Content and drivers of performance management in agency-type organizations of the hungarian public administration
The improving performance of public administration and the reform of public financing system have been
on agenda in Hungary for many years, in accordance with the international trends. However, governments have not expected and supported creating of a performance-oriented public administration in a comprehensive and explicit way. Nevertheless, there are bottom-up initiatives at organizational level, which target
performance-oriented organizational function.
The research focuses on organizations of central public administration where the successful application
of performance management methods is most likely based on the international literature. These are the so
called agency-type organizations, which are in Hungary called autonomous state-administration organizations
independent of the Government (e.g. Hungarian Competition Authority), government bureaus (e.g.
Hungarian Central Statistical Office), and central offices subordinated to the government (either the cabinet
or a ministry) (e.g. Hungarian Meteorological Service). The studied agencies are legally independent
organizations with managerial autonomy based on public law.
The purpose of this study is to get an overview on organizational level performance management tools
applied by Hungarian agencies, and to reveal the reasons and drivers of the application of these tools.
The empirical research is based on a mixed methods approach which combines both quantitative methods
and qualitative procedures. The first – quantitative – phase of the author’s research was content analysis
of homepages of the studied organizations. As a results she got information about all agencies and their practice related to some performance management tools. The second – qualitative – phase was based on semi-structured face-to-face interviews with some senior managers of agencies. The author selected the interviewees based on the results of the first phase, the relatively strong performance orientation was an
important selection criteria
"Turkia” keleti keresztény főpapjai az első ezredforduló magyar történelmében
The first bishop of Turkia, Hierotheos and his collaborators began to work among the Hungarians in the middle of the 10th century: they introduced Christianity to Gyula’s territory, but some sources report that other Hungarian tribes were involved as well. As their seals were preserved, three of his successors are known: Theophylaktos, Antonios and Demetrios. However, we do not have any details about them (their origin, the dates of their episcopate, etc.), but it is probable that they Christianized on the territory of Gyula the younger until 1003, and later on the territory of Ajtony. Turkia became metropolia between the end of the 10th century and 1025; presumably the bishops were active there until that year. The promotion to a higher rank might have been the result of the time passed, the Byzantine-Hungarian alliance and Ajtony’s baptism. After Ajtony’s defeat, the monasteries took over the pastoral care of the Eastern Christians. Although the Byzantine Church began the Hungarians’ conversion, it was completed by the Western Church. In historiography it is widely believed that the Hungarian would have disappeared or would have been marginalized, if they had not joined the Western Church. Radomir és "Magyarország királya" leányának a házassága
Mikhael, der Bischof von Devol berichtet in seinem Werk darüber, dass Radomir der Sohn Samuels und die Tochter des ungarischen Königs sich verheiratet hätten. Dieser kurze Bericht generierte zahlreiche Fragen der Geschichtsforschung. Wann ist diese Ehe zustande gekommen? Welche Stellung hat Radomir in diesem Zeitpunkt ausgefüllt? Wer war sein Schwiegervater: Fürst Géza oder König Stephan? Und im Zusammenhang mit dieser Fragen: ab wann ist Samuel der Herrscher der Bulgaren gewesen? Die Problematik dieses Themas gehe ich um, einerseits aufgrund der Quellen, anderseits aufgrund der Untersuchung der ehelichen Strategie der beiden Familien und beantworte ich die Fragen, wann Radomir und die Tochter des ungarischen Königs sich verheirateten und welcher Herrscher der Vater dieser Prinzessin war

Archäologische und historische Angaben zu den frühárpádenzeitlichen byzantinisch-bulgarisch-ungarischen kirchlichen Beziehungen
A torquesek (nyakperecek) és a keleti kereszténység?
In diesem Artikel versuche ich an diese Frage antworten, ob eine Beziehung zwischen der Torquesse und der Orthodoxie sind. Diese Theorie hat Katalin Vályi angeregt. Die frühere Fachliteratur sind keinen weiteren Ansatzpunkt zu dieser Theorie gegeben, gegenteils haben sie - Szőke Béla, Szabó János Győző - festgestellt, dass die Torquesse das osteurpäische Fundmaterial bezeichnen. In dem ungarischen Fundmaterial haben die Torquesse von Mitte des 10. Jahrhundert vorgekommt. Aber die sind mit dem byzantinischen Fundamaterial zusammen nicht zu oft, das zeigt es, dass die Torquesse in das ungariscgen Fundmaterial nicht durch den Handel gekommen sind, sondern sie sind ein lokales Produkt. Die Torquesse sind das Statussymbol der römische und - später auch - der byzantinischen Leibgarde gewesen. In dem byzantinischen Armee haben viele Nation gedient z.B. Vikingen, Ungaren. Es soll ich vorsichtig vorstellen, vielleicht diese in byzantinischen Armee gediente Soldaten haben die Torquesse-Tracht zu Hause kennen lassen und nachher wird die Torquesse ein alltägliche Tracht. Dau soll ich die schriftlche und archäologischen Quellen noch forschen. Endlich beantworte ich die im Titel aufstellte Frage. Auf Grund des verfügbaren Information soll ich das antworten, dass keine Beziehung zwischen der Torquesse und der Orthodoxie ist

The Hungarian’s early Christianity began with Gyula’s baptism. Hierotheos monk-bishop came with him to evangelize. His workcenter was in Gyula’s territorium: before in Tiszántúl, after in Erdély and Ajtony’s territorium, fi nally his successors were Abot-Bishops of the eastern Christian Monasteries (Szávaszentdemeter, Oroszlámos).
