    From the foundation of the State until March 1979, the Irish currency was maintained in a fixed one-to-one parity with the pound sterling. Aside from the 50% deposit requirement on capital inflows through the banking system imposed by the Central Bank in recent years, there were no significant restrictions on the movement of funds between Ireland and the sterling area. Capital movements between Ireland and non-sterling countries were subject to exchange control regulations broadly similar to the UK's own, although in practice they were administered in a somewhat more liberal fashion. The Irish controls could be seen as, in effect, part of the price of our membership of the sterling zone, since the UK's own controls would have been circumvented very readily if Ireland had presented an uncontrolled "window" to the rest of the world. So purchases of financial assets in non-sterling countries had to be financed through the dollar premium pool or through foreign currency loans

    A CRISPR-Cas9 sex-ratio distortion system for genetic control.

    Genetic control aims to reduce the ability of insect pest populations to cause harm via the release of modified insects. One strategy is to bias the reproductive sex ratio towards males so that a population decreases in size or is eliminated altogether due to a lack of females. We have shown previously that sex ratio distortion can be generated synthetically in the main human malaria vector Anopheles gambiae, by selectively destroying the X-chromosome during spermatogenesis, through the activity of a naturally-occurring endonuclease that targets a repetitive rDNA sequence highly-conserved in a wide range of organisms. Here we describe a CRISPR-Cas9 sex distortion system that targets ribosomal sequences restricted to the member species of the Anopheles gambiae complex. Expression of Cas9 during spermatogenesis resulted in RNA-guided shredding of the X-chromosome during male meiosis and produced extreme male bias among progeny in the absence of any significant reduction in fertility. The flexibility of CRISPR-Cas9 combined with the availability of genomic data for a range of insects renders this strategy broadly applicable for the species-specific control of any pest or vector species with an XY sex-determination system by targeting sequences exclusive to the female sex chromosome

    The importance of Travelling Stock Reserves for maintaining high-quality threatened temperate woodlands

    Travelling Stock Reserves are thought to represent some of the highest-quality and least degraded remnants of threatened temperate woodland in south-eastern Australia. These public reserves have not had the same high levels of grazing pressure and other disturbances as woodland remnants on private land. Thus, Travelling Stock Reserves are expected to be important for the protection of biodiversity in heavily cleared and modified landscapes. We tested the hypothesis that land tenure had significant effects on the quality of woodlands by comparing vegetation structural attributes between Travelling Stock Reserves and remnant vegetation used for primary production purposes. Vegetation attributes were monitored in 155 permanent plots over five years in remnant temperate woodland sites in the Riverina bioregion of New South Wales. Overall, Travelling Stock Reserves supported higher native plant species richness and were characterized by higher ground cover of native shrubs and less cover of exotic plant species when compared to agricultural production areas. We found land tenure had significant effects on some vegetation attributes demonstrated to be important for threatened fauna. We attribute these results to Travelling Stock Reserves having a history of lower grazing pressure compared to remnants managed for agricultural production. Our study provides empirical evidence to support the high conservation value of Travelling Stock Reserves in formerly woodland-dominated, but now extensively cleared, agricultural landscapes

    Exploring the measure of potentially avoidable general practitioner-type presentations to the emergency department in regional Queensland using linked, patient-perspective data

    Objective. To explore measures of potentially avoidable general practitioner (PAGP)-type presentations to the emergency department (ED) of a large regional hospital in northern Queensland. Methods. Linkage of an ED administrative dataset to a face-to-face patient survey of local residents (n = 1000); calculation of Australian Institute of Health and Welfare (AIHW) and Australasian College of Emergency Medicine (ACEM) measures of PAGP-type presentations to the ED; and exploration of these measures with patient-perspective linked data. Results. PAGP-type presenters to the ED were younger in age (median age in years: total cohort: 49; AIHW 38, P , 0.001; ACEM 36, P , 0.001); with the odds of having a chronic condition being less likely for AIHW PAGP-type presenters than other ED presenters (OR (95% CI) 0.54 (0.38–0.77): P = 0.001)) after adjustment for age. PAGP-type presenters nominated reasons of convenience rather than urgency as their rationale for attending the ED, irrespective of measure. The number of PAGP-type presentations to the ED identified by the AIHW measure was more than three-fold higher than the ACEM measure (AIHW: n = 227; ACEM: n = 67). Influencing factors include the low proportion of ED attendees who had a medical consultation time of ,1 h at this hospital site (1-month survey period: 17.8%); and differences between the patient self-report and ED administrative record for 'self-referral to the ED' (Self-referred: Survey 71% vs EDIS 93%, P , 0.001). Conclusions. Identification of PAGP-type presentations to the ED could be enhanced with improvements to the quality of administrative processes when recording patient 'self-referral to the ED', along with further consideration of hospital site variation for the length of medical consultation time

