DEFENSE BUDGET FLEXIBILITY AND CONTROL: HOW THE U.S. AND BRAZILIAN SYSTEMS STRIKE A BALANCE BETWEEN THE TWO
A recurrent challenge affecting defense budgeting systems across federalist nations is balancing budget flexibility and legislative control of military appropriations execution. There has been considerable debate over the unique nature of defense expenditure and how it reflects fiscal considerations. While budget revisions are necessary to maintain flexibility due to the broad scope of the defense budget and the handling of unforeseen events, adherence to financial goals and accountability for what was allowed by the legislative impose control over military expenditures, restricting the military's versatility in carrying out its appropriations. This project offers why balancing flexibility and control is crucial for both parties to achieve their objectives during the budget execution stage. Then, it determines the attributes that indicate an effective control system and adequate budget flexibility. Finally, it contrasts flexibility tools and control activities between the United States and Brazil. This project analyzes constitutional or other legal authority disparities between the legislature, chief executive, military, treasury, and other actors involved in budgeting systems and defense budget implementation to accomplish these goals. Strategic Mapping of the Rural Firm: A Balanced Scorecard Approach
The present paper aims to propose an analysis and relation methodology of financial perspective, the customer perspective, the internal process perspective and the learning and growth perspective, in the same way as treated for Balanced Scorecard (BSC). The innovation, in this sense, is the treatment of all these factors together, searching to identify the cause-effect relations. Such instrument provides the understanding of all factors together that affect in the company result. Thus, the rural managers have a map to make their business decisions. Moreover, another factor that must be detached is the idiosyncrasies of rural firms, and specifically from smallholder farms. These factors are among others, the presence of family works, small scale, and family necessities versus business targets. The genital and anal papillae of Compsura heterura (Characidae: Cheirodontinae): morphological structure and possible role in insemination
The function of the genital and anal papillae for insemination in Compsura heterura is discussed based on the description of their morphologies at different stages of the life cycle and during copulation and spawning. In males and females both the genital and anal papillae are involved in copulation in C. heterura. A pre-anal organ, anterior to the anus and stretched posteriorly, is present in adult males. The openings of the urinary channel and oviduct are separate in females. During copulation, there is an approximation between the female genital and anal papillae which become temporarily juxtaposed, forming a chamber enclosing the opening of the oviduct, which may also function in sperm capture. During spawning, the lateral edges of the female genital papilla are projected anteriorly, acquiring a tubular shape for oviposition.A função das papilas genital e anal na inseminação em Compsura heterura é discutida com base na descrição de suas morfologias em diferentes estágios do ciclo de vida e por ocasião da cópula e desova. Em machos e fêmeas, as papilas genital e anal estão envolvidas na cópula. Um órgão pré-anal, anterior ao ânus e alongado posteriormente, está presente em machos adultos. Fêmeas possuem aberturas urinária e genital separadas. TOWARDS A NATIONAL INNOVATION FRAMEWORK FOR AGRICULTURAL SCIENCE AGENCIES IN EMERGING ECONOMIES
N° ISBN - 978-2-7380-1284-5International audienceThe national science agencies have had a great role in the context of emerging economies catching-up. This paper addresses the search to a better understanding of strategies for emerging economies whose agricultural sector is a key economic area. The paper presents the context of the emerging economies, noting briefly some of the factors about their agricultural R&D; introduces the concept of a national innovation framework and outlines some insights from the NAIS (national agricultural innovation system). Additionally, the paper will offer a framework for these countries to select and adapt data sets, tools and methodologies needed to assist policy decision makers as they want to invest in national agricultural R&D. This theoretical essay's key contribution is conceptual and methodological: the development of a framework towards a more evidence-based understanding of what happens to given R&D investments. The applied framework is used in the analysis of the innovativeness and success of past investments that have succeeded, which can help policymakers to develop sound and cost-effective investment strategies, and also mapping the loci were they should apply metrics and evaluations to guide their agricultural science policy decisions. This could be useful as an analytical tool and as a tool for promoting sustainable economic growth and well-being in the emerging economies

referem às condições em que ocorrem as interações entre grupos sociais e as relações com
as instituições sociais que efetivam a democracia. O propósito do trabalho é discutir as
transformações que vêm sofrendo a qualidade das relações sociais como resultado das
mudanças na morfología social das grandes cidades latinoamericanas.
Assumimos como ponto de partida que a qualidade das relações sociais é altamente
dependente do grau das desigualdades na distribuição da riqueza, da renda, do poder e
também dos recursos que fundamentam o prestígio, a honra e o reconhecimento sociais.
Estes últimos elementos da qualidade das relações sociais relacionam-se diretamente com o
maior ou menor isolamento social entre as classes e grupos sociais. Também reconhecemos
que cada país desenvolveu matrices socioculturais que ativam mecanismos mais ou menos
eficazes para resolver as tensões e conflitos suscitados pelas desigualdades. (O´Donnell,
1984). Finalmente, na análise levaremos em consideração a existência de importantes
processos – crescimento urbano, expansão do nível eduacional e das comunicações, a forte
incorporação dos direitos sociais nos discursos políticos – que contribuem a elevar as
aspirações e criar expectativas de igualdade e de participação material e imaterial da
população urbana e aumentam a probabilidade de tensões sociais
