    An integrated agriculture - nutrition program in Burkina Faso can change gender norms on land and asset ownership.

    Helen Keller International (HKI) carried out a two-year Enhanced-Homestead Food Production (E-HFP) pilot program (2010–2012) in Gourma Province in eastern Burkina Faso. The program’s goal was to improve women’s and children’s nutrition and health outcomes through production and nutrition interventions. One way in which the program sought to improve its production and nutrition out-comes was by directly increasing women’s access to and control over productive assets. To accomplish this objective, HKI trained women and gave them inputs for raising small animals and growing nutrient-rich foods, as well as health-and nutrition -related education delivered through a behavior change communication (BCC) strategy (Dillon et al. 2012). HKI partnered with the Gender, Agriculture, and Assets Project (GAAP) to measure the impact of the program’s interventions on men’s and women’s accumulation, ownership, and control over productive assets, and to assess changes in norms and perceptions regarding the ownership, use, and control over these assets

    There is a high degree of interest in the potential for agricultural programs to be designed and implemented to achieve health and nutrition objectives. Policymakers have often looked to the experience of civil society organizations in designing and implementing such programs, particularly in different social and cultural contexts. For the past 20 years, Helen Keller International (HKI) has implemented homestead food production programs in Asia and recently has started to adapt and implement these programs in Africa south of the Sahara. The goal of these programs is to improve the nutritional status of and young children through a number of production and nutrition interventions. These interventions are targeted to mothers under the presumption that increasing women’s access to and control over productive assets and enhancing women’s human capital to improve production and health and nutrition care practices will translate into improved nutritional status for their children. However, there is very little evidence documenting the ways in which HKI’s homestead food production programs influence women’s access to and control over productive assets and enhance women’s human capital in ways that may improve nutritional outcomes. This paper uses a mixed-methods approach to analyze the impact of HKI’s Enhanced-Homestead Food Production pilot program in Burkina Faso on women’s and men’s assets and on norms regarding ownership, use, and control of those assets. Even though men continue to own and control most land and specific assets in the study area, women’s control over and ownership of assets has started to change, both in terms of quantifiable changes as well as changes in people’s perceptions and opinions about who can own and control certain assets. The paper also discusses the implications of such changes for program sustainability

    Gender, Assets, and Agricultural Development Programs: A Conceptual Framework

    Being able to access, control, and own productive assets such as land, labor, finance, and social capital enables people to create stable and productive lives. Yet relatively little is known about how agricultural development programs can most effectively deliver these outcomes of well-being, empowerment, and higher income in a way that acknowledges differential access to and control over assets by men and women. After reviewing the literature on gender and assets, this paper offers a conceptual framework for understanding the gendered pathways through which asset accumulation occurs, including attention to not only men's and women's assets but also those they share in joint control and ownership. Unlike previous frameworks, this model depicts the gendered dimensions of each component of the pathway in recognition of the evidence that men and women not only control, own, or dispose of assets in different ways, but also access, control, and own different kinds of assets. The framework generates gender-specific hypotheses that can be tested empirically: i) Different types of assets enable different livelihoods, with a greater stock and diversity of assets being associated with more diverse livelihoods and better well-being outcomes; ii) Men and women use different types of assets to cope with different types of shocks; iii) Interventions that increase men's and women's stock of a particular asset improve the bargaining power of the individual(s) who control that asset; and iv) Interventions and policies that reduce the gender gap in assets are better able to achieve development outcomes related to food security, health, and nutrition and other aspects of well-being related to agency and empowerment. The implications of these gender differences for designing agricultural development interventions to increase asset growth and returns to assets as well as for value chain development are discussed. Based on this analysis, additional gaps in knowledge and possible investigations to address them are identified

    Women’s Empowerment Mitigates the Negative Effects of Low Production Diversity on Maternal and Child Nutrition in Nepal

    We use household survey data from Nepal to investigate relationships between women’s empowerment in agriculture and production diversity on maternal and child dietary diversity and anthropometric outcomes. Production diversity is positively associated with maternal and child dietary diversity, and weight-for-height z-scores. Women’s group membership, control over income, reduced workload, and overall empowerment are positively associated with better maternal nutrition. Control over income is positively associated with height-for-age z-scores (HAZ), and a lower gender parity gap improves children’s diets and HAZ. Women’s empowerment mitigates the negative effect of low production diversity on maternal and child dietary diversity and HAZ

    Associations between maternal participation in agricultural decision-making and child nutrition in semiarid Kenya

    This study explores the associations between childhood growth measures and maternal participation in agricultural decision-making in chronically food-insecure semiarid Kenya. We collected anthropometric measures from 221 mother and child pairs. Maternal participation in agricultural decision-making was measured in a follow-up study. Using Kruskal–Wallis H test and Dunn’s pairwise comparison, we find a statistically significant positive association between child growth and maternal participation in agricultural decision-making. Similar associations are found when controlled for social–demographic variables, particularly among poor households, male-headed households, daughters, children 6–16 months old, and mothers with normal body mass index. The research contributes to our understanding in the nexus of agriculture, gender dynamics, and childhood undernutrition in rural African contexts

    Idle hands are the devil’s tools: The geopolitics and geoeconomics of hunger

    In current geopolitical and geoeconomic discourses, hunger is understood as both a threat to be contained, resulting in an often severe social and spatial localization of food insecurity, and a humanitarian problem to be solved through diffuse global flows of food and other aid. The resulting scalar tensions demonstrate the potentially contradictory alignment of geopolitics and geoeconomics within processes of globalization and neoliberalization. This article examines the geopolitical and geoeconomic place of hunger and the hungry through a critical analysis of the food-for-work (FFW) approach to combating hunger. FFW programs distribute food aid in exchange for labor, and have long been used to plan and deliver food aid. While debate continues as to whether and under what conditions FFW programs are socially and economically just, governments, international institutions, and NGOs tout them as a flexible and efficient way to deliver targeted aid, promote community development, and improve long-term prospects for economic development and food security. In the post-9/11 period, FFW programs are also cited as effective deterrents to terrorist recruitment strategies, while development and food security more broadly have been incorporated into national security strategies, especially but not only in the United States. The food-for-work approach attempts to resolve the scalar contradictions of hunger through the imposition of a labor requirement that disciplines the threat of the hungry while enforcing global connection. Case studies of FFW programs in Bangladesh, Ethiopia, and Indonesia illustrate this contradiction, and highlight the development and possible future of approaches to hunger under neoliberal geopolitics