    Five-year predictors of physical activity decline among adults in low-income communities: a prospective study

    BACKGROUND: Obesity in North America is now endemic, and increased understanding of the determinants of physical inactivity is critical. This analysis identified predictors of declines in physical activity over 5 years among adults in low-income, inner-city neighbourhoods. METHODS: Data on leisure time physical activity were collected in telephone interviews in 1992 and 1997 from 765 adults (47% of baseline respondents), as part of the evaluation of a community-based cardiovascular disease risk reduction program. RESULTS: One-third of 527 participants who were physically active at baseline, were inactive in 1997. Predictors of becoming inactive included female sex (OR = 1.63 95% CI (1.09, 2.43)), older age (1.02 (1.01, 1.04)), higher BMI (1.57 (1.03, 2.40)), poor self-rated health (1.39 (1.05, 1.84)), lower self-efficacy for physical activity (1.46 (1.00, 2.14)), and not using a neighborhood facility for physical activity (1.61 (1.02, 2.14)). CONCLUSION: These results highlight the fact that a variety of variables play a role in determining activity level, from demographic variables such as age and sex, to psychosocial and environmental variables. In addition, these results highlight the important role that other health-related variables may play in predicting physical activity level, in particular the observed association between baseline BMI and the increased risk of becoming inactive over time. Lastly, these results demonstrate the need for multi-component interventions in low-income communities, which target a range of issues, from psychosocial factors, to features of the physical environment

    Preventable hospitalisations in regional Queensland: potential for primary health?

    Objective The aims of this study were to: (1) use local health data to examine potentially preventable hospitalisations (PPHs) as a proportion of total hospital separations and estimated costs to a large regional hospital in northern Queensland, including differences associated with Indigenous status; and (2) identify priority conditions and discuss issues related to strategic local primary health intervention. Methods A cross-sectional analysis was conducted using Queensland Hospital Admitted Patient Data Collection data (July 2012–June 2014) restricted to 51 087 separations generated by 29 485 local residents. PPHs were identified from the International Statistical Classification of Diseases and Related Health Problems 10th Revision Australian Modification (ICD-10-AM) and procedure codes using National Healthcare Agreement definitions. Age-standardised separation rates were calculated using Australian 2001 reference population and associated economic costs were estimated using Australian-refined diagnosis related groups. Results Eleven per cent (n = 5488) of all hospital separations were classified as PPH, and most were for common chronic (n = 2486; 45.3%) and acute (n = 2845; 51.8%) conditions. Because many acute presentations reflect chronic underlying disease, chronic conditions account for up to 76.5% of all PPHs. Age-standardised PPH rates were 3.4-fold higher for Indigenous than non-Indigenous people. Associated 2-year costs were AU$32.7 million, which was 10.7% of estimated total health care expenditure for hospital separations, and were higher for Indigenous (14.9%) than non-Indigenous (9.7%) people. Conclusions High hospitalisation rates and costs for common preventable chronic conditions represent opportunities for primary healthcare interventions. In particular, community-level health services need to be more responsive to the needs of local Indigenous families

    Drained cyclic capacity of plate anchors in dense sand:Experimental and theoretical observations

    This paper provides experimental evidence that shows that the drained cyclic capacity of a plate anchor in dry dense sand may be higher than the equivalent monotonic capacity. The experimental data show that when cyclic loading is low relative to the monotonic capacity, increases in the eventual capacity are observed; when the magnitudes of the cyclic loads are closer to the monotonic capacity, no increases in capacity are observed. These responses are explained in the paper using an elasto-plastic macro-element model extended with expandable bounding and memory surfaces that address the increase in strength or stiffness caused by changes in soil density and fabric when the anchor is subject to cyclic loading in dense sand. </jats:p

    Penrose Limits and Spacetime Singularities

    We give a covariant characterisation of the Penrose plane wave limit: the plane wave profile matrix A(u)A(u) is the restriction of the null geodesic deviation matrix (curvature tensor) of the original spacetime metric to the null geodesic, evaluated in a comoving frame. We also consider the Penrose limits of spacetime singularities and show that for a large class of black hole, cosmological and null singularities (of Szekeres-Iyer ``power-law type''), including those of the FRW and Schwarzschild metrics, the result is a singular homogeneous plane wave with profile A(u)∼u−2A(u)\sim u^{-2}, the scale invariance of the latter reflecting the power-law behaviour of the singularities.Comment: 9 pages, LaTeX2e; v2: additional references and cosmetic correction
