photos. We compare a tilt-based interaction method with a button-based browser and an iPod wheel. We discuss the usability performance and contrast this with subjective experience from the users. The iPod wheel has significantly poorer performance than button pushing or tilt interaction, despite its commercial popularity

    Discovery of disc precession in the M31 dipping X-ray binary Bo 158

    We present results from three XMM-Newton observations of the M31 low mass X-ray binary XMMU J004314.4+410726.3 (Bo 158), spaced over 3 days in 2004, July. Bo 158 was the first dipping LMXB to be discovered in M31. Periodic intensity dips were previously seen to occur on a 2.78-hr period, due to absorption in material that is raised out of the plane of the accretion disc. The report of these observations stated that the dip depth was anti-correlated with source intensity. However, our new observations do not favour a strict intensity dependance, but rather suggest that the dip variation is due to precession of the accretion disc. This is to be expected in LMXBs with a mass ratio <~ 0.3 (period <~ 4 hr), as the disc reaches the 3:1 resonance with the binary companion, causing elongation and precession of the disc. A smoothed particle hydrodynamics simulation of the disc in this system shows retrograde rotation of a disc warp on a period of ~11 P_orb, and prograde disc precession on a period of ~29 P_orb. This is consistent with the observed variation in the depth of the dips. We find that the dipping behaviour is most likely to be modified by the disc precession, hence we predict that the dipping behaviour repeats on a 81+/-3 hr cycle.Comment: 9 pages, 6 figures, accepted for publication by MNRAS, changed conten

    Biological pattern formation on two-dimensional domains: A nonlinear bifurcation analysis

    A tissue interaction model for skin organ pattern formation is presented. Possible spatially patterned solutions on rectangular domains are investigated. Linear stability analysis suggests that the model can exhibit pattern formation. A weakly nonlinear two-dimensional perturbation analysis is then carried out. This demonstrates that when bifurcation occurs via a simple eigenvalue, patterns such as rolls, squares, and rhombi can be supported by the model equations. Our nonlinear analysis shows that more complex patterns are also possible if bifurcation occurs via a double eigenvalue. Surprisingly, hexagonal patterns could not develop from a primary bifurcation

    Network formation of tissue cells via preferential attraction to elongated structures

    Vascular and non-vascular cells often form an interconnected network in vitro, similar to the early vascular bed of warm blooded embryos. Our time-lapse recordings show that the network forms by extending sprouts, i.e., multicellular linear segments. To explain the emergence of such structures, we propose a simple model of preferential attraction to stretched cells. Numerical simulations reveal that the model evolves into a quasi-stationary pattern containing linear segments, which interconnect above the critical volume fraction of 0.2. In the quasi-stationary state the generation of new branches offset the coarsening driven by surface tension. In agreement with empirical data, the characteristic size of the resulting polygonal pattern is density-independent within a wide range of volume fractions

    Significant progress was made over the year in the four focus areas of this research group: gigabit protocols, extensions of metropolitan protocols, parallel protocols, and distributed simulations. Two activities, a network management tool and the Carrier Sensed Multiple Access Collision Detection (CSMA/CD) protocol, have developed to the point that a patent is being applied for in the next year; a tool set for distributed simulation using the language SIMSCRIPT also has commercial potential and is to be further refined. The year's results for each of these areas are summarized and next year's activities are described
